SAN DIEGO (KGTV) - A local family says they were fighting to get back thousands of dollars in family heirlooms. They only got answers, they say, after Team 10 stepped in. "It makes me sick. It's really emotional," said Jill Robertson of Escondido. We interviewed Jill with her son, Jon, and his girlfriend, Megan Gielczyk. Jill and Jon shared with us a few of the limited old pictures they could find of their family heirlooms.She pointed to a photo of her late father wearing a ring. It was one of the pieces of sentimental jewelry that she said her family had given to local jeweler Mark Himmel to redesign. Jon said he was planning to use one of the rings to propose to his girlfriend but he added that the proposal and engagement were put on hold because Himmel hadn't returned their jewelry. Records verify that Himmel operates Sa-Ling Jewelry Imports Incorporated in San Diego. The Robertsons said it was Aug. 12 when they gave him a down payment to redesign thousands of dollars in family jewelry. They said they had expected to have the job completed in two to three weeks, but we met with them almost two and a half months after they wrote out a down payment check."There's evasion. He's constantly evading," said Jill. Jon's girlfriend, Megan, told us Himmel hung up the phone on her. San Diego police confirm they showed up to Himmel's home, where he operates his business, to try to get answers. However, no one came to the door. Two days after Team 10 left Himmel a voicemail, the Robertsons said they got a priority mail package with some of the heirlooms, but not all of them. They said there was no explanation for the wait time or behavior. It was early last week when Team 10 started making calls and leaving voicemails for Himmel. None of Team 10's calls were returned.We made a second attempt to visit him in-person this Thursday and were successful. He told us he's sending out the remaining pair of earrings on Thursday and he will soon send a remaining gold nugget."It took two months this time because I handmade the ring," he told us.He spoke to Team 10 later over the phone. He said he was responsive to the Robertsons about his slight delays. He sent us what he said was a screenshot of a text exchange from mid-September when he notified them that the job would likely take another three weeks and they thanked him.  A representative with the California Franchise Tax Board notified Team 10 that Sa-Ling Jewelry Imports Inc. in San Diego was suspended on 07-03-2017 for unpaid liability with a current billable balance of ,336.81. The Better Business Bureau verified that the Robertsons filed a complaint. The BBB reported to Team 10 that it's the first complaint against Sa-Ling Jewelry, which has been in business for many years.  2810

SAN DIEGO (KGTV) - A local non-profit organization named "Promises2Kids" is helping children who are in San Diego's foster care system receive some of the structure and support that may be lacking due to the challenges of their home life."Having extra support and some stability is something I'm really grateful for because there's been so many times in my life when that's been absent," said Tiffani Hamilton, who has participated in the program for several years.Promises2Kids provides economic, educational, and emotional assistance, from purchasing school supplies and other items, to tutoring, to helping teenage children prepare and go through the college application process. They also provide mentors, who often form lifelong relationships with the students they guide.Hamilton's story is not unusual. She and her five siblings were raised by a single mother, who struggled with addiction and abusive relationships until her death. Hamilton was separated from her siblings when she entered the foster care system, bouncing from home to home. She credits Promises2Kids for helping give her the assistance and support she needed to achieve her goal of going to college."It's given me an experience that I never thought I would have. It's definitely shaped me into who I'm becoming. SAN DIEGO (KGTV) -- A man is being investigated on suspicion of DUI after driving into a house in San Diego’s Skyline neighborhood early Sunday morning.According to police, the man was driving his 2002 Mercedes Benz on the 6800 block of Madrone Avenue when he drifted off the road, went down an embankment and slammed into a house.The man received serious facial injuries and was taken to the hospital with non-life threatening injuries, police say.The house had only minor damage. It’s unclear if anyone inside the home was hurt in the crash. 556

SAN DIEGO (KGTV) - A local woman says a water meter device in the Midway District has been leaking gallons of water for at least two years, but no one will fix it. She emailed Team 10 investigative reporter Jennifer Kastner after contacting multiple government agencies to report the wasted water. The backflow device sits just off of Sports Arena Boulevard. When 10News visited it last week, it was dripping steady streams of water.“It’s a problem,” says Diane Ang, who works nearby. She says there's so much leaking water, that the surrounding transient population uses the water to fills up their bottles. Containers of shampoo and soap wrappers are scattered around. Ang tells 10News that people bathe in the water. At one point, she says, people grew a garden next to the device because the ground was so saturated with water. “[They had] tomatoes and some other vegetables,” she adds.There's no property tag on the device, so Ang called the City of San Diego at least three times but couldn’t get any help. She filled out multiple requests for assistance on the City’s "Get it Done” website, but there was no resolution. She was told the backflow device might belong to the Navy. She tells us that she made several attempts to get in touch with someone at the Navy. She says she spent at least two or three years trying to get the issue fixed. “No one cares. No one cares,” she adds.10News wanted to know how much water was leaking, so we timed one of the flowing streams using a measuring bucket. What we discovered was that thousands of gallons of water may have been wasted in the last few years. We took our information to Mathnasium of Point Loma. The math tutoring company found that 21,000 gallons would have be lost in one year alone, assuming the water had been leaking at the same rate, continuously. “It’s such a huge waste,” says Ang. 10News contacted the City of San Diego. A spokesperson directed us to the Navy. A weeks ago, we reached out Naval Base Point Loma. This Tuesday, a media spokesperson for Naval Base Point Loma sent us an email which reads, “We appreciate everyone who took the time to bring this leak to our attention. Our Naval Base Point Loma Public Works team is taking action to fix the leak today. Conserving our natural resources is a high priority and is very important to all of us at Naval Base Point Loma. We encourage active participation by contacting us directly at nbpl_pao@navy.mil or use the “Get-It-Done San Diego” app for the City of San Diego. [It] is a quick way for anyone in the community to report service issues (street lights, traffic signals, trash recycling, sidewalks, street flooding, etc.)” 10News verified that the leak has been addressed. SAN DIEGO (KGTV) — A police pursuit involving a man who failed to yield that started in the Los Angeles area took authorities all the way to San Diego Thursday.The suspect, later identified as Karl Flores, 34, was driving a red Honda Civic when he failed to yield on Washington Boulevard at about 11 a.m., according to California Highway Patrol. The man had first been reported as a stolen vehicle suspect, but police eventually said that was not the case.Flores then took police on a pursuit through the Los Angeles area, at one point hitting a pedestrian riding a scooter. The pedestrian suffered non-life threatening injuries, according to police.WATCH THE PURSUIT LIVE:Flores continued into the Inglewood area before avoiding a PIT maneuver by police that sent the Honda spinning, KABC reported. He continued fleeing police, avoided more PIT maneuver attempts, and drove from southbound Interstate 405 to Interstate 5 into San Diego.The vehicle stopped on I-5 near Las Pulgas Rd. at about 1:30 p.m., prompting a police standoff and Sig Alert was issued for both directions of I-5 at Las Pulgas Rd. CHP said it appeared the vehicle had run out of gas.
