SAN DIEGO (KGTV) - San Diego Fire-Rescue crews removed a body from Chollas Lake Monday, fire officials said. The man, identified only as Hispanic and in his mid- to late 20s, was found about noon at the lake at 5850 College Grove Drive in the Oak Park neighborhood. Brianna Yasel and her friends were at the lake and realized something was wrong."I couldn't tell what it was; it looked like a rock to me. Once they pulled it out and flipped it over, my friend was able to see the hand at first and it did look like he was under the water for a while. He just didn't look too good," said Yasel."The body was discovered almost in the center of the lake; a passerby said it looked somewhat suspicious. He noticed it moved by an rock cropping," said San Diego Police Lt. Ernesto Servin.San Diego Police are investigating to determine the cause of death and the man’s identity, according to San Diego Fire-Rescue. While we may enjoy the sparkle and booms, your pets may run for their lives.“You don’t want to have them outside where all those loud fireworks are going off,” said San Diego Humane Society spokeswoman Dariel Walker. The organization sees a sudden spike in stray animals around this time of year, she said.Just like on July 4th, many pets who are terrified of loud noises run off in a panic. Walker suggested that owners prevent that by creating a calming environment for animals. “You can even even play music or have the TV on or have some noise in the background to drown out that loud sound of the fireworks,” Walker said. Walker advised pet owners to be prepared with a microchip in case they do run away. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability. "Today, I stand in front of you as the first person of person of color and LGTBQ person to ascend to our city's highest office," Gloria said in a virtual ceremony. Gloria and five new council members were sworn in during a virtual ceremony Thursday due to the COVID 19 outbreak. Gloria is a Democrat, as are the five new councilmembers also sworn in. The Democrats now have an 8 to 1 advantage on the City Council. But even if there is political harmony, the challenges facing the city are grand.They are taking over with the region in a mandatory stay at home order due to the virus. Small businesses are shuttering, unemployment is near 8 percent, and the city could face a 4 million dollar budget shortfall next fiscal year."There are some things that people say you shouldn't touch, such as police, fire that type of thing, but if this continues on for another year, this COVID, who knows what the city budget is going to look like," said political analyst John Dadian.But in a brief speech, Gloria expressed confidence in getting San Diego back on its feet."We will be rolling out an aggressive strategy to address the worsening public health crisis in COVID-19, the economic crisis that is impacting San Diego's families, small businesses and our city budget, the housing and homelessness crisis that has become even more dire," Gloria said.
