SAN DIEGO (KGTV) — A Rancho Penasquitos man says on Sunday morning he walked outside to discover someone had broken into most of the mailboxes on his street. He added that even mailboxes that had locks had been pried open and left empty.“I woke up this morning to pick up my newspaper and I noticed every mailbox up and down the street and adjacent streets I could see had been opened and all the mail had been removed,” he said. The neighbor asked ABC 10News not to be identified.He said he’s lived in the area for about 10 years and it’s generally quiet. They had one incident a few years ago where mail was stolen around tax return season. He’s concerned about this theft because of the looming November election.“I kinda felt it might’ve had something to do with stealing the ballots,” he said.He said both he and his next door neighbor had received their ballots in the days immediately before the theft. Other neighbors in the area also said they already got their ballots in the mail, but the incident is a reminder to be extra cautious with important voting documents moving through the postal system.“Personally, I’ve never been a victim of crime here, or do I know anybody that’s been a victim of crime here, so it’s something that’s concerning,” he said.The neighbor added that he did email the registrar’s office to let them know of the possibility of stolen ballots in his neighborhood. 1407

And that's the minimum qualification. The report also places the median home price in San Diego County at 0,000, ,000 above a report from April which indicated San Diego homes had a median price of 0,000. In the state of California, the median home price is more than 8,000, meaning that, on average, you'll need to make 1,500 statewide to pay for a home. What does the housing market look like in the rest of the U.S.? According to data from the association, the median home price in the rest of the country is a modest 5,500. You'd have to make ,820 to qualify for a loan of that size. So why is the California housing market so expensive? There are a lot of reasons, but in a report from the Sacramento Bee, Brian Uhler of the non-partisan California Legislative Analyst's Office gives one reason. Uhler says many places in California are great places to live, so, in an effort to protect the status quo, residents in those communities turn to lawmakers to create barriers to building new housing.Uhler added that California's coastal cities are, as far as housing construction, among the slowest growing in the U.S., comparing their growth to shrinking Rust Belt cities.  1505

SAN DIEGO (KGTV) - A Halloween carnival at the Rancho Bernardo Community Park could be saved with a controversial decision.The park is short-staffed and in desperate need of volunteers.The City of San Diego allows people to volunteer one time per year without needing the usual criminal records check.Some parents are concerned about who would be volunteering near their children.The City sent 10News an email Friday indicating only volunteers who passed a background check would directly supervise or interact with children.Any volunteer does not go through a background check will be in support roles such as setting up tables and directing traffic. 669

SAN DIEGO (KGTV) -- A recent poll shows how residents of the 50th Congressional District are feeling a week after Darrell Issa entered the race. According to the poll, Democrat Ammar Campa-Najjar is leading the race, followed by Republican Carl DeMaio and Republican Darrell Issa. Meanwhile, the poll is also an indication of how district residents feel about a number of issues, including impeachment proceedings against President Donald Trump. To get the data, SurveyUSA interviewed 770 voting-age individuals in California’s 50th Congressional District between September 27 and October 2. Of the voting-age individuals surveyed, 671 are registered to vote in the state. 592 of those registered voters were likely to vote in the 2020 California Primary, SurveyUSA says. SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. Ashley Bailey, a spokeswoman for the mayor, said the city and Jewish Family Service are working to bring more people to the lot."In partnership with Jewish Family Service, teams are continuing to conduct outreach and seek feedback to ensure everyone who wants to use this lot has the opportunity to do so," she said in a statement.
