SAN DIEGO (KGTV) -- Summer of '85, the community of Normal Heights was devastated by a fire that claimed 69 homes but no lives. October, 2003, the Cedar Fire broke out in the Cleveland National Forest and exploded across San Diego County. The largest wildfire in California history to that point, it killed 15 people and destroyed thousands of homes. Hardest hit were Scripps Ranch and Tierrasanta.Four years later, another firestorm raced through the north county, killing two and featuring wind gusts of over 100 miles per hour. The Witch Fire forced the evacuations of half a million people in San Diego County.Our sister TV station in Denver asked for help in covering a wildfire that burned for almost a month in Colorado. SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires. We look forward to reaching a final agreement with the Governor and Legislature that meaningfully addresses the crisis posed by wildfires. SAN DIEGO (KGTV) — The Camp Pendleton Marine accused of trying to smuggle migrants through the San Ysidro Port of Entry this month has been identified.Bryan Oneal Newell Jr. was arrested Dec. 2 by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to Camp Pendleton. Newell is accused of trying to bring undocumented immigrants into the U.S.Newell, a junior-enlisted Marine, was being held in civilian custody while CBP and the Naval Criminal Investigative Service investigated.RELATED: Marine accused of trying to smuggle immigrants through San Ysidro Port of EntryCamp Pendleton said Newell was not part of military personnel sent to the border to assist personnel with border operations.Newell is the most recent Marine from Camp Pendleton to be charged in an immigration scandal. In July, 23 Marines were detained over human trafficking, drug distribution, and weapons charges, according to the base.Of those 1st Marine Division Marines, six have pleaded guilty at court martial appearances while 13 have approved agreements to leave the Marines rather than go through court martials or waiving separation board processes. SAN DIEGO (KGTV) - The countdown has begun for St. Patrick's Day in San Diego. The Gaslamp District is heavily bedazzled with sparkly green decorations. Many people said they are ready to party.Niamh Thornton is a 24 year old Irish student, now living in San Diego. “Niamh is pronounced like “Christmas Eve,” but with an “N” like “Neev”… It’s Irish,” Thornton said.She has been working at the Field Irish Pub in the Gaslamp District since last June."It's called an Irish Mule… It's lovely,” she said, pointing at a popular drink at the pub.The Irish native was getting ready for a 10-hour shift at the Field Saturday. "It's going to be crazy, I'd say,” Thornton said. Crazy may be an understatement.Saturday, many blocks downtown will be closed from sunrise to sunset-- for the morning Shamrock Run, the daytime parade, and shamROCK, the evening concert. Plus, many will be staring at the television screens, screaming for their favorite Irish teams. “England vs. Ireland in the rugby,” she said. ”And six nations. That’s insane. So this place is going to be packed.”But some people just could not wait to pre-party. Many people we saw in Downtown were showcasing their green accessories and outfits. Some were fully dressed up as lucky leprechauns. Kristin Ventura was showing off her Irish American pride with her co-workers at the Field Irish Pub. She said it is the one day of the year that anyone can be an honorary Irishman."Everyone is a little bit Irish,” Ventura said. “Deep down inside, there is that little spunk in you."Thornton said that spunk comes from St. Patrick himself, who legend said, saved the island from a slithery invasion."He got rid of snakes in Ireland,” Thornton said. “So that's why there are no snakes in Ireland."That was the start of the St. Patrick’s Day celebration for everyone — even for those on the other side of the planet. SAN DIEGO (KGTV) - The former gang member who killed San Diego Police officer Archie Buggs in 1978 was granted parole suitability Thursday.Jesus Cecena was 17 years old when he opened fire on Officer Buggs during a traffic stop in Skyline. According to the San Diego County District Attorney’s Office, Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point blank range. The officer died on the street, his hand still on his service revolver.Cecena was sentenced to life in prison without the possibility of parole. His term was later modified, due to a change in law making him eligible for Youth Offender Parole.Cecena has been denied parole at least 13 times. Governor Brown reversed the parole board’s decisions to release Cecena in 2014, 2015 and 2017, citing the seriousness of the crime.RELATED: San Diego Police honor officer shot and killed by gang memberIn 2014, 10News reported that Cecena’s unstable social history continued during his incarceration, where authorities said he received more than ten violation reports for misconduct while in prison.Thursday’s parole board recommendation will move into a 150-day review period, according to a California Department of Corrections and Rehabilitation spokesman. After that period, the Governor will have 30 days to uphold, reverse, modify, send it to the full Board of Commissioners for another review, or take no action.The parole review period will end in January 2019, after the end of Governor Jerry Brown's term, leaving the decision in the hands of his successor. 1609
