SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) - An ash-filled stolen trailer in Miramar contained heartbreak for more than 100 military families in the form of hand-carved model aircraft burned and damaged. Many of the coveted items are simply too far gone from the damages."They are hand-carved, hand-painted and personalized," said John Pineda, who owns Squadron Toys.He says his model aircraft are ordered by service members and veterans - and their loved ones to commemorate service. Many of them are gifts for a retirement or Christmas.Those gifts disappeared overnight, in minutes."We are heartbroken," said Pineda. He showed 10News the surveillance video.Just past 1 a.m. on Nov. 3, a U-Haul truck drives into the parking lot. Five minutes later, you can see it again, this time hauling Pineda's trailer, filled with more than a hundred model aircraft to be shipped out the next morning.The discovery of his trailer missing was followed a week later by a call from the CHP.The trailer was found on fire on a street in Vista. He towed it back Thursday.Pineda looked in the trailer and found about 60 of the models were missing. There were also burned model planes and helicopters. SAN DIEGO (KGTV) — Albertsons LLC, Safeway Inc., and The Vons Companies, Inc. have agreed to pay at least 0,000 after an investigation by the state Department of Alcohol Beverage Control (ABC) over illegal business practices.The investigation stemmed from the grocery stores' "Monopoly" game promotion, in which customers received "Monopoly" coupons toward discounts and potentially prizes. ABC said the violations arose out of sales of alcohol included in the 2018 promotion.The "Monopoly" promotion was held at Albertsons stores, including Albertsons, Safeway, Vons, Pac N Save, and Pavilions locations.The promotion advertised certain beer brands by MillerCoors as part of the game. Customers received additional chances to win prizes if they purchased those brands, according to ABC."This particular violation gave these retailers a competitive advantage by offering consumers a gift or premium for purchasing alcoholic beverage products," ABC Director Jacob Appelsmith said in a release.ABC filed action against nearly 600 stores across California, accusing the companies of violation several regulations. SAN DIEGO (KGTV) -- An apartment building was badly damaged following a two-alarm fire in Serra Mesa Thursday afternoon. According to firefighters, the blaze started at an apartment complex on the 3300 block of Ruffin Road around 1:20 p.m. Once they arrived on scene, firefighters were able to extinguish the blaze in 20 minutes. A total of two units, one on the first floor and another on the second, burned in the fire. Two additional units were later determined to have been involved in the blaze. Two adults and two children were displaced from one of the units while two adults and two pets were displaced from the other. SDFD crews have put out a fire at an apartment complex at 3399 Ruffin Rd. Firefighters searched the two apartments involved and no one was inside. SAN DIEGO (KGTV) -- An 86-year-old man was killed crossing the street in Mira Mesa Thursday night, police say. According to San Diego Police, the crash occurred on Mira Mesa Boulevard and Aderman Avenue just before 7 p.m. Thursday. Police say the man was using a crosswalk against a red light when he was struck by a 52-year-old woman driving a 2009 Lexus sedan. The man died at the scene and the driver, who police say stayed at the scene, was uninjured. Drugs or alcohol aren’t suspected in the crash. 512
