NASHVILLE, Tenn. — The current law in Tennessee is clear: The use of deadly force is legal only in instances of self-defense or to protect the life of someone else.Outside of that, using deadly force is illegal. But some lawmakers in the state are seeking to expand those protections to include instances where homeowners would legally be able to shoot someone who stole from them."I think the last year has raised a lot of questions in Tennessee about whether you can use force or deadly force," said John Harris, executive director of the Tennessee Firearms Association.Harris said the thinks the destructive demonstrations and looting in Nashville during protests against police brutality raised some concerns. Now, State Rep. Jay Reedy, a Republican, has filed a bill that would allow a person to use deadly force to protect their property.Harris said that with police occupied elsewhere, store owners under the current law could not use lethal force to stop looting during protests — and people are tired of it."The question is, does the criminal just laugh at them and keep stealing stuff? At some point, juries will say you have the right to defend it, and I don't care what the law says," Harris said.Lawmakers say the bill could address that frustration. But legal analysts say there are some aspects of the bill that are concerning. "The way it is written is very, very vague," said legal analyst Nick Leonardo.Leonardo understands concerns over violent protests, but he calls the bill "vigilante legislation."Leonardo said it could allow a victim — when there is no personal threat — to shoot a theft suspect in the back as he runs from the scene."To be able to just shoot someone because you thought they were taking your personal property is not where America is or we've been in the last hundred years," Leonardo said.Reedy concedes the bill, for now, is vague, and he expects it to be tightened up. But he also said law-abiding citizens have a right to protect their businesses or hard-earned personal property.House Bill 11 is now filed for consideration. More than 200 interviews have been conducted in the investigation into the disappearance of University of Iowa student Mollie Tibbetts, according to the special agent in charge.Tibbetts, 20, disappeared nearly two weeks ago in Brooklyn, a small community an hour east of Des Moines, according to the Poweshiek County Sheriff's Office.The hundreds of interviews are related to tips investigators have received, said Richard Rahn, the special agent in charge with the Iowa Division of Criminal Investigation for the Major Crime Unit. The sheriff's office is scheduled Tuesday to give an update on the investigation."People are concerned and wanting to help," Rahn said. "We welcome the phone calls and are doing everything."Investigators are continuing to evaluate data, going over the leads list, and having agents in the field to locate Tibbetts. Data includes social media and information from a Fitbit that Tibbetts is known to have."We live in a digital world," Rahn told CNN sister network HLN. "We'll look at cell phones, computers, social media sites, and everyone knows there's a Fitbit involved as well. We look at that, try to establish a timeline as best we can. MILWAUKEE, WISCONSIN — A Milwaukee mother is livid that her 5-year-old son with autism was able to walk away from school. He was gone for about an hour and no one even knew he was missing until a stranger picked him up in a car."I can't believe my baby was out of the street and nobody had any idea that he was even missing," said the boy's mom Crystal Borzick.Her son, Blake Greenley, made it to the middle of busy Mill Road near 87th when a stranger spotted him trying to cross."His face was red," said Karen Stacy. "He was very cold. He was crying."Stacy said several cars slammed on their brakes when the boy darted across Mill Road to the median around 11 o'clock Thursday morning. She stopped and got out to try to find out what was wrong.Greenley has autism and does not usually speak to strangers. Stacy finally got him in her car and called the police. She was shocked to find no one reported him missing so she posted his picture on Facebook while she waited for officers.A friend of Borzick shared it with her on Facebook."That's the picture I got sent," said Crystal Borzick. "And as a mom, that made my stomach sink."She frantically called his school, Bruce Elementary."Nobody even has an idea that my son is missing from the school," said Borzick.Officers brought him back. When Crystal saw him she said she broke down."I cried," said Borzick. "I cried. I hugged him like I have never hugged him before. It was a relief sigh of relief, but it's also like I can't believe my baby was out of the street."She said she was told by the school her son might have left after lunch and that his regular teacher was out and a substitute was teaching.Milwaukee Public Schools gave a statement on the matter."We are grateful Blake was quickly found by a concerned community member and that he is safe. Millions of small businesses that received Paycheck Protection Program loans have been waiting for answers on how and when their loans would be forgiven. Now, the Small Business Administration has announced a plan that would forgive almost 70% of all the loans it gave out.“The new guidance that has come out from treasury department and the SBA aim to ease the process for applying for forgiveness of loans under ,000,” said Molly Day with the National Small Business Association.The new guidance forgives PPP loans that were ,000 or less, but also comes with a new rule. The rule allows businesses with no employees or businesses where the owner is the only employee, can now have most or all of their loan forgiven.Initially, most of the forgivable portion of a PPP loan was that which was used toward paying employees. The new rule also relaxes the scrutiny requirements on lenders to review documentation from small businesses proving how the money was spent.“A lot of small businesses don’t have employees, or they have one employee and that is themselves, adjusting that really makes it a lot more workable for the sole proprietors that are small businesses [and] are doing great work and deserve some assistance as well,” said Day.The forgiveness process laid out by the Small Business Administration does not have the usual red tape that comes with most government forgiveness processes. Business owners who received loans of ,000 or less have to fill out a one-page document, just released by the SBA, and have their lender process it.“I do think making the forgiveness process easier and more streamlined could help many small businesses,” added Day.With the loan debt hanging over their heads, many small businesses have been reluctant to take on additional debt or put more of their saving into their businesses. Relieving them of the loan burden could now allow them to do so and may result in saving some businesses that were on the brink.However, the SBA points out there’s no guarantee and is still pushing for continued support from Congress in the next stimulus bill.
