SAN DIEGO (KGTV) - The California Department of Alcohol Beverage Control (ABC) made changes making it easier for businesses to sell alcohol.This week, the agency made major changes allowing restaurants to sell beer, wine and pre-mixed drinks or cocktails for pick-up or delivery as long as it is sold with food and has a secured top.While the changes will help many business owners, some San Diego bar owners say the ABC needs to take a look at other parts of the law as well."I know my seven employees are hurting, and I am too," said Tony Raso of Bar Sin Nombre.Raso said when the statewide order came down to close, he did. He has bar food he can sell, but where his problem comes in is with the beer that's already on tap."My struggle has been with all of the draft beer," he said. "We're primarily a draft house, and most of my money is in draft inventory."According to the ABC's website, restaurants "selling beer, wine, and pre-mixed drinks or cocktails for consumption off the licensed premises may do so when sold in conjunction with meals prepared for pick-up or delivery. Any such alcoholic beverages must be packaged in a container with a secure lid or cap and in a manner designed to prevent consumption without removal of the lid or cap."Raso said while he appreciates the relaxed restrictions, he's still sitting on at least ,000 in kegs he can't sell."Allow us to repackage the beer from the taps," Raso said. SAN DIEGO (KGTV) — The future of Horton Plaza was teased in a new set of renderings released by the firm that purchased the aging mall.Stockdale Capital Partners purchased Horton Plaza in June 2018 with the aim of revitalizing the center into a mixed-use high-tech office and retail space. Wednesday, the firm gave a glimpse at The Campus at Horton, showing a completely transformed Nordstrom building from a concrete facade into a glass-covered office space. The building will also see an addition 150,000-square-feet of space added to the existing structure.RELATED: Time's up: Horton Plaza says goodbye to iconic Jessop's Clock“The Campus at Horton is exactly what we hear some high tech companies are seeking in San Diego,” Mark Cafferty, President and CEO of the San Diego Regional Economic Development Corporation, said in a release. “The existing open floor plans and expansive square footage of the current Horton Plaza are perfectly suited to the design and layout of modern office spaces.”Another addition teased is an "amenity deck" that will take the current place of the mall's food court. On Saturday morning, 300 people moved into the new Alpha Project bridge shelter in East Village, after the facility was flooded on December 6th. But for all of those residents, their stay is temporary. “This exists for one reason. To help people get back onto their feet. To help them get that apartment, and get that job,” Mayor Kevin Faulconer said while pointing at the mended Alpha Project tent.After contaminated flood water inundated the area, the city scrambled for a week to reopen the shelter. For nine days, residents spent their nights at SDCCU stadium. Once the East Village facility was sterilized and fixed, residents were bused back and moved into their bunks Saturday morning. But the city faces several other challenges. According to FEMA, the improved Alpha Project tent housing sits directly on top of a floodplain. Instead of rebuilding on a lower-risk area, the city decided to rehouse 325 residents in the same spot. SAN DIEGO (KGTV) -- The COVID-19 pandemic has left a big question mark in regards to NCAA athletics. However, that is not the case with California Junior Colleges, otherwise known as the CCCAA, as they have already come up with a plan for the fall. That means for the next 5 months, athletic fields at Mesa College will be quiet until early 2021."There was a lot of talk," says Mesa College Athletic Director Ryan Schumaker, "and a lot of plans, that included getting sports back on the field quicker. But it just didn't seem feasible, especially when we saw the state start to take steps backwards. It just seemed like the right thing to do, to push it back as far as we could."So in the case of Mesa College, all 21 of their athletic teams will not get started until some point in the spring."The goal is to get our student athletes on campus safely, as well as our staff," says Mesa College Head Football Coach Gary Watkins. "I know we won't start practice until February, but there may be some time in January to get in front of the boys. At that time, will get them acclimated physically and mentally. Now, more than ever, they have to be all in on their academics, and their future development."And with will all sports being pushed back until the spring, the athletic department at Mesa will have to figure out how to share the facilities."The spring is now split into two distinct seasons. SAN DIEGO (KGTV) - Surveillance video reveals a City Heights man was seconds away from a showdown with an armed intruder who got away with a "priceless" stone.Along 41st Street, past 6 p.m. Friday, a man whose face is hidden by a bandanna, was recorded creeping into D.R. Peck's back yard from a canyon. "The full mask is the scary part. Notice he has gloves," said Peck.In the video, the burglar discovers an unlocked door and enters a bedroom. More than 10 minutes later, he emerges with a briefcase. He drops it off before heading back inside. Not long after, the cameras show Peck wheeling in the trash can near the front of the home after returning home from running errands. At the same time, the intruder — likely hearing Peck return — bails out of the house through the back entrance. A flash of a knife seen in his hand."I walk in and see a mess ... Oh my God. Someone's been in my house," said Peck.Amid the ransacked bedroom, there were missing items: electronics, a special edition "The Flash" comic book worth more than 0, jewelry, and a red heart stone that he bought for his wife Wendy 10 years ago after proposing.
