SAN DIEGO (KGTV) — Pacific Beach residents were seen running for their lives as a pickup truck slammed into several parked vehicles early Thursday.Witness video captured the incident, showing a pickup truck revving its engine, screeching its tires, and slamming into vehicles. Witnesses said at least nine vehicles were damaged. Another video showed neighbors holding the driver down on the ground until police arrived, one neighbor holding the man down in a headlock. Someone nearby could be heard yelling, "don't hurt him," at the group.Police arrive to detain the driver, but it's not clear what led to the dangerous incident.One neighbor who helped hold down the driver said his first reaction was to prevent anyone for getting hurt."My first reaction he needed to get out of the car and restrain him so he didn't hit anyone else," said James Scherr.The driver was taken to a nearby hospital by police for minor injuries. SAN DIEGO (KGTV) -- Parts of Balboa Park reopened Friday after the COVID-19 pandemic forced closures in March.Park officials said the following areas would reopen: Central Mesa (El Prado, Plaza de Panama, Cabrillo Bridge, Pan American Plaza), all parking lots, Prado Restaurant, Tea Pavilion, and Visitors Center.Tim Lu and his daughter Matilda have been looking forward to a bike ride at the park for a long time.They live nearby and drove by regularly ever since the park closed. Week after week, all they saw were empty streets and sidewalks.When they got the news that parts of Balboa Park were going to reopen, Lu wanted to make sure they were there for the first day. And he wasn’t alone, as others showed up equally as happy to see the park reopen.Sarah Beckman, director of the Balboa Park Conservancy, said, “This is part of people’s daily routines. This is a neighborhood park. It’s also a global destination but our friends have been missing this for a long time now.”While at the park or the trails, San Diego County and city health orders are still in effect. They have signs posted around the property to remind you. SAN DIEGO (KGTV) -- Police are searching for a suspect in a Serra Mesa stabbing that left two people in critical condition Saturday night.Officers responded around 7:51 p.m. to a call of a brawl outside of a house party on the 8400 block of Neva Avenue, police said. At least two people were located with stab wounds to the torso.A resident told 10News described hearing people fighting outside his home. SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. So she and her children will have to adapt and overcome."I don't think anyone wants the school year to be the way it has been," Epps said.
