A second federal judge has issued an order permanently blocking the Trump administration from adding a citizenship question to the 2020 census in any form, despite the Trump administration's insistence it has abandoned plans to add the question on the census.The latest order is from Judge George Hazel who is overseeing a case in federal court in Maryland. New York federal judge Jesse Furman issued a nearly identical order Tuesday.Both judges will also continue to monitor the controversial issue, saying they will both retain jurisdiction in the case until the 2020 census results are processed.Plaintiffs in the New York case have asked the judge for additional discovery and to consider sanctions against administration officials if the judge ultimately determines they were untruthful in recounting the motivation behind adding a citizenship question.President Donald Trump announced last week that he will seek citizenship information from agencies that already collect the data, and will not pursue placing a citizenship question on the 2020 census. The Supreme Court in June blocked the question from being added.Changes to the census could impact the balance of power in states and the House of Representatives, which are based on total population. According to multiple reports, some parents from Illinois are giving up guardianship of their child before they go to college. It gives the student “independent status,” which can help them qualify for more student debt since their parents’ income isn’t considered.Emily Goodman, from the Partnership for College Completion, says she’s disappointed, but she’s not surprised. Goodman helps kids from low-income backgrounds finish college.“They’re really taking away opportunity for our low-income students in our state who may be the only access to college,” she says. “The only pathway to college is through state financial aid.”The reports say more than 40 families in question came from some of the wealthiest places in Illinois: Lake County.State Representative La Shawn Ford is working to close the loophole to make the system fairer. “These parents that really have the ability to pay are robbing the dreams of certain families and their kids the ability to go to college,” Ford says.He says the practice isn’t technically illegal, so any impactful change would have to happen on the federal level. He plans to crack down on private college admission businesses that allegedly pointed parents to this practice.“They can have some type of restrictions on how they guide and drive people to these types of immoral behaviors," Rep. A weather system heading toward the Gulf Coast now has a 90% chance of becoming a tropical storm, putting cities from Houston to Mobile, Alabama on alert and prompting oil rig evacuations in the Gulf of Mexico.The low-pressure system is now over the Florida panhandle, but is expected to travel into the Gulf of Mexico on Wednesday, where it will meet warm, open waters that will fuel the storm's intensity, according to CNN meteorologist Haley Brink.There, it has a 90% chance of developing into a tropical storm over the next 48 hours, according to the National Hurricane Center.
