SAN DIEGO (CNS) - Playgrounds in San Diego County can reopen to the public Wednesday, despite initially being closed under COVID-19 restrictions, after state health officials reversed course.Assemblywoman Lorena Gonzalez, D-San Diego, led a group of a dozen legislators who sent a letter to Gov. Gavin Newsom last week urging him to remove playgrounds from the stay-at-home order. They claimed opening playgrounds "is necessary for the mental and physical health of children to have opportunities to expend their physical energy and play." They also noted that in some low-income neighborhoods, "families may have little to no outdoor space of their own available."Newsom and the California Department of Public Health revised statewide public health guidelines on Wednesday to allow for public playgrounds to remain open."Every parent knows how important playgrounds are for our youngest Californians," Gonzalez said. "A huge thank you to Governor Newsom for hearing our collective concern and rethinking how we can open play structures for our kids."Playgrounds were closed earlier in the pandemic before being reopened in September. Then, with a spike in case rates and the state's issuance of a regional stay-at-home order, which took effect late Sunday night across all of Southern California, playgrounds closed again.Pressure from parents and legislators have now caused the state to reopen the playgrounds.According to the state's website, "playgrounds may remain open to facilitate physically distanced personal health and wellness through outdoor exercise. Playgrounds located on schools that remain open for in-person instruction, and not accessible by the general public, may remain open and must follow guidance for schools and school-based programs."San Diego County Supervisor Jim Desmond made a motion at the Board of Supervisors meeting Tuesday to defy the state order and not enforce the playground closure. It was rejected 3-2.Supervisor Nathan Fletcher said his conversation with state officials proved productive, and gave credit to Gonzales -- his wife -- for her work."Kids in San Diego County can now enjoy local playgrounds. This is something that can be done safely and make the lives of families easier," Fletcher said. SAN DIEGO (CNS) - San Diego City officials Saturday will rededicate a Skyline-area police substation in honor of a patrolman gunned down nearly four decades ago during a traffic stop two blocks from where the precinct house now stands.The SDPD Southeastern Division headquarters will be renamed the Archie Buggs Memorial Building during a late-morning ceremony on the 39th anniversary of the slaying. Two of the late lawman's relatives -- his sister, Gwen Buggs, and cousin, Pam Jones -- are scheduled to be present for the event.Buggs, 30, came under fire in the early morning hours of Nov 4, 1978, after stopping a 1968 Chevrolet driven by 17-year-old gang member Jesus Cecena in the 7100 block of Skyline Drive.The teen fired five times at Buggs, then paused, walked toward the downed officer and shot him in the head at point-blank range. Buggs died on the street, his hand on his service revolver.Cecena was convicted of murder and sentenced to serve life in prison without the possibility of parole in August 1979. Because of his age at the time of the killing, his sentence was reduced to a seven-years-to-life term in 1982.Three years ago, a change in the law made Cecena eligible for youth offender parole. His release was approved by the state Parole Board in April 2014, but Gov. Jerry Brown overturned the panel's recommendation that September, then did so again two years later and once more four months ago.Cecena, 56, has received more than 10 violation reports for misconduct while in prison, according to the San Diego County District Attorney's Office.Among local leaders slated to take part in this morning's renaming ceremony in the 7200 block of Skyline Drive will be Mayor Kevin Faulconer, police Chief Shelley Zimmerman, City Council President Myrtle Cole and District Attorney Summer Stephan. 1824

  

SAN DIEGO (CNS) - The San Diego Humane Society announced Wednesday that it will offer refunds to San Diego residents who overpaid for certain services between July 2018 and last week. Humane Society officials recently determined that some residents paid fees that were higher than the amounts the city of San Diego adopted on July 1, 2018, for local animal services. The organization plans to contact and offer refunds to residents affected by the overcharging that occurred between July 1 last year and Nov. 19 of this year. The organization also offered discounted services to residents via promotions intended to increase animal adoptions and make it easier to adopt a pet. Residents who paid for animal services at discounted prices will not be contacted, according to the Humane Society. 800

  

SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted today to send a set of regulations on dockless electric scooters and bicycles to the full council.Should the full council vote in favor of the regulations, scooter riders would be banned from parking scooters and bicycles in hospital and school zones, beach area boardwalks, the perimeter of Petco Park and the north and south legs of the Embarcadero. Riders and scooter company employees would also only be able to park scooters in groups of four in designated areas on the street, with at least 40 feet between groups. Scooter speeds, currently a maximum of 15 mph, would be slowed to 8 mph in high-traffic areas like Spanish Landing, Petco Park and Balboa Park, and 3 mph on the Embarcadero and the Martin Luther King Jr. Promenade. Scooter companies would use geofencing technology to limit parking abilities and speeds in specific areas, technology that Bird already uses in areas like the Santa Monica Beach Bike Path.The city would also require scooter companies to apply for a six-month operational permit with a to-be-determined fee and pay 0 per scooter or bike each year. Scooter companies could only renew permits in January or June, bike each year. "I've seen a lot of underage riders operating scooters and Idon't see any provision in this ordinance that specifically requires operators to do something to stop children from illegally riding scooters.''Representatives from scooter companies Bird, Lime, Razor and Lyft all expressed support for the regulatory package, while some residents framed the proposal as not doing enough to ensure the safety of San Diego pedestrians."As the creator of e-scooter sharing, we have seen first-hand how vital it is for our transportation solution to be integrated thoughtfully into a community,'' said Bird spokeswoman Kyndell Gaglio. ``We take the importance of protecting the safety and welfare of our riders and community very seriously and so we commend San Diego on its efforts to develop clear and impactful regulations.''Mayor Kevin Faulconer originally proposed a similar set of regulatory concepts in October, which the council's Public Safety and Livable Neighborhoods Committee approved while requesting a fleshed-out version. Faulconer's proposed the current version of the regulations last week after months of pressure from residents concerned about public safety and from transportation advocates who didn't want the scooters banned outright.The city attorney's office is also in the process of responding to a lawsuit against the city and the scooter companies for failing to stop residents from using the scooters on the city's sidewalks. 3806
