SAN DIEGO, Calif. (KGTV) - As the City of San Diego seeks more funding for three temporary bridge shelters, data reveals they have fallen far short of their goal to transition people into permanent housing. When the tents opened, the office of Mayor Kevin Faulconer set a goal of bridging 65 percent into permanent housing.A report by the San Diego Housing Commission shows from December 2017 to March 2018, 946 people have exited the three tents.RELATED COVERAGE: 476

SAN DIEGO, Calif. (KGTV): City leaders in San Diego want to bring another major military attraction to America's Finest City.On Tuesday, the City Council will vote on a resolution showing their support for bringing the National Medal of Honor Museum to town. The resolution touts the city's strong military ties and thriving tourism industry as reasons for why the Museum should pick San Diego.Right now, the National Medal of Honor Museum Foundation is still in the fundraising and planning phase. According to their website, the museum would tell the stories of each of the 3,500+ Medal of Honor recipients. It would also have an education center. There's no word from the museum on when they plan to pick a location.San Diego already has the USS Midway Museum, which brings in over one million visitors each year. The resolution also lists the San Diego Air and Space Museum, the Flying Leatherneck Aviation Museum, The Veterans’ Museum and Memorial Center, Mt. Soledad Veterans Memorial, Cabrillo National Monument and the San Diego History Center as other major military monuments in town. The city is also home to the largest concentration of US Military members in the world. Approximately 143,000 active duty military and 241,000 veterans live in San Diego."It's a perfect fit," says Mark Balmert, the Executive Director of the San Diego Military Advisory Council. "We're a great military town and what better place than San Diego to have this museum."Tourists around the Midway say it would complement the existing museums and military-based attractions, rather than compete with them."People can pick and choose to go to whatever appeals most to them," says Marcia Margolis, who is visiting from New Jersey. "If you love it and can't get enough of it then why not. Otherwise, go to what speaks to you.""That would just rubber-stamp everything," says Gary Dixon, who is vacationing from England. "It would be awesome. That award is a hard thing to put words to, because it's so awe-inspiring. It's a life. It means everything." 2041

San Diego, CA (KGTV)- Some high school students in the Grossmont Union High School District will return to partial in-person learning starting on September 29.Sixty-eight percent of parents surveyed districtwide wanted their high school students to return to an in-person, blended learning model, while 32 percent wanted their students to stay in full-time distance learning from home. The district is moving forward with both options.Starting Tuesday, some students will be back on campus with limitations."Students have to be divided into smaller groups," said Theresa Kemper, the district's superintendent. If parents chose the blended learning model, their student has been assigned to Group A, Group B, Group C, or Group D, based on factions like students per household, transportation needs, and course schedule."They each will come to school one day a week," she said. The group placement determines which day the students will come to campus; they will be learning from home the rest of the time. The district created a roadmap for reopening, which includes five levels."We want to make sure that we're really confident with new routines that have been established, we want to make sure the county health conditions are continuing to improve," said Kemper. All schools in the district have been operating at Level 1, which is strictly distance learning.Level 2 begins next week and allows students to learn on campus one day a week, with 25 percent of the campus population, in class sizes of eight to twelve students."Our Special Education academies and alternative schools are also starting at Level 2, but will attend two days a week instead of one," she said. All students will be screened and have their temperatures checked before entering the classroom, teachers, and staff will be tested for COVID-19 regularly, and everyone will be required to wear facial coverings. The schools will also be deep cleaned each day, and students will be physically distanced from one another."If everything looks good, after about two weeks, we could potentially announce going to the next level," said Kemper.By level five, students will be back on campus five days a week.Kemper said the district is taking a cautious approach and has plans in place if a school needs to jump back a level at any time."If we change from two days a week to one day a week, then we already got a plan in place, and it's easy to transition to that," she said. "I want parents and students to know we are so excited to see him, there's no place like school." 2539

SAN DIEGO, Calif. (KGTV) — Pacific Beach restaurants are open for dine-in service for the first time since the pandemic started."People look happy, people are just happy they don't have to cook for themselves right now, they have some place to go where someone can cook for them," Mavericks Event Manager Krista Marcheschi said.Mavericks is a popular destination for drinks and dancing weekend nights, but since the pandemic Marcheschi said they are adhering to the strict guidelines set by the county.RELATED: Encinitas lifeguards out in full force for Memorial DayMarcheschi said they closed on March 15th and reopened last week for take out. She said that made for a much smoother transition to the modified full reopening."We just made sure to call everyone that was employed here pre-pandemic and said hey come back here if you want to we would love to have you," Marcheschi said not everyone took the opportunity to come back. She said they are at about half of the staff and are looking to hire more people with restaurant experience.RELATED: What to know: Changes at San Diego restaurants, retail this Memorial Day weekendMavericks has adapted to the 'new norm'. They have a no-touch menu option, using a QR Code, or one use menu. There are signs on tables showing when it has been sanitized. Stickers on the floor mark socially distant waiting spots for the restroom and hand sanitizer is everywhere.Outside Mavericks turned their parking lot into another seating area, that looks more like a park, with grass and picnic benches. In front of the restaurant large orange cones dictate where parties wait for a table, spaced 10 feet apart, Marcheschi said.RELATED: Pacific Beach's El Prez shut down for violating health orders"If you're doing anything but sitting at your table taking a bite of your food or a sip of your drink you have to have a mask on," she said they're doing their best to stick to the guidelines.Just a few blocks away El Prez remains closed after officials shut it down Friday because guests were not following guidelines. The restaurant owner's sister sent 10News a message reading in part, "My brother (who owns El Prez) has been meeting with local officials coming up with plans all day [Friday]."RELATED: Businesses pushed to Stage 3 fight to reopen in San DiegoSaturday she sent 10News another message saying he was not a bad actor, "he got into a situation that was not intended and closed the restaurant down early. He knows he needs a better plan and is working on that. I hope that together we can come to a resolution. That’s what we all need right now. We need to figure this out together and stop attacking each other. And to remember that we’re all doing the best we can."San Diego Police were out Saturday educating people and businesses about the new policies.Friday Police Chief David Nisleit said they will shut down other businesses if they have to, adding they don't want it to come to that.Marcheschi said Mavericks hasn't seen any trouble so far."We're all in this together, we have to be or else it's just not going to work," she said.Mavericks cannot allow dogs under the current Stay at Home Order. If a patron orders an alcoholic beverage, they must also order food. 3226

SAN DIEGO, Calif. (KGTV) - After serving active duty in the Marine Corps from 2013 to 2017, Cole Lawton pictured himself when he heard the news that nine service members had died in a routine training incident involving an AAV. Lawton said he has been inside an AAV and can imagine the terror those eight Marines and one Sailor must have felt in the moments when the AAV sunk.“I couldn’t help but imagine myself when I was in those amtracs if the same thing had happened to me … and that’s a nightmare,” he said.RELATED: Service members in deadly Southern California amphibious assault vehicle accident identifiedLawton also is a lover of the ocean and has a passion for diving, so he wanted to pay tribute to the nine lives lost using his skills. He and a group of friends took an American flag and the Marine Corps flag diving and took photos with the flags in the deep water. They posted photos with the caption “In memory of the Marines and Sailor of 1/4 who's amphibious vehicle sank to the ocean floor, we raised the colors at sea to show even 130 feet underwater, freedom still rings. Gentlemen, Marines have officially taken Davy Jones Locker.”The post exploded online and as of Sept. 11, had been shared more than 13,000 times. Family of the nine people killed even commented, thanking the divers for their tribute.“From the brotherhood of the Marines to the families extended by the Marine Corps, it’s all the same. It’s powerful to me. And it meant a lot to me that it meant a lot to them,” said Lawton. 1522
