BEIJING, Aug. 29 (Xinhua) -- Drink or drive? This is a dilemma for many Chinese in a society soaked in a centuries-old drinking culture which is now travelling in private motor cars.     For Liu Kun, a 25-year-old media worker in Beijing, the choice is simple and there is only one answer - she won't even have a sip of beer before she drives.     "I didn't treat it (drink driving) seriously before," said Liu, who has been driving for three years. "But now I obey the rules strictly."     Liu is one of many Chinese motorists sobering up and thinking twice about their onetime drinking and driving. This situation has been brought about by a spate of serious drink driving accidents in China, including fatalities. The situation has sparked a public outcry.     Chinese police launched a two-month nationwide crackdown against driving under the influence (DUI) two weeks ago, following a series of shocking cases in which drunk drivers killed pedestrians. By Friday, 28,880 drivers had been caught and punished for DUI, the Ministry of Public Security said.     Kong Linnan, a 25-year-old Beijing resident, said: "Drink drivers should be severely penalized. They are irresponsible about their own lives, let alone others."     Besides changing attitudes, the crackdown has brought about an unexpected boom to once sluggish businesses, such as drive-home services that help carry home drinkers by contracting relief drivers.     He Jin, chief executive of the Beijing Benaoanda Drive-back Company, said his company had carried home more than 110 customers every day in the past week, 20 times more than five years ago when his service was established. The company charges 80 yuan (12 U.S. dollars) for each journey.     Now about seven or eight companies in Beijing are providing similar services, He said.     "Taking a cab is a cheaper way to carry a drinker back home. But many taxi drivers are rather reluctant to do it," said He.     Zhang Changyun, a Beijing taxi driver, said, "They always throw up in my cab. It's nasty. I can't use my cab for the whole day." Zhang always refuses to carry those who have been drinking heavily.     "That's our advantage. Car owners don't have to come back to the restaurants to retrieve cars in next day," He said.     China's population, a large alcohol consumer, is now rapidly becoming mobile, putting more strain on controlling drink driving. In the commercial world it is apparently considered the winner is the biggest drinker.     Wang Xiaokun, marketing manager of a real estate consultancy in southwest China's Chengdu City, has cut short the frequency of hosting business banquets since most of his clients who drive are knocking back drinking while dining.     He has mixed feelings toward the crackdown.     "I don't like the drinking sessions," said Wang, "But without them, I must find other ways to buddy up to my clients."     Gao Zhifeng, 29, a government official in Beijing, welcomes the tight controls.     "Thanks to the campaign, I'm now more justified to excuse myself from toast proposals by saying simply 'I drive'," said Gao. He often did not handle drinking well, but often had his arm twisted to drink alcohol at business banquets.     Yi Rong, Gao's wife, said that tighter DUI law enforcement helped lessen the worries of drivers' families.     "I'm so happy that China's alcohol culture is starting to change," said Yi.          BOOMS AND WORRIES     Alcohol-free beer is also doing well because of the crackdown. Many restaurants now sell this beer which contains less ethyl alcohol.     Yu Li, manager of Veganhut, a health restaurant in Beijing's Central Business District, said, "We sell only alcohol-free beer and it's selling well. It's a new trend in dining."     Ding Guangxue, deputy chief executive of the Yanjing Beer Group, said the brewerery's output of alcohol-free beer was more than 4 million bottles this month, registering a 10 percent year-on-year increase.     But alcohol-free beer is not totally free from ethanol. "Two bottles may raise your blood alcohol to the limit," said Ding.     The crackdown is also worrying China's catering industry which makes large profits out of liquor, since beer sold at a restaurant can be priced four times higher than in a supermarket.     Zhang Zhenjiang, general secretary of Beijing Association for Liquor and Spirits Circulation, said, "We're worried that tighter control could dent profits and raise costs."     "Alcohol-free has only a small share of sales. It cannot replace ordinary liquor," said Zhang.     On the Internet, some netizens are suggesting restaurants be obliged to dissuade their driving customers from drinking.     But Fu Guiping, a corporate lawyer with Beijing Huatian Catering Group, said liquor outlets had no power or obligation to manage affairs that should be carried by the law enforcement sector.     "It's unfair to put responsibility on the shoulders of businesses," said Fu. "It calls for efforts from all walks of life."

The signing of the investment agreement, together with already-signed China-ASEAN agreements of the trade in goods and services, completed the negotiation process of China-ASEAN Free Trade Area (FTA), which is to be realized by January 1, 2010.     "The China-ASEAN FTA will be an advanced FTA that covers an extensive area of 13,000,000 square kilometers with a population of 1.9 billion ", Chen told Xinhua after the signing ceremony.     The Investment Agreement, 27 clauses included, tries to provide a free, transparent and justice investment mechanism for investors from both sides, who can enjoy most-favored-nation treatment, citizen treatment, and fair and equitable treatment on reciprocal investment, said Zhang Kening, Counselor from the International Department of the Chinese Commerce Ministry. China's Commerce Minister Chen Deming (2nd L seated) and Thai Commerce Minister Pornthiva Nakasai (3rd L seated) sign the ASEAN-China Investment Agreement during the 41st ASEAN Economic Ministers' Meeting in Bangkok, capital of Thailand, Aug. 15, 2009    China and the 10-nation Association of Southeast Asian Nations (ASEAN) launched their cooperation dialogue in 1991 and signed the China-ASEAN Framework Agreement on Comprehensive Economic Cooperation in 2002, proposing the ASEAN-China FTA by Jan. 1, 2009.     After the two sides had negotiated since 2003, the agreement would expand trade and investment between ASEAN and China as well as enhance economic ties with China, Thailand's Commerce Minister Porntiva Nakasai said in a news release.     Both sides agreed to support foreign direct investment of their investors, as well as promote and protect investments of Parties to the Agreement by giving non-discriminatory and fair treatment to investors, compensating investors in case of expropriation and providing for investors-State dispute settlement, Porntiva said.     Investment facilitation and protection will result in increase in production, exports, and trade volume of both sides, Porntiva said.     Porntiva said China is an important trade partner of ASEAN and is the fourth largest export market of ASEAN. In 2009 (January-September) ASEAN export to China was approximately 85.6 billion U.S. dollars.     China is the third largest source of import of ASEAN. Imports from China valued at nearly 107.0 billion U.S. dollars, the Thai minister said.     This will lead to an increase in green field investments and reinvestment of profit in sustainable way. This is in line with the objectives of the ASEAN Economic Community, she said.     China is the 8th largest investor in ASEAN, with accumulated investments as of 2008 valued at 6.1 billion U.S. dollars, while ASEAN accumulated investments in China as of 2008 were valued at 5.6 billion U.S. dollars, she said.     The 41st meetings have been focusing on the economic integration within the ASEAN region as the ASEAN Economic Community is expected to complete in 2015, in which investment, capital and skilled labor can flow freely.     Thai Deputy Prime Minister Korbsak Sabhavasu, who presided over the official opening ceremony on Friday, said that it is crucial that the ASEAN region will be the outward-looking group since it is essential to live harmoniously within other community in the world as the ultimate goal for ASEAN integration.     Prior to the official opening ceremony, high level officials from the 10 ASEAN-member countries began on Wednesday discussing and setting up economic policies and topics prior to submitting to the related ministers on these following days.     And, on Thursday, the ASEAN economic ministers and Indian Minister of Commerce and Industry Anand Sharma signed a long-awaited free trade agreement (FTA) for trade in goods after over six years of intense negotiations.

BEIJING, Oct. 10 (Xinhua) -- China appreciates India's decision to terminate a trade investigation into Chinese-made passenger car tires, the Ministry of Commerce (MOC) said Saturday.     The decision would not only help boost the steady development of bilateral trade ties, but also benefit the downstream businesses of India, the MOC said in a statement on its website.     China hoped to increase exchanges and cooperation on trade issues with the Indian government and encouraged dialogue and cooperation among industries for mutual benefit, it said.     The Directorate General of Safeguards under India's Ministry of Finance initiated a safeguard investigation on passenger car tire imports from China in May, according to the statement.     A safeguard duty, a temporary relief, usually takes the form of increased duties to higher than bound rate or standard rates or quantitative restrictions on imports.     According to Indian government statistics, from April to December last year, India imported 20 million U.S. dollars worth of tires involved in the case from China.

  

CHANGCHUN, Sept. 8 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged more efforts to ensure grain production and improve rural livelihoods to ensure fast and steady rural development.     Hui made the remark at an agricultural products fair in Changchun, capital of the northeastern Jilin Province on Tuesday, saying the government will continue to see maintaining a fast and steady rural economic development as a top task.     He called for promotion of agricultural technology and products to increase the competitiveness of China's agricultural enterprises and their products in the global market.     "The overall situation about the country's agriculture and rural development is good, and China has seen a summer grain output growth for six straight years this year", he said.     He also urged more efforts to fight drought in parts of China and "try every means" to ensure harvest this fall and a continuous rise in farmers' income.     As of Sept. 8, a severe drought has affected 19.72 million mu (1.31 million hectares) of crops in seven provinces of Hunan, Guizhou, Jiangxi, Hubei, Guangdong, Guangxi Zhuang Autonomous Region and Chongqing, according to data from the Office of State Flood Control and Drought Relief Headquarters.     About 2.75 million people and about 1.20 million livestock had difficulties getting adequate water supply.
