WUHAN, Aug. 24 (Xinhua) -- This year's second largest flood has crested and safely passed the Three Gorges Dam on the Yangtze, China's longest river, on Tuesday, forcing engineers to close the locks at the dam.The ship locks have been closed since 8 p.m. Monday and more than 100 ships have been detained at the site, but all are in good order. The maritime authority is now making efforts to avoid congestion.The ship locks are supposed to open after water flowing into the reservoir falls to 45,000 cubic meters per second.Water flowing into the reservoir of the dam reached 56,000 cubic meters per second at 2 p.m., the highest since the flood earlier peaked at 70,000 cubic meters per second on July 20, the Yangtze River Flood Control and Drought Relief Headquarters said in a statement.The water flow fell to 53,000 cubic meters per second at 8 p.m.It said the dam took the edge off the fierce flow by holding back about 31,000 cubic meters of flood water per second and discharging the rest.The water level in the dam was 154.3 meters at 8 p.m., an increase of more than 4 meters in 24 hours and well above the 145-meter flood alarm level, the statement said.

BEIJING, Aug. 19 (Xinhua) -- Chinese State Councilor Liu Yandong said on Thursday China would strive to set up a scientific and effective system for the protection of the country's intangible cultural heritage (ICH).Governments at all levels must take the initiative in safeguarding ICH and, incorporate it into the work agenda and assessment system of officials, said Liu at a ceremony awarding certifications for China's UNESCO ICHs in Beijing.She called for enacting related laws and regulations, as well as resolute measures to prevent the ravaging and destruction of ICHs by over-exploitation for economic purposes, such as tourism.She also called for more funding and international cooperation in safeguarding ICHs.China is a country with a rich cultural heritage. So far, a total of 29 cultural heritage categories have been included in the UNESCO ICH list.

BEIJING, June 19 (Xinhua) -- The People's Bank of China, China's central bank, has decided to proceed further with the reform of the Renminbi exchange rate regime to enhance the RMB exchange rate flexibility, a spokesperson of the central bank said Saturday.The decision was made in view of the recent economic situation and financial market developments at home and abroad, and the balance of payments (BOP) situation in China, the spokesperson said in a statement.In further proceeding with the reform, continued emphasis would be placed to reflecting market supply and demand with reference to a basket of currencies. The exchange rate floating bands will remain the same as previously announced in the inter-bank foreign exchange market, the spokesman said.The spokesperson said China's external trade is becoming more balanced. The ratio of current account surplus to GDP, after a notable reduction in 2009, has been declining since the beginning of 2010."With the BOP account moving closer to equilibrium, the basis for large-scale appreciation of the RMB exchange rate does not exist," the spokesperson said.The PBOC will further enable market to play a fundamental role in resource allocation, promote a more balanced BOP account, maintain the RMB exchange rate basically stable at an adaptive and equilibrium level, and achieve the macroeconomic and financial stability in China, the spokesperson said.China has moved into a managed floating exchange rate regime based on market supply and demand with reference of a basket of currencies since July 1, 2005.The spokesperson said the reform of the RMB exchange rate regime has been making steady progress since 2005, producing the anticipated results and playing a positive role.With the current round of international financial crisis was at its worst, the exchange rate of a number of sovereign currencies to the U.S. dollar depreciated by varying margins."The stability of the RMB exchange rate has played an important role in mitigating the crisis' impact, contributing significantly to Asian and global recovery, and demonstrating China's efforts in promoting global rebalancing," the spokesperson said.The gradual recovery of the global economy and upturn of the Chinese economy has become more solid with enhanced economic stability. SHENYANG, July 22 (Xinhua) -- China mobilized helicopters for the first time in a highway medical rescue drill in northeast China' s Liaoning Province, the provincial bureau of transport said Thursday.The rescue drill took place at 10 a.m. on the Shenyang-Dalian highway where a bridge collapse and traffic pile-up purportedly injuring dozens was simulated.Two helicopters, an S-76 from China' s Ministry of Transport and an Mi-17 from Shenyang Military Command, were dispatched to rescue those acting as wounded in the blocked section inaccessible to rescue vehicles.The rescue workers were airlifted to the crash site and successfully extricated two "trapped" bus passengers within three minutes before transporting them to nearby hospitals.More than 300 people participated in the drill organized by China' s Ministry of Transport and the provincial government of Liaoning.
