(CNS) - Oceanside's police chief has called for an internal investigation into an arrest in which one officer used a stun gun to subdue a carjacking suspect, causing him to fall backward onto his head, before two other officers forcefully twisted him to lie facedown.Video of the Tuesday incident was captured on a witness' cellphone and shared on social media, according to Oceanside Police Department Chief Frank McCoy.Police officials Wednesday released an officer's body-worn camera footage of the arrest along with the cellphone video, plus an open letter by McCoy providing more details.Dispatchers received reports around 4 p.m. Tuesday that the man attempted to carjack several people at multiple locations in Oceanside's Mesa Margarita neighborhood while armed with a knife, McCoy wrote in the letter. That victim went back outside a short time later and saw the suspect fighting with another person down the street.The man was still armed with the knife when officers approached him Tuesday afternoon at an undisclosed location in the Mesa Margarita neighborhood, McCoy said.The officers on scene were armed with two types of less-lethal weapons as they approached, according to McCoy.In the videos released by OPD, the man appears to have dropped the knife to the ground and has both hands on his head as one officer approaches from the front and two approach from behind. The man appears to kick something on the ground -- possibly the knife he had dropped -- and then takes a few steps toward it while shouting at the officers.As this was happening, the officer in front of him can be seen taking several steps toward the man before using his stun gun. The man goes stiff and groans as he falls backward, hitting his head on the ground.The two officers behind him then rush in and grab him before forcefully turning him over onto his stomach. In the videos, it appears the man's face hits the ground as officers turn him, and he groans again.Paramedics treated the man at the scene before taking him to Tri-City Medical Center for treatment of undisclosed injuries, McCoy said.The man, identified as 32-year-old David Hernandez Avila, was booked into the Vista Detention Facility around 9:30 p.m. Tuesday on suspicion of felony carjacking, attempted carjacking and assault with a deadly weapon, among other charges, according to jail records. A hodge-podge of beloved characters and settings would hardly fit in the same sentence if not for the fact they're all coming to Disney parks or cruise ships within the next few years.Disney Parks chairman Bob Chapek announced the new attractions over the weekend at the company's D23 Expo in Anaheim, California.The first Mary Poppins attraction at a Disney park is headed to Epcot as part of the transformation of the Florida park. Appropriately, the Cherry Tree Lane neighborhood will be housed in the United Kingdom pavilion in World Showcase.Other changes are afoot in Epcot's World Showcase, the area around a lagoon that shows off pavilions from almost a dozen nations.Next year, the French pavilion is adding a new attraction based on the animated film "Ratatouille," as well as a new French restaurant. The French pavilion also will host a sing-along with songs from the film, "Beauty and the Beast" starting next January.Both the Canada and China pavilions are getting new movies showcasing their countries, and Disney officials said a new nighttime extravaganza will offer various interpretations of classic Disney songs from people all over the world.In other parts of Epcot, a "Guardians of the Galaxy" ride is planned, as well as a new restaurant at the Mission: Space pavilion.Elsewhere in Disney's "park-dom," ''Avenger Campus" areas are planned for Disney California Adventure and Disneyland Paris, based on "The Avengers" movie franchise. (KGTV) - For the first time, the embattled founder of a North County nonprofit Mustang horse rescue is speaking on camera with 10News about accusations that she stole crucial donations from the rescue. 10News aired its initial report two weeks ago. At the time, Equinox Horse Rescue founder Sandrine Linglet declined to comment or offer a statement. She has since changed her mind. 10News investigative reporter Jennifer Kastner met with her this Monday.“I have nothing to hide. Nothing,” she told 10News. Linglet is facing allegations in civil court that she suddenly walked away from the nonprofit with most everything the horses needed to survive. “You've been accused of stealing from the charity's funds. Is that true?” we ask. “No. No, it's not,” she replies.Equinox’s new president is Scott Rehn. He was interviewed in 10News’ initial report, where he admitted that he believed Linglet was hiding information after her sudden resignation. He believes that her actions substantially interfered with the nonprofit's ability to conduct day-to-day operations.Equinox is suing her, accusing her, in part, of conversion by taking the charity’s property and donations for her own use. The lawsuit claims that items she kept for personal use include bank statements, tax records, horse titles, a horse trailer, PayPal account information, website information, donated apparel, saddles, bridles, blankets and so on. “She shut down the social media [accounts] immediately. She shut down the website. Those are all the main source of funds to pay for the vet visits, to pay for the hay, to pay for anything and everything these horses need,” added Rehn in our initial story.“I have proof that the rest of the money is [in] my attorney's trust fund. I have a cashier's check to prove that. I have never [taken] a dime,” she tells 10News. She shared with us a copy of what appears to be that check, along with a Facebook message she sent that appears to show that she turned over the rescue’s website password information. Linglet also showed us other documents to aid in her defense, like a copy of the title to a horse trailer that she says proves that the trailer is hers.Linglet tells 10News that she had resigned from Equinox because of threats, insults and hostility from Rehn and his wife, Jennifer. As an example, she says that Jennifer Rehn would use her index and thumb fingers to mimic a gun and shoot it at Linglet when she’d see her in the neighborhood.Linglet explains that she didn’t show up on the date she had planned to return some of the nonprofit’s items because she retained counsel. She says her counsel advised her against going to the meeting to hand everything over. She adds, “My attorney told me, ‘You're not going anywhere. Now you're represented.’”All of Equinox’s horses were eventually taken in by another local nonprofit, ResQue Ranch in Escondido. Ranch manager Michelle Bearer says there was a red flag when she met Rehn.“He kept telling us that he would require 0 for legal fees and I said, “It's not our business to pay for legal fees. We're in the rescue business.’”Linglet says there was another red flag. She shared a bank statement. It shows that after she resigned, three payments of 0 were transferred from the nonprofit to Pacific Suncoast Management, Rehn’s wife's personal company. Rehn later explained to 10News that the transfer was the only way that the nonprofit could immediately access resources to pay for the feed and stable rent, and it was all done legitimately and with the oversight of their attorney.As for the Bearer's claim that Rehn demanded money for legal fees, Rehn clarified that the nonprofit was in dire straits and it was never a demand.He and his wife also deny that they ever made violent threats against Linglet.“They must be really sad in their own life to ruin someone else's life, someone else's legacy and dream,” Linglet adds.Linglet filed a motion to dismiss the case against her. (KGTV) - It’s a sight for sore eyes in Oceanside: millions of pounds of badly-needed sand are being dumped on the beaches.Captain David “Skully” Mora runs Sailing Blue Water Charters and relies on the harbor mouth being accessible. He welcomes the dredging."Absolutely excited! Because it just makes it so much safer, we had three boats roll this year,” Mora said. Typically, the work is funded by the Army Corps of Engineers, but they were not able to get the proper permit in time.
