SAN DIEGO (KGTV) -- City leaders are considering closing some streets in the Gaslamp Quarter to help with social distancing amid the coronavirus pandemic.Pictures on social media showed crowds of people congregating outside bars, many not wearing face coverings, shortly after they reopened Friday.According to a spokesman for San Diego Mayor Kevin Faulconer, the city's department of special events is reviewing a proposal to shut down parts of Fifth Avenue between G and K streets to make it easier to physically distance by providing more room in parts of the public right of way for outdoor dining.The Gaslamp Quarter Association submitted the application, which would close close the streets Thursday, Fridays, and Saturdays. It could be approved and go into effect as soon as this Thursday.Robert Romero owns the Tivoli Bar and Grill. The longtime family-run restaurant on Sixth Avenue reopened Monday. It's the oldest bar in San Diego county."We were open originally in 1881, never have closed in all those years, during the depression, prohibition, World War I, World War Two, until now," said Romero.The owners say they'll be strict about social distancing, face coverings, and increased sanitation protocols."We will have someone at the front door constantly monitoring our customers and making sure they are holding to the restrictions put on us," said Romero.Romero said he noticed many other bars and restaurants were not following the county health orders."It was terrible, when they do that, they're not only reflecting on us, but also putting up the potential for shut down," said Romero.County Health Officials also acknowledged there were problems Friday night after the bars first reopened, but said the city is working to close some streets.California Assemblymember Todd Gloria is also concerned about crowds gathering in the Gaslamp."Part of their reopening is a limited of their capacity, they're operating at a fraction of what they can actually accommodate. Because they were metering the entrance of customers into their businesses, that overflow of customers ends up on the sidewalk," said Assemblymember Gloria.Gloria also thinks closing Fifth Avenue is a good idea."Let's see if there's a way to meet in the middle if you will, these businesses are adhering to the guidelines; the city can certainly help people by closing down the streets, we can be passing out face masks to people who are waiting," said Gloria.Back at Tivoli's, the owners are ready to welcome back customers."Behave, be happy, we love you, they love us and remember, I love it," said Romero, referring to the name Tivoli, spelled backwards. 2648

SAN DIEGO (KGTV) -- Border Patrol agents arrested a man Thursday they say had more than 100 pounds of narcotics in his car.According to the agency, the arrest happened just before 11 a.m. on October 8 along Interstate 15 near Vista.Border Patrol says agents initiated a vehicle stop “on a suspicious 2015 Chevy Camaro” when a K-9 alerted authorities.After searching the car, agents found 68 bundles of cocaine and crystal meth hidden inside the vehicle’s quarter panels and cowling. The narcotics have an estimated street value of more than 8,000.The driver, who is a US citizen, was turned over to the Drug Enforcement Agency.Since October 1, Border Patrol says it has seized over 491 pounds of cocaine, 7,169 pounds of methamphetamine, 178 pounds of heroin, and 383 pounds of fentanyl. 798

SAN DIEGO (KGTV) — At age 41, Ryan Bartell had already achieved so much: He was a two-time all-state runner, served in the Coast Guard, and was helping autistic children alongside his wife. He also had a son of his own. “Ryan called me on March 1 of last year to say that he had been diagnosed with stage IV pancreatic cancer," remembers Jim Bartell, Ryan's father. The cancer was aggressive and chemotherapy wasn't working, Ryan was in a lot of pain. “They had him on morphine and fentanyl, two very serious opioids, and because of those two drugs he was asleep most of the time to deal with the pain," said Jim. Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. New York already has a similar law. “I felt something had to be done so that that didn’t happen to other people who wanted a higher quality of life near the end of their life," said Jim, who initiated the legislation. 2082

SAN DIEGO (KGTV) -- Attorney General Jeff Sessions visited the U.S.-Mexico border Monday for a news conference. During the conference, Sessions announced that he would be referring all illegal border crossings to the Department of Justice. Sessions said he will be implementing a "zero tolerance" policy and that any people crossing the border illegally will be prosecuted. RELATED: President Trump visits border wall prototypes?"The American people are right and just and decent to ask for this. SAN DIEGO (KGTV) -- Cruise ship cancellations amid the Coronavirus pandemic have cost the region more than 0 million in lost economic activity, according to the Port of San Diego.The Port says since March, 75 cruises have canceled, meaning a 6 million loss in retail, restaurant, lodging and related transportation and shipping services. The 2020-2021 season, which was supposed to start Sept. 13, has already seen 49 cancellations. "When it’s safe for sailings to resume, we will do what we can to work with and support our cruise and public health partners to ensure the safety of cruise passengers, terminal staff, and the public," the Port said in a statement. The loss is hitting tourism-related businesses, already suffering from a loss of conventions, and social distancing restrictions. Chuck Abbott, general manager of the Intercontinental Hotel San Diego, just steps from the terminal, said cruisers usually stay a night pre or post cruise."It's still an amount of business that comes, which is beneficial," he said. "They're on leisure, and those people usually like to dine out and enjoy things."The CDC has halted cruising through at least Sept. 30. If that expires, San Diego's next arrival would be Nov. 5 through the Carnival Miracle.
