BEIJING, Dec.25 (Xinhua) -- Chinese vice premier Li Keqiang said that China's tax officials should continue to promote reform in the tax system and improve services to contribute to the country's economic development and social harmony.Li made the remarks in a written instruction to a recently-held national conference on taxation, which coordinated next year's working plans for the tax administration system.Li called on tax officials to further enact structural tax reductions, promote tax reforms, strengthen tax collections and management and improve services for taxpayers.Chinese tax officials should work to allow taxation to play a more important role in the transformation of economic development patterns, adjust income distribution and improve people's livelihoods, Li said.

CANCUN, Mexico, Dec. 11 (Xinhua) -- The outcome of the UN climate change conference in Cancun sent "positive" signals to the international community, the Chinese delegation said Saturday.Conference delegates finally reached a deal to fight global warming early Saturday after an all-night session, overruling an objection from Bolivia."As for the outcome of this conference, first of all, it adheres to the (UN) Convention (on climate change), the Kyoto Protocol and the Bali Roadmap, as well as the principle of common but differentiated responsibilities, which ensures that next year's negotiation will continue along the two tracks decided by the Bali Roadmap," the Chinese delegation said in a statement."Second, progress has been made at different levels in the areas where developing countries have concerns, such as adaptation, technology transfer, finance and capacity building, and the negotiation process will move on, which sends positive signals to the international community," the delegation said.It said the conference failed to conclude the negotiation of the Bali Roadmap and this indicated next year's negotiation task would be "extremely difficult."The delegation expected all parties to display strong political will and conclude the negotiation on the second commitment period of the Kyoto Protocol at the next conference, to be held in Durban, South Africa. In particular, that conference should establish effective mechanisms for finance, technology transfer and adaptation to support developing countries' efforts in addressing climate change, successfully conclude the negotiation in accordance with the mandate of the Bali Roadmap and make a big step forward in the international cooperation in combating climate change.China would continue to make positive efforts towards this end, the delegation said.The delegation reaffirmed that the Chinese government would hold a highly responsible attitude toward the Chinese people and people in the world, and remain committed to promoting green, low-carbon and sustainable development as its contribution to combating climate change.The Chinese delegation also hailed the efforts of the Mexican government and its people during the negotiations and their hospitality. MACAO, Nov. 13 (Xinhua) -- Chinese Premier Wen Jiabao announced Saturday that China will launch a series of measures between 2010 and 2013, which were aimed at helping boost the development of less-developed Portuguese-speaking countries.Wen announced the measures when delivering his speech at the opening ceremony of the third Ministerial Conference of the Forum for Economic and Trade Cooperation between China and Portuguese- Speaking Countries here in Macao on Saturday.Under the new measures, financial institutions from the Chinese mainland and Macao Special Administrative Region (SAR) will set up a one-billion-U.S.-dollar development fund for cooperation between China and Portuguese-speaking countries, in a bid to push forward the financial cooperation between the two sides.The Chinese government will also provide those African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum with 1.6 billion yuan (242 million U.S. dollars) worth of loans on favorable terms within a bilateral framework.The new measures will also see China provide equipments, technical personnel, etc. to the countries, supporting a bilateral agricultural cooperation with each of the African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum.Sponsored by China's Ministry of Commerce and hosted by the government of the Macao Special Administrative Region (SAR), the forum was created in Macao in 2003, with the joint participation of seven Portuguese-speaking countries, namely Angola, Brazil, Cape Verde, Guinea Bissau, Mozambique, Portugal and Timor-Leste.

BEIJING, Jan. 15 (Xinhua) -- China should steadily promote the internationalization of its currency, the yuan, the head of China's social security fund said Saturday.The internationalization of the yuan is a significant step for advancing the reform of the international monetary system, Dai Xianglong, chairman of China's National Council for Social Security Funds, said when speaking at annual economic forum in Beijing.The current international monetary system has not adapted to the new patterns of global economic development, he said, adding that currency diversification is a realistic solution.Currency diversification means continuing the role of dollar, increasing the role of the euro and internationalizing other currencies, he said.The U.S. dollar, serving as both the U.S. currency and the most important international currency, will be used for U.S. policy goals when the two roles contradict each other, spurring fluctuations in global financial markets, he said, adding that the dollar has a tendency to depreciate.He said the Chinese yuan is a stable currency, and so ensures the safety of other countries' assets.The Chinese currency also enhances world trade, protecting the interests of China's foreign trade and investment, he added.The internationalization of the yuan will take 15 to 20 years, he said, suggesting an expansion of the overseas circulation of the yuan and an acceleration in the opening-up of China's large commercial banks to speed up the process.He urged Chinese banks in foreign countries to offer funding in yuan.He also called for more efforts to reform the interest rate mechanism, to ease the process of the internationalization of the yuan.

ADDIS ABABA, Dec. 24 (Xinhua) -- The Commissioner for Peace and Security of the African Union (AU) Ramtane Lamamra, and the Ambassador of the People's Republic of China in Ethiopia Gu Xiaojie on Friday signed an agreement on the provision of aid to the AU Mission in Somalia (AMISOM).The grant amounting to 30 million RMB, (over 4 million U.S. dollars), will be used to supply equipment and materials for AMISOM. The signing of this agreement comes in the wake of the adoption by the United Nations Security Council, on Dec. 22, of resolution 1964(2010), in which it, inter alia, requested the Secretary- General to continue to provide a logistical support package for AMISOM, for a maximum troop strength of 12,000, as called for by resolution 1863 (2009).In resolution 1964(2010), the Security Council also called on UN Member States and regional and international organizations to make direct bilateral donations in support of AMISOM.By generously providing aid to AMISOM, the People's Republic of China is responding to the call made by the United Nations Security Council and the earlier appeal by the AU Peace and Security Council (PSC) for AU partners to support the ongoing efforts in Somalia, AU said in a statement. Gu Xiaojie reiterated China's continued commitment to strengthen its cooperation with the AU in the area of peace and security and to support all endeavors in this regard. He lauded AU's efforts and resolve towards the promotion of peace, security and reconciliation in Somalia.Speaking on the occasion, Commissioner Lamamra stated said that "China has, over the years, been providing multifaceted assistance to the AU and African countries as they strive to address the many challenges facing the continent. Today's donation is a further testimony of China's commitment and its determination to contribute to the furtherance of peace and security in the continent".Furthermore, Commissioner Lamamra avails himself of this opportunity to renew the appeal to all AU partners to provide the requisite support to AMISOM as it enters a new phase of its deployment.
