CHULA VISTA, Calif. (KGTV) - The Sweetwater Union High School District Monday handed out dozens of pink slips to administrators as the district deals with a million budget shortfall for the next school year. The board agreed during a meeting in Chula Vista Saturday to release up to 87 employees. Not every employee who receives a pink slip will lose their job. In a written statement, the district said the employees “may be released or reassigned from their position.” Community forums on the matter will be held at the end of the month. RELATED: Financial failures rouse growing concerns in Sweetwater Union High School District board meeting Meantime, the SUHSD is expected to release a report Monday on how to get out of debt. In September 2018, the district noticed a million dollar budget shortfall. An independent audit revealed the district was borrowing money faster than it could pay back. This fiscal year alone, the district will borrow million, in addition to the million it already owes; the money coming from Mello-Roos taxes. In December, the San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled district. RELATED: Timeline of Sweetwater's financial woes The district also announced in December 300 employees and teachers would take early retirement plans to help balance the budget. Many of those teachers did not return to school after winter break. 1478

CHULA VISTA, Calif. (KGTV) -- Frustration is growing after a second fire broke out at the Teresina Apartments in Chula Vista on Sunday night. Witnesses tell 10News they saw a group of teens playing in the park near the apartments and a few minutes later they noticed the fire. William Maher lives in the apartment complex. He tells 10News he was the one who made the call to the fire department. Maher says the teens were recording the flames and laughing. He says they ran away when he yelled at him. The fire was so close to the apartments that the heat shattered several windows and melted window blinds.Sunday night's fire is the second fire in less than three weeks in that same area. On October 25th, fire crews responded to a fire just feet away. Maher hopes police will find the teens before someone gets hurt. He's also hoping parents look through their teen's phones to see if they can find the videos that were recorded. Anyone with information is asked to call the Chula Vista Police.  1050

CHULA VISTA (KGTV) -- In an email to Rancho Del Rey Middle School families, the Sweetwater school district announced Monday they will be cutting after school programs and its 2019 summer school session while it scrambles to fix a  million mistake.Budget reductions were expected but there was no indication when and what would be impacted by the district's effort to solve its financial challenges."Due to a district-wide budget shortfall, we are experiencing cutbacks that may affect some parents as they plan for their students outside of school schedules," the letter said. The after school programs will cease to be offered Tuesday.San Diego County’s second largest district said in September they found a shortfall in their budget from last year.REPORT: Sweetwater district scrambling to fix million budget mistakeThe district has faced years of scrutiny, battling lawsuits for bribery and sexual harassment scandals. In a meeting on September 24, district officials revealed its 2018-2019 school year budget shortfall citing other expenses from staff raises, including costs of substitute teachers, and an unexpected million expense for utilities.According to a report by The Voice of San Diego, the shortfall is more than million, mostly from staff raises unaccounted for.REPORT:?Developers to add more apartments in Otay Ranch projectAt an October 8 board meeting, SUHSD staff offered suggestions such as energy cost savings, freezing unfilled positions, and reduction in the work year for all Management."Throughout this budget challenge, we believe that we have remained pragmatic, honest, and transparent in our efforts. This process has also enabled us to implement new practices and protocols that will help prevent this situation in the future," the district said on its website.REPORT:?Spike in Chula Vista sideshows prompt demands for police action from residentsIt's unclear how the other schools in the district would be impacted and calls to district offices went unanswered Monday afternoon.Below is the letter Rancho Del Rey families received Monday: 2136

CHULA VISTA, Calif. (KGTV) It is no secret that restaurants throughout San Diego County have been struggling during the COVID-19 pandemic, but one restaurant in Otay Ranch was forced to close before it ever had its grand opening, just as the pandemic was starting. Hurricane Grill and Wings was supposed to open sometime between late January and early February, but when the pandemic started, it delayed everything. The owner Abu Syed is now getting ready to open the restaurant on Monday, September 28th.The restaurant will open at just 25% capacity indoors and patio seating outdoors. Like so many other restaurant owners, Syed says the landlord did give them a break on rent, but will owe it at the end of their lease. The restaurant is staffed with 32 employees, 16 of them are full-time.In August, the California Restaurant Association projected that close to 30% of restaurants in the state could close for good because of the pandemic. Syed is hopeful that he doesn't become a part of that statistic. Hurricane Grill in Wings is located at 2040 Birch Road, Suit M101 in Chula Vista. 1098

Cigarette use among American adults is at the lowest it's been since the Centers for Disease Control and Prevention started collecting data on the issue in 1965, according to a report released Thursday."The good news is that cigarette smoking has reached unprecedented lows, which is a tremendous public health win, down to 14 percent from over 40 percent in the mid-1960s," said Brian King, senior author of the report and deputy director for research translation at the CDC's Office on Smoking and Health. About 47.4 million Americans, or 19.3%, used any tobacco product in 2017, the report says.He believes that the decline is due to proven interventions, such as smoke-free policies and rises in the price of tobacco products. As stated in the report, the data is from the National Health Interview Survey, "an annual, nationally representative, in-person survey of the noninstitutionalized U.S. civilian population." The 2017 sample included 26,742 adults and had a response rate of 53%.Researchers assessed the use of five types of tobacco products: cigarettes, cigars, pipes (including water pipes and hookahs), e-cigarettes and smokeless tobacco (such as snuff or dip)."During 2016-2017 declines occurred in current use of any tobacco product; any combustible tobacco product, [two or more] tobacco products; cigarettes; and smokeless tobacco," the report says.King added, "on balance, we still have some public health hurdles in that there is still 47 million Americans that are using some form of tobacco products, and we still have significant disparities among the groups in the country in terms of tobacco product use."So, who is still using these products, and what are they using?Beyond the 14% of Americans smoking cigarettes, 3.8% are smoking cigars, 2.8% are using e-cigarettes or vaping, 2.1% use smokeless tobacco products, and 1% are using pipes.Males (24.8%) were more likely to be smoking than females (14.2%). The highest age group for smoking was among those between 25 to 44 (22.5%); those 65 and older smoked the least (11%). Southerners and Midwesterners (20.8% and 23.5%, respectively) smoked more than those in the Northeast (15.6%) and the West (15.9%)The researchers also looked at race, education level, income level, sexuality, insurance provider and marital status to determine smoking rates.Although cigarettes are the leading cause of tobacco-related deaths and diseases in the country, according to King, he also believes other tobacco products, such as e-cigarettes, need to be considered to continue declining rates of overall tobacco product use."It's critical that we not only modernize our strategies in terms of population but also modernize our interventions to be sure that we are capturing the full diversity of tobacco products that the American public are using," King said. 2850
