BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. "It is for the third time in the last three years that the MOD has tried to showcase the transparency of the 2.3-million strong PLA. In 2008, the ministry invited 103 foreign and domestic reporters to an armored division of the PLA's thump-card No. 38 group army. Last year, a similar visit was arranged to the guard division.The ministry introduced the spokesperson system in May 2008 after the 8.0-magnitude Wenchuan earthquake, and launched its official website in August last year in an effort to help the media acquire more information about the once mysterious PLA. BEIJING, July 11 (Xinhua) -- China's Central Meteorological Station warned Sunday that rainstorms would again batter many provinces and regions in the coming days bringing with it bigger risks of new flooding and other geological disasters in central and eastern China.From Monday until Wednesday, the observatory forecast some regions in provinces including Guizhou, Hunan, Hubei, and Anhui will see heavy rain.Eastern Jiangsu, Zhejiang, Jiangxi, central Henan, Chongqing and Shanghai will also see rainstorms during the next three days.A total of 14.92 million people in 10 provinces and regions along China's longest river, the Yangtze, have had their lives disrupted after torrential rains began pounding since July 8, a statement from the Office of State Flood Control and Drought Relief Headquarters (SFDH) said Sunday.Rain-triggered floods also brought damage to 806,000 hectares of farmland and destroyed 20,000 houses, with direct economic losses standing at 8.6 billion yuan (1.3 billion U.S. dollars), a statement from the flood control authority said.Official figures showed during the 10 days ended on Saturday, at least 50 people were confirmed dead and 15 others were still missing in 9 provinces after heavy rains.Rain-triggered floods have left 14 people dead and three others missing in Chongqing Municipality since Thursday, toppling more than 3,000 houses, partly cutting off power supply and causing the evacuation of 80,400 people, according to the local government.The floods have affected the lives of more than 1.7 million people in 17 districts and counties there, incurring 1.34 billion yuan in direct economic losses, Chongqing's flood-control and drought-relief headquarters said.In Hubei Province, 17 people were killed and three others missing amid downpours since July 3, which affected the lives of more than 5.63 million people in 75 counties across the province, Hubei's Civil Affairs Administration said Sunday.More than 182,500 residents had been relocated after heavy rains damaged more than 71,000 houses, inundated 537,650 hectares of farmland, cutting off many road services and suspended power supply.In Jiangxi Province, more than 34,000 people have been evacuated since July 5 when downpours began to hit 22 counties, pulling down more than 2,400 houses.So far 620,000 people from five provinces in eastern and central China have been evacuated from flood-hit areas as soldiers from the People's Liberation Army and armed police forces mobilize to fight the floods.Chen Lei, Minister of Water Resources, also SFDH vice director, said at a work meeting Sunday that local authorities should come up with detailed plans for flood control to minimize losses caused by the disaster.A total of 8 work teams sent by SFDH are also helping with flood control work in provinces along the Yangtze and in northwest China's Qinghai Province, where thousands of people were evacuated Sunday from Golmud City as a risky reservoir nearby was on the verge of breaching after heavy rain.But the water level of the reservoir has begun easing, the SFDH said, as temporary channels had been dug to divert water.Chinese Vice Premier Hui Liangyu urged at a work conference Saturday relevant departments to closely monitor the weather and issue alerts promptly, reinforce dams and dikes as well as resettle people affected by the floods.Meteorological experts warned cities should be on alert against water logging while mountainous areas should be wary of mud flows and landslides triggered by heavy rains.

BEIJING, July 15 (Xinhua) -- China issued an orange alert on Thursday for wave surges, the second highest level warning, forecasting that Typhoon Conson may reach land Friday on the southeast coast of China' s Hainan province.The National Marine Environment Forecast Center warned of a 6-metre wave surge in the middle and the north of the South China Sea from Thursday night through Friday.Meanwhile, warnings were also issued for a possible 5-metre wave surge off the east shore of Hainan province and a 3-metre wave surge off the west shore of Guangdong province and the southern coast of Hainan.The Center also issued a yellow-level alert for a storm surge which might affect Guangdong and Hainan province.The center suggested local governments gear up for a disaster response.Conson is currently wreaking havoc in the Philippines, killing at least 26 people and injuring 14 others as of Thursday.
