BEIJING/YICHUN Aug. 25 (Xinhua) -- China on Wednesday started the official probe into the Yichun plane crash which killed 42 people and injured 54 others while domestic airlines were ordered to overhaul safety measures.The State Council, or China's Cabinet, has set up a special work group to probe the cause of the crash. Chinese President Hu Jintao and Premier Wen Jiabao ordered a thorough investigation and beefed-up efforts to ensure air travel safety.Chinese Vice Premier Zhang Dejiang, who led an investigation team to the lush forested city of Yichun overnight after the crash, headed the work group.Zhang called upon the work-group's first meeting Wednesday but details of the meeting were not made public.Li Jian, vice director of the Civil Aviation Administration of China (CAAC), told Xinhua that the work group has started to gather evidence for the probe, but the process would take some time.A Brazil-made ERJ-190 turbine jet of Henan Airlines crashed during the landing at the forests-surrounded Lindu Airport of Yichun City late Tuesday night, killing 42 and injuring 54 passengers and the crew on board.Fifteen severely injured, including children and a vice minister, were transferred to four key hospitals in Harbin, the provincial capital on Wednesday night.Initial probes and survivors' accounts indicate the plane missed the runway and crashed on the ground, cracking the cabin and triggering a mild explosion.No signs of sabotage have been found so far, investigators said.The black boxes of the jet have been retrieved.The Lindu airport of Yichun was closed down shortly while operations of the Henan Airlines were suspended.The board of directors of Henan Airlines on Wednesday sacked the airline's general manager Li Qiang and appointed an acting manager to replace him.Cao Bo, Li's replacement, served as the chief pilot of Shenzhen Airlines, the parent company of Henan Airliens.Major Chinese carriers, including the China Eastern and China Southern, on Wednesday called upon emergency meetings to review the companies' safety measures.

BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.

URUMQI, June 16 (Xinhua) -- A total of 380 Chinese nationals had returned home aboard Chinese chartered flights as of Tuesday night from southern Kyrgyzstan where ethnic clashes have left some 170 people dead.The Chinese government has sent four chartered planes to bring home nationals including business people and students in Kyrgyzstan. Three chartered planes dispatched on Monday and Tuesday have returned and the fourth one left at 9:37 p.m. Tuesday an airport in Urumqi, capital of northwestern Xinjiang Uygur Autonomous Region, for Osh of Kyrgyzstan to fly home more Chinese nationals.More than 600 Chinese nationals living around Osh have been sent to the city's airport with help from the Chinese Foreign Ministry and the Chinese embassy in Kyrgyzstan. BEIJING, June 11 (Xinhua) -- China's Ministry of Agriculture (MOA) asked authorities in the nation's major wheat-planting areas to work to achieve quick summer grain harvests in spite of the difficulties posed by the extreme weather.This year's summer harvest has proven more difficult than usual because the ripening of winter wheat has taken place one week later than normal because of the bitterly cold weather last winter, while the consistently heavy rains that recently struck south China have impeded the harvest efforts, the MOA said.The ministry said local authorities should prioritize the harvest work and complete the harvest as quickly as possible.Reaping machine should be distributed properly in different locations to raise the harvesting efficiency, it added. Also, local departments should update information such as weather, market demands, prices and transportation to ensure a smooth harvest, the ministry noted.China's four major grain production areas have shown cautious optimism toward their 2010 summer grain output. Henan, Shandong and Anhui provinces expect output of wheat to be equal or slightly higher than last year, while Hebei province forecasts slightly reduced output, according to information coming from a high level agriculture meeting held earlier in May in Zhengzhou city, the capital of Henan province.According to the MOA data, China's summer grain output accounts for one quarter of its annual food yield.
