SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. SAN DIEGO (CNS) - A man who wounded an off-duty sheriff's deputy and a bystander by opening fire in the Gaslamp District two years ago was convicted of assault with a firearm Thursday in his third trial in the case. Ray Pitoau, 39, was convicted of two counts of assault with a firearm for the Aug. 7, 2017 shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention. Pitoau was also convicted of a lesser charge of assault on Philpot's younger sibling, Joshua, who Pitoau initially got into an argument with on Island Avenue near Sixth Avenue just after 1 a.m. RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffSentencing is scheduled for Dec. 11. Pitoau was convicted in a prior trial of three felony firearm possession counts and was sentenced to 27-years-to-life for those convictions. However, both of his previous trials in the case resulted in hung juries regarding the assault charges. Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm. A second round also passed through his right arm. One of the rounds ricocheted off the sidewalk and struck Shvets. Pitoau testified that he grabbed a gun in self-defense because a group of men, including Philpot, were advancing on him. He testified that he and Jason Philpot both grabbed onto the gun, leading it to fire as they grappled over the weapon. SAN DIEGO (CNS) - In a 3-1 vote, the San Diego City Council Environment Committee approved a resolution declaring a climate emergency in the city of San Diego Thursday.The resolution has no council action attached, but voting for it is the first step toward getting more meaningful ordinances in front of the full city council. San Francisco, San Jose and Sacramento have all declared climate emergencies. Councilmember Jennifer Campbell, who chairs the environment committee, said the resolution was a necessary process."By passing this resolution today, we'll be joining more than 1,300 other cities in 25 countries in declaring a climate emergency," she said. SAN DIEGO (CNS) - Cleveland National Forest officials Saturday announced elevated fire restrictions until Jan. 1, 2021, and ordered the closure of Three Sisters & Cedar Creek Fall Trails after a heat advisory was issued by the National Weather Service.The trails will be closed until Sunday, officials said."These restrictions are put into effect to provide for emergency resource protection and public safety during hazardous fire conditions," a forest official said.The new restrictions include:No smoking, except within an enclosed vehicle or building, or within a developed recreation sites; No welding or operating an acetylene or other torch with an open flame;No target shooting, discharging a firearm, air rifle, or gas gun;No building, maintaining, attending, or using a fire, campfire, or charcoal fire except within a developed recreation sites;No wood or charcoal fires are allowed except in identified developed campgrounds and developed picnic areas within designated fire rings.The Cleveland National Forest encompasses 460,000 acres and is the southernmost U.S. National Forest in California. SAN DIEGO (CNS) - Father Joe's Villages and Connections Housing Downtown will accommodate nearly 300 additional homeless residents on Christmas Eve due to forecasted overnight rain, the San Diego Housing Commission announced Monday. The commission activates the Inclement Weather Shelter Program when temperatures drop below 50 degrees, the chance of rain is higher than 40 percent or in the case of sustained high winds. The program is a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. The commission also funds the program. Father Joe's can shelter an additional 250 residents throughout the night while Connections Housing can add up to 30 residents. Check-in at Father Joe's begins at 4 p.m. and residents are expected to check out by 5 a.m. the next morning. Check-in at Connections Housing runs from 5:30 p.m. to 7 p.m. and residents are expected to check out by 7 a.m. the next morning. Those at both shelters will have meals provided to them.
