WASHINGTON, July 29 (Xinhua) -- The cooperation between the United States and China has never been so important as it is now, and the just-concluded U.S.-China Strategic and Economic Dialogue (S&ED) has provided a platform to reinforce common interests, a senior U.S. official has said in an exclusive interview with Xinhua.     "We have broadened the dialogue ... and the S&ED is a new approach towards the U.S.-and-China relations," David Loevinger, Treasury executive secretary and senior coordinator for China Affairs and the U.S.-China Strategic and Economic Dialogue, told Xinhua on Tuesday night.     "There was a common understanding that U.S.-China cooperation and engagement on economic issues have never been so important because of the challenges that we face in the global economy and global financial market right now," said Loevinger.     He said he was struck by the fact that both sides have so much in common in the discussion.     "The U.S. and China have a very similar outlook on the global economy and adopted very similar policy response," said Loevinger, once a Treasury Department's Financial Attache in China. "Both U.S. and China act very quickly and aggressively on global economic crisis."     "The monetary and fiscal stimulus in both countries was among the most aggressive and most far-reaching of any major economy," he also noted.     However, during the dialogue, China also expressed its concern over the security of its heavy investment. So far, China has invested more than 1.5 trillion dollars in the United States government-issued securities.     "We are deeply concerned about the security of our financial assets in the United States," Zhu Guangyao, China's assistant finance minister, told Xinhua.     Wang Qishan, Chinese vice premier and co-chair of the S&ED, also urged the United States to protect China's assets during the dialogue.     Loevinger indicated that the United States understands China's concern and explained to the Chinese side the U.S. monetary and fiscal policies during the two-day dialogue, which ended on Tuesday.     "(Federal Reserve) Chairman Bernanke talked about the Federal Reserve's approach to U.S. monetary policy," Loevinger said, referring to an op-ed Bernanke published last week in the Wall Street Journal, in which he talked about tightening monetary policy to prevent the emergence of an inflation once economic recovery is assured.     "Bernanke discussed many of these issues with China," he added. 

BEIJING, Sept. 11 (Xinhua) -- The General Office of the Communist Party of China (CPC) Central Committee and the General Office of the State Council issued a collection of slogans Friday for the celebration of the 60th anniversary of the founding of the People's Republic of China.     The collection of 50 catchphrases touches upon issues of political system, economic development, environmental protection, military modernization and national unification.     On the top of the slogan list are "Warmly celebrate the 60th anniversary of the founding of the People's Republic of China!" and "Hail the great success of our country's reform and opening-up and socialist modernization!"     Also on the list are "Put people first, realize, safeguard and develop the fundamental interests of the overwhelming majority of the people!" and "build a socialist harmonious society and promote social equity and justice!"     One of the slogans also advocates the inheritance of fine military tradition that the armed forces should obey the command of the Party and serve the people.     Slogans also include "Adhere to the one China policy and promote the country's great cause of peaceful reunification!" and "Adhere to the independent foreign policy of peace and unswervingly pursue the road of peaceful development!" and "Long live the great unity of all nationalities of China!"     China has planned massive celebrations for the 60th founding anniversary of the people's republic on Oct. 1. The celebrations in downtown Beijing will feature a mass pageant and a military review.

We may recall the worries voiced by many people early this year when we gathered in Davos for the World Economic Forum annual meeting. Since then, thanks to the concerted efforts and active measures of the entire international community, some positive changes have taken place. The world economy is beginning to recover, although the process is slow and tortuous. We can now see the light of dawn on the horizon.This is a critical juncture and it is highly significant for political leaders, entrepreneurs, experts and scholars of various countries to gather together here and discuss how to "Relaunch Growth" of the world economy. I sincerely wish this meeting a great success!     This unprecedented global financial crisis has taken a heavy toll on the Chinese economy. Yet, we have risen up to challenges and dealt with the difficulties with full confidence. And we have achieved initial results in our endeavor.     We have arrested the downturn in economic growth. In the first half of this year, China's GDP grew by 7.1 percent, investment expanded at a faster pace, and consumption maintained fast and steady growth. Domestic demand played a stronger role in driving the economy forward. From January to July, 6.66 million new urban jobs were created, income of urban and rural residents increased, and overall social stability was maintained. We effectively managed fiscal and financial risks and kept budget deficit and government debt at around 3 percent and 20 percent of the GDP respectively. Banks' asset quality and ability to fend off risks were improved. At the end of June, the NPL ratio of commercial banks was 1.8 percent, down by 0.64 percentage point from the beginning of the year, and capital adequacy ratio stood at 11.1 percent.     With the world economy still mired in recession, it is by no means easy for us to have come this far. The achievements we have made are not something that dropped into our lap. Rather, they are the results of the proactive fiscal policy and moderately easy monetary policy and the stimulus package that the Chinese government and people have pursued in line with the national conditions. Some people take a simplistic view and believe that China's stimulus package means only the four trillion RMB yuan investment. This is a total misunderstanding.     China's stimulus package focuses on expanding domestic demand and is aimed at driving economic growth through both consumption and investment. Of the total four trillion yuan in the two-year investment program, 1.18 trillion yuan will come from the central government, and it will mainly be used to generate greater investment by local governments and the non-public sector. We have made vigorous efforts to stimulate consumption and make domestic demand, particularly consumer spending the primary driver of economic growth. We have increased subsidies for farmers, raised the minimum purchasing price of grains, introduced performance-based salaries for primary and middle school teachers, and increased the basic cost of living allowances for urban and rural residents so that the people will be able to spend more. In order to boost consumption, we have offered subsidies for the program of bringing home appliances, agricultural machinery, automobiles and motorcycles to the countryside and the program of exchanging used automobiles and home appliances for new ones. Purchase taxes on small-engine and energy conserving and environment friendly cars have been cut by half. In the first seven months, a total of 7.31 million cars were sold and total retail sales of consumer goods rose by 15 percent.

BEIJING, Sep. 10 (Xinhua) -- Chinese President Hu Jintao put forward four proposals for improving ties with Central Africa when meeting with his counterpart Francois Bozize Yangouvonda Thursday.     "China attaches great importance to the friendship with Central Africa, and we are willing to work with Central Africa to create a new era for our bilateral ties." BEIJING, Aug. 30 (Xinhua) -- China is ready to advance cooperation with Turkey in combating terrorism to better fulfill the common task of safeguarding national unification and territorial integrity and opposing separatism, Foreign Minister Yang Jiechi said here Sunday.     Yang made the remarks when meeting in Beijing with Turkish State Minister Zafer Caglayan, who paid the visit to China as special envoy of Turkish Prime Minister Recep Tayyip Erdogan. The visit "indicated Turkey's political will to further its relationship with China," Yang said during the one-hour meeting, adding China attached great importance to promoting the ties with Turkey.     China was ready to strengthen the bilateral relations on the basis of universally recognized norms of international relations, he said. It had a profound political background.     The riot, taking place on July 5 in capital of the northwest China's Xinjiang Uygur Autonomous Region, left 197 people dead and more than 1,600 others injured.     Yang said the "East Turkestan" separatist forces' nature and harm was disclosed in the riot as it seriously jeopardized the lives, property of the Chinese people of various ethnic groups, and the local stability.     The measures taken by the Chinese government to deal with the incident according to law won wholehearted support of the local people of all ethnic groups, Yang said.     Caglayan reiterated Turkey's adherence to the one-China policy and its respect for China's sovereignty and territorial integrity.     The two peoples had a long history of friendship, and the two countries enjoyed "sound cooperation" in areas such as fighting terrorism, Caglayan said, adding Turkey would like to keep close contact with China in this area.     "Turkey will endeavor to develop a strong relationship with China, through deepening bilateral cooperation," he said.     Caglayan, who arrived in Beijing Saturday, also said the success of Turkish President Abdullah Gul's visit to China in June had exerted profound influence on the bilateral relations.     During his four-day stay in China, Caglayan was also scheduled to meet Chinese Premier Wen Jiabao and visit Xinjiang, according to Chinese Foreign Ministry.
