SAN DIEGO (KGTV) -- Gas prices in Southern California could reach .30 per gallon in the next several weeks, according to a GasBuddy. The company’s senior petroleum analyst, Patrick DeHaan, took to Twitter to announce that prices could soar to .15 to .30 per gallon in the next 10 to 14 days. According to DeHaan, the average price per gallon reached .85 in Los Angeles Wednesday afternoon and is expected to “breach in the next few days.”DeHaan tweeted out earlier Wednesday that prices in Southern California could spike by anywhere between 25 and 40 cents per gallon in the coming days. The news comes amid problems at several California refineries and just weeks after attacks on oil fields in Saudi Arabia. Several of the refinery issues include unplanned work at PBF refinery in Torrance, an outage at Chevron’s Segundo refinery, a flaring event at Valero Benicia and Marathon’s LA refinery, DeHaan says. SAN DIEGO (KGTV) — For the fourth consecutive year, the USS Champion has won a contest held between ships at Naval Base San Diego over which crew could put together the best decorations."It's just a great opportunity for the crew to really come together, enjoy some time not focusing on the day to day, but to really express themselves," said the ship's commanding officer, Lt. Commander Matthew Yokeley.The Champion, an Avenger-Class Minesweeper, was covered in decorations. Lights, bows, and bells lined the railings and were struck all the way to the top of the mast. Giant inflatables were mounted on the deck, along with a Christmas tree. The lights were synchronized to flash with a holiday music show.This is a big deal for us. Couple that with Democrats flipping the County Board of Supervisors after years of Republican control, and it appears a whole new philosophy is on the way."I've been waiting 20 years,” said Nicole Capretz, who heads the Climate Action Campaign. “This is, I mean, decades in the making.”Climate Action Campaign has fought the Republican-controlled Board of Supervisors for years over how it handles the environment, prevailing in court over the county's climate plan.“They've twice had to rescind their climate plan publicly, which is unprecedented,” Capretz said.Capretz said she expects things to change in January, when the board will flip to a 3-2 Democrat advantage. That is expected to shift how the county addresses key issues like the environment, public health, and housing - in other words, no more sprawling back country developments that many times wind up challenged in a public vote.“We have wasted so much energy and so much time debating things that were not legally valid and should not have been done,” said County Supervisor Nathan Fletcher.Meanwhile, over at City hall, the Democrats will expand their veto proof advantage on the city council from 6-3 to 8-1. SAN DIEGO (KGTV) - Hundreds of criminal cases are being examined and reviewed to make sure prosecutors got the right result. That mission is part of the San Diego County District Attorney’s Conviction Review Unit. The unit has been around for about two and a half years, but there are new visible results of its work.Investigators say Donnell Fulcher shot and killed Roberto Rodriguez shortly after midnight on September 10, 2006.Rodriguez’s pregnant girlfriend was wounded but survived. According to court records, investigators connected Fulcher to the scene in part through DNA evidence found on a glove. Fulcher has always maintained his innocence. “We argued that he was not involved at all,” said his defense attorney, Knut Johnson. “There was also in my view, evidence of some other people who are very likely candidates for people who might have committed this crime.”Because of changes in the way DNA is now analyzed, Fulcher got what most defendants will never see—a chance at a new trial.“The prosecutor’s role is to ensure justice before, during, and after trial. This unit is just another way we can fulfill that mission,” said Bryn Kirvin, the deputy district attorney who leads the conviction review unit. Part of their efforts went into looking at all cases where there could be DNA mixtures, meaning more than one DNA profile in a sample.That’s because guidelines by SWGDAM (Scientific Working Group on DNA Analysis Methods) changed the way they interpreted DNA. “They decided [they wanted] to take a more conservative, a more cautious view when analyzing low-level mixtures,” Kirvin said.According to the District Attorney’s office, approximately 1,525 defendants were tried to jury verdict between 2003 to 2016 for serious or violent crimes. Most did not involve DNA, but in 351 cases, DNA was used at trial.Of those, 254 defendants’ cases involved mixtures. That included Fulcher’s case. Team 10 was in court on October 29th when Fulcher chose to plead guilty to voluntary manslaughter and assault with a firearm, instead of going through another trial.The judge sentence Fulcher to 14 years, but he received credit for time already served. He has since been released.Prosecutors with the unit did not talk specifically about Fulcher, but emphasized their mission of finding justice. “Anything about the case that gives us doubt that we lose our confidence in the conviction, we shouldn’t be afraid to act. We should be running to the courthouse to act,” said Deputy DA Brent Neck who also works with the conviction review unit.In Fulcher’s case, prosecutor Hector Jimenez still believes they got the right individual. “We still believe that we have the right guy, but we lost confidence in the conviction, so we wanted to give the defendant a chance to have a new trial if he wanted,” he told Team 10 on October 29.“He chose to plead guilty instead, so at the end of the day, I believe justice was done.” Anyone can apply to get a conviction reviewed, but there are guidelines.The conviction must have happened in San Diego County Superior Court, the person must still be in custody, and the conviction must be for a violent or serious felony.There must also be some type of credible evidence of innocence. “It doesn’t matter how old the case is. We’re going to be willing to go back and look and make sure that we got it right,” Kirvin said. 3412
SAN DIEGO (KGTV) -- From termite infestations to leaky pipes and AC units, some students at San Diego State University say their on-campus housing complex is “abysmal” even though it costs hundreds of dollars more per month than newer apartments just steps away.Shortly after moving into Aztec Corner, sophomores Hanna Bengard and Kalie Slivkoff said they had issues with electricity, a leaky A/C unit and spiders. A few weeks ago, they found termites in a roommate’s bed.They each pay ,285 a month for a four-person apartment in the on-campus housing complex, even though there’s another complex less than 20 yards away that charges 5 a month.RELATED: Thousands of students move into campus housing ahead of Fall 2019 semesterThe students say they have no other options because a new SDSU policy requires all non-local sophomores to live in on-campus housing.“It’s really frustrating,” said Bengard.Slivkoff added, “I get their point.
