LOS ANGELES (AP) — The 16-year-old boy who fatally shot two fellow students and wounded three others last week at a Southern California high school used an unregistered, untraceable “ghost gun,” Los Angeles County Sheriff Alex Villanueva said Thursday.Villanueva told media outlets that Nathaniel Berhow’s .45 caliber, 1911-model replica semi-automatic pistol was assembled from gun parts and did not have a serial number.Such weapons are a growing problem for law enforcement around the country because the parts are easy to obtain and the guns take limited expertise to build. That method allows the purchaser, sometimes a minor or other person prohibited from owning firearms, to avoid background checks required to purchase ready-made guns from licensed dealers.Thomas Groneman, a detective sergeant with the Suffolk County Police Department in New York, said his agency built their own Glock-replica handgun from parts they ordered online as an experiment earlier this year.“It was ridiculously easy to do it,” he said. “It’s scary because anybody — convicted felons, people with psychological issues — can order it online.”RELATED: 'I'm scared': Students relive escape from Saugus High School shootingIn 2017, a Northern California gunman built his own rifles — despite a court order prohibiting him from having guns — and killed his wife and four others in a rampage.While hobbyists have long been able to use spare parts to create a firearm, modern technology has made it far easier to build a deadly weapon.Adam Winkler, a gun policy expert and professor at the University of California, Los Angeles, said that means more criminals will use them and it will be more difficult for police to solve crimes.“Anytime you can trace a gun, you have a little bit more information,” he said. “How did this gun get here? Who sold it, who was the gunmaker, who was the first person they sold it to and what happened?”Police don’t yet know where and when Berhow got the handgun he used to shoot students at Saugus High School in the Los Angeles suburb of Santa Clarita. He died from a head wound the next day.Anne Muehlberger, 15, and Dominic Blackwell, 14, were killed. The other three students were hospitalized and the last of them went home earlier this week.Berhow’s father was an avid hunter who died two years ago. He had six registered guns, but officials found several other unregistered firearms in the family home after the shooting and are working to determine their history.The sheriff said Berhow’s motive remains a mystery, even after investigators searched his home and interviewed 45 people. Berhow’s mother had no idea of her son’s plans, Villanueva said.Authorities said Berhow had shown no signs of violence and didn’t appear to be linked to any ideology or terrorist group. He ran cross country, was a Boy Scout and had a girlfriend.The sheriff’s department is working with federal authorities to unlock Berhow’s cellphone, Villanueva said. 3943

Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations.As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines.When it comes to schools in San Diego County, in-person learning is still prohibited. Concerned citizens have sent in photos of dogs found shot and then dumped by the side of the road in a half-dozen middle Tennessee counties."It think it's horrible and we need to figure out why it's happening and who is doing it," said veterinarian Allison Fields at the Hermitage Animal Clinic in Davidson County.The dogs were shot with guns in more rural counties. Now, many wonder if some of them were among the many stolen in recent months."This is a big problem of people taking dogs from people coming into the yard and just snatching them out of yards and just taking them," said Earl Stouzenberger, who lost his dog Leia, earlier this year.Police have been checking for chips in the dead dogs hoping to locate owners."Absolutely, I'm sure they have. Animal Control or police stations will have a scanner," Fields said. But identifying the dogs doesn't solve the riddle of why they were shot and often dumped in public places. To date, no one has been charged or arrested in connection with the dog thefts or killings.Catching those responsible is a long shot. The best and really only line of defense for local pet owners is to keep an eye on them.Investigators say the shootings are difficult to explain. They are asking anyone who witnesses a shooting or has any information to contact a local police station or sheriff's office. 1920

  

LOS ANGELES (AP) — Malik B, a rapper and founding member of The Roots, has died. He was 47. The group announced the death of the Philadelphia-based emcee in a social media post on Wednesday. The cause of death has not been released. Malik B, whose real name is Malik Abdul Basit, was a major contributor to the group, which includes Ahmir "Questlove" Thompson and Tariq "Black Thought" Trotter. He appeared on four albums before departing the group in 1999. In the following year, the Roots won their first Grammy. 522

  

LOS ANGELES (AP) — More than a month after she was shot in the feet after a party in the Hollywood Hills, hip-hop star Megan Thee Stallion is saying for the first time that fellow rapper Tory Lanez was the person who pulled the trigger.Megan said “Tory shot me” in an Instagram Live video Thursday night.Representatives for Lanez haven't responded to requests for comment.He was arrested on suspicion of having a concealed weapon just after the shooting, but has not been charged with anything.Megan's guest stint on “WAP” with Cardi B is currently the No. 1 song on the Billboard Hot 100. 597
