He used the video to warn those who he has had contact with."No reason for me to panic. Of course, it's a little bit scary. My body's going to fight it ... This is the best way to let people know who have been around me that I do have it. So if you have been in direct contact with you, it's possible you may have been exposed," said Moore. In a follow-up video Monday, Moore went into more detail about his symptoms, some of them beginning earlier in the week.CORONAVIRUS COVERAGE:San Diego County leaders set up community response fund amid coronavirusSan Diego County small businesses can apply for disaster assistance loans"My symptoms originally were a cough. It was a really croupy cough, a lot of nasal congestion ... some sweats. My body temperature was just kind of off, and then breathing, specifically after I would work out. It would take me sometimes up to 30 minutes to catch my breath back to a normal pace," said Moore. While Moore did deal with the sweats, he says he never suffered a fever."Just because you don't present a fever doesn't mean that other symptoms don't run the possibility of you having the coronavirus or COVID-19," said Moore.CORONAVIRUS COVERAGE: Navy closes San Diego Training Support Command after third coronavirus caseMoore is one of three sailors and one of five active-duty military in San Diego to test positive. SAN DIEGO (KGTV) -- A judge is expected to decide whether to release a sexually violent predator into the Jacumba Hot Springs area.Joseph Bocklett, a convicted repeat sex offender, had a placement hearing Monday morning. Because of COVID-19 restrictions, it was held virtually. ABC 10News wasn’t given permission to record it, but we did monitor what happened inside of the courtroom. The Department of State Hospitals wants to put the 75-year-old Bocklett in a home in Jacumba -- after a Judge denied a proposal to move him into a home in Pauma Valley.Bocklett was convicted of three sexual offenses over a 19-year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Though the public wasn’t allowed to physically be inside of he courtroom, they’ve been working to make sure their voices are heard, protesting this recommendation. They have got pages of signatures from residents in the East County. A few of them gathered near the courthouse holding signs expressing their concerns about the possibility of another sex offender being placed in their community.Among that group Melissa Woodall and her daughter. Woodall said rural East County shouldn’t always be the first choice when it comes to placing sexually violent predators.Woodall said, "It’s awful, it really is. There are so many people who have been put into our community who are predators.”The judge says he’ll take a few days to review the letter that were submitted and the testimony that was given before he makes his decision. 1696

SAN DIEGO (KGTV) -- A San Diego County leader is asking the state to look into what she calls the disproportionate placement of sexually violent predators in rural East County. In a letter, Board of Supervisors Chairwoman Dianne Jacob asked Attorney General Xavier Becerra to investigate the placements. Jacob says nine out of the 12 predators, dubbed the "dirty dozen" by Jacob, released in the San Diego region have been housed in the communities of Campo, Boulevard and Jacumba Hot Springs. RELATED: Placement hearing to be held for 'bolder than most' rapist“Rural East County should not be treated as a convenient dumping ground for SVPs,” said Jacob. “In their attempt to quietly house these monsters in our county, state officials are exploiting small, rural communities that often lack the resources and clout to challenge these placements.”The letter comes as a judge gets ready to consider a state proposal to put Alan Earl James, another sexually violent predator, in Jacumba Hot Springs. James was convicted of multiple sex crime, including child molestation, kidnapping for the purpose of child molestation and unlawful sexual intercourse. Click here to read the full letter. 1196

SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School. Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said. When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent. The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635
