BEIJING, June 10 (Xinhua) -- China's exports surged by 48.5 percent year on year in May, while the imports climbed 48.3 percent, the General Administration of Customs (GAC) announced Thursday.The growth rate for exports was 18.1 percentage points up from the figure for April, and the import growth rate dipped slightly from 49.7 percent reported in April.Exports totalled 131.76 billion U.S. dollars in May, said a statement on the GAS website, adding imports topped 112.23 billion U.S. dollars.Total foreign trade value rose 48.4 percent from a year earlier to 243.99 billion U.S. dollars in May. BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

URUMQI, June 28 (Xinhua) -- China sent two chartered aircraft carrying 26 tonnes of new relief materials to Kyrgyzstan early Monday to help refugees who suffered shortages of supplies after violent ethnic clashes this month.The two China Southern Airlines Boeing 757 cargo aircraft brought the materials to the southern Kyrgyzstan city of Osh from Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, a spokesman with the carrier's Xinjiang Branch said.The aid materials worth 3 million yuan (440,000 U.S. dollars) include rice, oil, biscuits, black tea, milk powder, blankets, clothes, stationary and sanitary materials, said Chinese Foreign Ministry spokesman Qin Gang in a press release."China hopes the aid will help Kyrgyz authorities to resettle the refugees," Qin said.China Southern Airlines, one of the country's leading carriers, has been heavily involved in the evacuation of Chinese nationals and transportation of relief supplies after clashes broke out between Kyrgyz and ethnic Uzbeks in Osh in mid-June.The clashes later spread to the region of Jalalabad, leaving 210 people dead and 2,100 injured.Since June 15, China has sent charter planes to ship altogether 80 tonnes of relief supplies, worth 11 million yuan, to Kyrgyzstan and neighboring Uzbekistan which was flooded with Kyrgyz refugees after the clashes, according to China Southern Airlines.
