Beijing's top official on cross-Straits affairs Monday condemned a referendum pushed by Taiwan leader Chen Shui-bian as a move that is threatening to drag ties into a "high-risk period".Chen Yunlin, minister of the Taiwan Affairs Office of the State Council, called the referendum to join the United Nations under the name of Taiwan as a "scheme" aimed at de jure independence for the island.The Taiwan authorities led by Chen Shui-bian are "attempting to change the cross-Straits status quo that both the mainland and Taiwan belong to one China " Chen Yunlin said in a signed article published Monday in the latest issue of Qiushi (Seeking Truth) journal, a publication of the Central Committee of the Communist Party of China.The article came amid mounting concerns from across the Straits and international community over the proposed referendum, which is expected to strain cross-Straits relations and threaten regional stability.In an interview with a German newspaper published Monday, Chen Shui-bian insisted the referendum for Taiwan's admission to the UN will be slated for March as scheduled, along with the island's "presidential" elections.The Taiwan leader was quoted as saying he has no rights to "veto the referendum".Raymond Burghardt, chairman of the American Institute in Taiwan, rapped Chen Shui-bian in a meeting in Taipei last week, saying the United States is greatly concerned about the referendum and hopes it will be scrapped.He said his remarks represented views from the "highest level in Washington".Once Chen Shui-bian's plot materializes, "it will bring serious consequences cross-Straits relations and peace", Chen Yunlin warned in the article.The minister said the fight against pro-independence forces is becoming more and more intense as their secessionist activities are being intensified.He stressed that "China's sovereignty and territorial integrity brook no division, and any matter in this regard must be decided by the entire Chinese people including our Taiwan compatriots"."The 1.3 billion Chinese people will never swallow the bitter fruit of 'Taiwan independence'," Chen Yunlin said.He reiterated that Beijing will stay on high alert of any desperate moves of the secessionist forces of Taiwan.In the event that "Taiwan independence" secessionist forces should act under any name or by any means to cause Taiwan's secession from China, or that major incidents entailing Taiwan's secession from China should occur, we shall resort to necessary measures without hesitation to safeguard national sovereignty and territorial integrity, our core national interests," he said.

BEIJING -- China will continue to spend more on education next year and spread the free nine-year compulsory education to urban children, said finance minister Xie Xuren.The government would continue to improve the funding system to guarantee free nine-year compulsory education currently enjoyed by 150 million rural children, while spreading it to their urban counterparts next year, Xie told an annual conference of the Ministry of Finance in BeijingStarting from the spring term, China would increase the funding for free textbooks used for the national compulsory courses, and the local governments would provide more money for free textbooks for local compulsory courses, he said. Local governments would also provide scholarships to cover the living costs of boarding students from poor families. The central government would provide half of the education funding for areas in Central and West China, while provincial governments in those areas would cover the rest of the costs.Local governments in East China would provide all education fees with some supplementary funding from the central government.Xie said the government would issue new standards for per capita expenditure of students in primary and middle schools, and put those standards into effect within the next two years.He said the allowance for maintenance and refurbishing of rural schools in Central and West China would also be raised with special financial support to high-altitude and cold areas.In addition, the government would continue free education for students taking courses for teaching careers at normal schools and provide scholarships for poor undergraduates and students at vocational schools.According to Xie, the first 11 months saw  557.8 billion yuan (about 74.3 billion US dollars) of fiscal expenditure used for education, up 32.7 percent compared with the same period last year.As a result of the implementation of scholarships for the poor, about four million college students and 16 million secondary vocational school students had benefited.

Aerospace experts saved the country's first ever manned space mission as the spaceship faced a potentially lethal impact while flying through the communications blackout area before landing, the country's space authorities revealed yesterday.China became only the third country to put a man in space, after the former Soviet Union and the United States, when Yang Liwei orbited the Earth in 2003 in what was a resounding success for its space program.But Xinhua News Agency reported that this was almost not so, quoting the Xi'an Satellite Monitor and Control Center's report on the dangers the Shenzhou V rocket faced."Yang lost every means to communicate with the ground command and control headquarters as he entered the ( Earth atmosphere), which fell in the worst-case scenario prepared by the space mission team," Xinhua quoted Dong Deyi, head of the center, as saying.Communications go down when any spacecraft re-enters the Earth's atmosphere, but in Yang's case, "even radar could not capture any signal from the returning module", Dong was quoted as saying. "After the Shenzhou V came out of the blackout area, the echo signals from the spaceship were still volatile, which sufficiently threatened the safe landing of astronaut Yang."Mission control promptly ordered optical guiding and tracking instead of a communication-guided landing, Dong was quoted as saying."Aerospace technologists used cinetheodolites (optical trackers) on the ground to measure the spacecraft's position and record movements. Geneva - China urged the United States on Friday to correct its anti-dumping and anti-subsidy measures targeting Chinese coated paper, reiterating that these measures violate World Trade Organization (WTO) rules.In consultations held in Geneva, Chinese officials questioned the consistency of the US measures with WTO regulations, and urged the United States to consider China's concerns seriously and correct its measures, said a statement from the Chinese WTO mission.The two sides also clarified some matters in the dispute and agreed to continue their contact on the issue, the statement said.Friday's consultations were held under the WTO's dispute settlement mechanism. China brought the case to the WTO's Dispute Settlement Body on September 14.According to Chinese trade officials, from November 2006 to July 2007, the United States launched five anti-dumping and anti- subsidy investigations into Chinese coated paper and steel tubes, which involved 635 Chinese enterprises with 70,000 employees and goods worth US0 million.Five dual investigations against Chinese products in less than a year was unprecedented in the history of world trade, the officials said.According to the Chinese Ministry of Commerce, the US decision not only violated WTO rules, but also went against a 23- year-old US bipartisan policy.
