And what does the universe look like?On questions related to outer space, human beings have never stopped observing and thinking.Yuri Gagarin, who made the first manned space flight on April 12, 1961, and orbited Earth for 108 minutes before safely landing, opened a window named "space" to humankind. The Soviet cosmonaut's journey continues to be an inspiration for the world to "conquer" space -- but now for more peaceful purposes.After the Cold War, cooperation on space exploration and scientific researches has turned to a more pragmatic way. The resolution has been supported by more than 60 countries."Man's space odyssey, the fruitful cooperation of many states in outer space would have been impossible without the very first step, Yuri Gagarin's flight," said Vitaly Churkin, Russia's permanent representative to the United Nations.However, the first human space flight was actually a result of competition between the East and the West at the height of the Cold War when the Berlin Wall was built.That competition gradually evolved, however, into a joint space project that has drawn more than 15 nations -- the International Space Station (ISS). Such a project would almost impossible to imagine before.The Mars-500 project in Moscow, aimed at testing the physical and psychological strains on humans during a 500-day journey to "Mars," is another good example of the international cooperation in scientific research. The experiment included six crew members from four countries, including Russia, China, France and Italy.Compared with the times of Gagarin, who died in a 1968 plane crash,mankind has changed its approach to space exploration, rendering it more pragmatic. The problem I brought up at the seminar last year has been solved in Beijing," wrote 34-year-old, wheelchair-bound Li Nan to Chinese Premier Wen Jiabao on Jan. 20 this year.The problem Li referred to was the high prices of one-off hygiene products that had plagued people with work-related spinal cord injuries for a long time.On Jan. 31, 2010, Wen talked with a group of ordinary people in Chaoyang District in Beijing to get their opinions on the draft of a government work report that will be submitted to the national legislature in March.Wen asked Li to be the first to voice her views at the seminar. Li said that patients with spinal cord injuries had to spend about 2,000 yuan (303 U.S. dollars) a month on one-off hygiene products because of their incontinence."My injury allowance is roughly 2,000 yuan a month. I have to live on my parents' pension," she said.She suggested giving more attention to the employment and mental health of the disabled, and also for some revisions on the catalogue of drug and auxiliary devices for those disabled by work-related injuries. She also proposed more subsidies for these people.Responding to the suggestions, Wen said, "Li Nan's case is far from an individual one. The disabled are a very large group of people in China who need more attention... SHENYANG, Feb.3, (Xinhua) -- Fire gutted Thursday a five-star hotel in Shenyang, capital of northeast China's Liaoning Province, and no casualties had been found, local officials said.The fire broke out at 0:13 a.m. at Tower B, an apartment building of the Dynasty Wanxin building complex, and the flames quickly spread to the adjacent Tower A, which is largely a five-star hotel.All the 50-odd people in the hotel were evacuated. No casualties are found.The fire was effectively controlled, Shenyang Municipal Public Security Bureau officials told Xinhua at 4:35 a.m..Police said the fire was triggered by fireworks, which accidentally sparked off the external wall of the buildings. Further investigation into the cause and losses of the fire is still underway.Fire engines, whose water guns could jet water only 50 meters high, were helpless at the fire which flamed on the top of Tower A, 219 meters high.Power supply in the hotel was not cut off, which was said to keep the automatic spray facilities in operation in the building.Personnel from adjacent five-star Sheraton Shenyang Lido Hotel were evacuated, and residents around the Dynasty Wanxin building mainly stayed at home.Top leaders of the province and the city, including Chen Haibo, mayor of Shenyang, arrived at the site soon afterwards to direct efforts to quell the fire.The Dynasty Wanxin building complex, located in the bustling Qingnian Street of Heping District, comprises of three towers. WASHINGTON, May 27 (Xinhua) -- The U.S. Treasury Department said in a report released on Friday that China was not manipulating its currency."In China, since the authorities decided in June 2010 to allow the exchange rate to appreciate in response to market forces, the renminbi (RMB) has appreciated by a total of 5.1 percent against the dollar in nominal terms through the end of April 2011, or at an annual pace of approximately 6.0 percent," noted the semi- annual report on international economic and exchange rate policies.The Treasury said that as inflation in China is significantly higher than it is in the United States, the renminbi has appreciated more rapidly against the dollar on a real, inflation- adjusted basis, at a rate of around 9 percent per year.The delayed report, which was originally scheduled to be sent to the Congress on April 15, finds "no major trading partner of the United States" manipulated its currency during the period covered in the report.The Treasury added that it will continue to "closely monitor" the renminbi appreciation pace.The report also noted that the U.S. economy is recovering from its deepest recession in the post-war period."While recent growth is encouraging, the economy still faces significant challenges," said the report. The number one challenge is still in the labor market.The U.S. unemployment rate, currently at 9.0 percent, is not expected to fall significantly this year.Besides, housing market and long-term fiscal position are " unsustainable," according to the report.In recent remarks, Treasury Secretary Timothy Geithner stated that China is the fastest growing market for U.S. exports. In 2010, U.S. exports to China grew at a pace that was 50 percent higher than the rest of the world.

SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. In fact, home prices in some major cities such as Beijing have more than doubled over the past two years.
