SAN DIEGO (KGTV) - Driving on roads in San Diego during the holiday season can be a headache, as residents and tourists alike deal with increased traffic caused by extra congestion. This year, during Thanksgiving week, the roads have been a little bit safer, according to statistics released by the California Highway Patrol. San Diego County DUI arrests and auto fatalities were both down from last year, for the time period between Wednesday at 6:00 p.m. and Friday at 6:00 a.m. Going into the weekend there have been a total of 21 DUI arrests recorded in San Diego, a decrease from 27 arrests from 2017. RELATED: Check 10News?traffic updatesThe results are also reflected across the state, where the 294 DUI arrests are down from 386 a year ago. There have been no fatal car accidents in San Diego, compared to one at this time last year. Across the state there were 17 car accidents resulting in death, compared to 19 in 2017. The CHP reports that of the 13 fatalities that occurred in their jurisdiction, five were not wearing seat belts.  1142

SAN DIEGO (KGTV) -- Gas prices in Southern California continue to rise sharply as prices throughout the rest of the U.S. continue to fall. According to GasBuddy, the national average is down two cents, currently costing .65 per gallon. In California, the average as of Sunday is .98 per gallon and could hit by late Sunday or Monday, GasBuddy says. In San Diego County, the average price per gallon has increased by more than 40 cents over the last 13 days, AAA reports. The jolting increase in gas prices is a result of lower supplies caused by maintenance issues at several California refineries. The issues are reportedly affecting the Chevron and Marathon refineries in Los Angeles County at the same time. It's unclear when normal operations will resume. SAN DIEGO (KGTV) — Hundreds of residents at “The Cliffs” mobile home park in Allied Gardens are fed up after living without running water since Thursday. The community consists solely of 55+ senior citizens, and many of them live alone or have limited mobility. "It's really kind of a pain in the neck,” 85-year-old resident William Shakespeare said. Like many of his neighbors living in the lower portion of the Cliffs, Shakespeare lost water since early Thursday. Luckily for him, his longtime girlfriend Suiko Paul is quite mobile. She became the go-to person for water supply for the entire street. "Elderly people live here. They don't drive. Somebody has to help them,” Paul said. She was been swamped. "She hauls water like crazy,” laughed Shakespeare. 10News met the on-site property manager as he and two others were digging a hole in the asphalt. He stepped away from the camera to tell us two old pipes burst on opposite ends of the mobile home park Thursday morning. Since then, he said he had been doing everything he can to fix the problem. But residents like Shakespeare and Paul did not want to see three people trying to fix a major water leak problem affecting more than 200 residents. "He's been here since Thursday, and they've been digging, but they're not sure where they're digging,” Shakespeare said. Many residents appreciated that the manager was trying to handle the problem himself, but they said it had gotten out of control. Like many of her neighbors, Paul said she had not taken a shower for four days, and she had gone to a friend’s house to wash dishes.The Red Cross began mobilizing at the clubhouse and doing door to door well-fare checks. But for many of the seniors, patience is running out."It seems like forever…. Not having water, I don't know what could be worse. Not having air, I guess,” Shakespeare said. The city is aware of the problem. But because the pipes are under private property, the owner of the entire mobile home park must have them fixed themselves before the city can turn the water back on. 2059

SAN DIEGO (KGTV) — For several months, San Diegans were invited to weigh in on the Port Master Plan proposal. It's the Port of San Diego's first comprehensive update in nearly 40 years, aiming to reflect changes in the needs and priorities of the region. The Port manages 34 miles of San Diego Bay and Waterfront along Chula Vista, Coronado, Imperial Beach, National City, and San Diego. When the Port published the proposed master plan in April, several communities voiced major concerns; two of the most vocal being Coronado and Point Loma residents. "We have this little slice of history, and I think it's our obligation to preserve, so it's enjoyed generations to come," said Cameron Lilley, a multi-generational Point Loma native.For months, Lilley has been garnering community support in opposition to some of the proposals impacting Shelter Island. "We started digging into it and quickly realized that there were so many points that really didn't consider the locals in the restructure of our community," said Lilley.
