WASHINGTON (AP) — The Department of Homeland Security has asked the military to provide more help securing the U.S.-Mexico border, two defense officials said Friday amid a political standoff over President Donald Trump's demand for more money to build a border wall.The acting secretary of defense, Pat Shanahan, has not decided how to respond to the DHS request, but in the past the Pentagon has provided help when asked. At one point last fall there were nearly 5,900 active-duty troops along the border in Texas, Arizona and California to assist border patrol agents and to erect wire barriers. That number now is about 2,350.The defense officials said DHS asked for certain military capabilities, not any number of troops. It will be up to Shanahan to decide whether more active-duty troops are dispatched. The officials spoke on condition of anonymity because the request for assistance has not yet been fully processed.One of the officials said DHS wants the military to put up concertina wire as barriers along 160 miles of border. That would be in addition to 70 miles of concertina wire that combat engineers put up last fall. If the new work is taken on by the military, it might require an extension of the current deployment beyond its scheduled end Jan. 31. The official said DHS did not specifically ask for an extension, but it has not been ruled out.The troops have been erecting and reinforcing border barriers but are not performing law enforcement tasks or engaging with migrants. Some also have been providing transportation and logistical help as well as medical assistance to troops and to Customs and Border Protection personnel along the border.Many in Congress, including leading Democrats, have criticized the troop deployments as a waste of money and a misuse of military resources.Separately, there are about 2,200 National Guard troops deployed along the border. WASHINGTON (AP) — The two most senior officials in the U.S. Department of Homeland Security were improperly appointed to the posts under federal law by the Trump administration, a nonpartisan congressional watchdog said Friday.The Government Accountability Office says acting DHS Secretary Chad Wolf and acting deputy Ken Cuccinelli are ineligible to run the agency under the Vacancy Reform Act. The GAO says it has asked the DHS inspector general to review their status and decide whether the apparent violation of the Vacancy Reform Act has any effect on actions they took while holding the post. The report does not carry the force of law, though it could be a factor in lawsuits challenging administration policies or influence members of Congress.For its part, DHS rejected the finding.“We wholeheartedly disagree with the GAO’s baseless report and plan to issue a formal response to this shortly,” the agency said in a written response to The Associated Press.Democrats in Congress called on Wolf to resign. 1021

Washington state has a new law to protect net neutrality at a time when the feds are getting rid of it.In a bipartisan effort, the state's legislators passed House Bill 2282. which was signed into law Monday by Gov. Jay Inslee."Washington will be the first state in the nation to preserve the open internet," Inslee said at the bill signing.The state law, approved by the legislature last month, is to safeguard net neutrality protections, which have been repealed by the Federal Communications Commission and are scheduled to officially end April 23. Net neutrality requires internet service providers to treat all online content the same, meaning they can't deliberately speed up or slow down traffic from specific websites to put their own content at advantage over rivals.The FCC's decision to overturn net neutrality has been championed by the telecom industry, but widely criticized by technology companies and consumer advocacy groups. Attorneys general from more than 20 red and blue states filed a lawsuit in January to stop the repeal.Inslee said the new measure would protect an open internet in Washington, which he described as having "allowed the free flow of information and ideas in one of the greatest demonstrations of free speech in our history."HB2282 bars internet service providers in the state from blocking content, applications, or services, or slowing down traffic on the basis of content or whether they got paid to favor certain traffic. They want to put a new focus on making the stage more inclusive."We're now in the year 2020. I think people have had enough," said Jerome Crooks with Never Famous. Noelle Scaggs with Diversify the Stage agrees. "I've hit my wits end with being the only one. Being the only one on a stage that looks like me, reflects my skin tone."The message that things have to change is growing louder since the death of George Floyd earlier this year. "The music business can't have an effect on society until we've held ourselves accountable," said Binta Niambi Brown with the Black Music Action Coalition. "For those of us who have long desired to advance issues of equity and justice, it (Floyd's death) created this undeniable moment and we felt like we needed to seize it."Brown is a music executive who recently co-founded the Black Music Action Coalition. She says when we look at music labels and publishers, there are few people of color in senior positions. "The reality is that when we improve anything for a Black person or for Black artists, Black executives, we're improving the model for everyone," said Brown.Noelle Scaggs, with the group Fitz and the Tantrums, is focused on having better pipelines to get young minorities into the live music and touring industry through her organization Diversify the Stage. "I think it's just really about widening the net of opportunity and recruitment and really kind of being considerate of your surroundings and I think we, as artists, we do have a responsibility to participate in this work," Scaggs said.Scaggs teamed up with the tour manager behind Never Famous, Jerome Crooks, to expand a resource where touring professionals can market themselves."The promoters and the vendors they have to listen, you know, and they have to want to be better," said Crooks.Live Nation Urban created a Black Tour Directory which lists hundreds of qualified Black professionals in the music industry. The effort is getting noticed, they landed on the cover of a magazine this month."As a Black man in this industry, I just want to move forward. I want to look forward and I want to bring people under my wing and bring them up," Crooks said. Scaggs added, "I would love for an organization like Diversify the Stage to not have to exist anymore. That is really the ultimate goal."It's a start to living up to the promises of inclusivity, an issue they say we can't ignore anymore. 2617
