SAN YSIDRO (CNS) - A pedestrian was struck and killed by a van early Monday morning while he was attempting to cross a San Ysidro street, police said.It happened shortly before 1:10 a.m. in the 400 block of East San Ysidro Boulevard, San Diego police Officer John Buttle said.The unidentified man, believed to be in his 40s, stepped off the east curb of East San Ysidro Boulevard and was struck by a 64-year-old man driving a 1999 Chevrolet Astro van in the northbound lanes, Buttle said.The victim was pronounced dead at the scene, Buttle said.The driver remained at the scene and cooperated with officers, Buttle said.Alcohol or drugs were not believed to be factors in the collision, Buttle said. SAN MARCOS, Calif. (KGTV) — A photo of a Cal State San Marcos graduate is going viral. It shows 29-year-old Erica Alfaro in her cap and gown, standing with her parents, in the middle of a strawberry field in Carlsbad.Her educational journey was anything but easy. “I was a teenage mom,” Alfaro said. She was 15 and pregnant, and became a mother at 16. Alfaro said she dropped out of high school and was stuck in an abusive relationship.“My baby’s father forced me to sleep outside with my baby,” Alfaro said. “That is the night I decided to go back to school.”She left Fresno and returned home to Oceanside. It was then that she remembered a moment from when she was 13-years-old.“My mom took me to work with her in the tomato fields,” Alfaro said. “And I remember she told me, ‘This is our life. The only people who have a good life are the people who have a good education.’”Alfaro was born in Fresno but spent most of her elementary years in Tijuana, Mexico. When she was 13, she and her family moved to Oceanside. Her parents got jobs as farm workers. They never received a formal education. “They don’t know how to read or write,” Alfaro said. All the signs pointed toward her repeating that cycle. But Alfaro was not going to let that happen. “I did it for my son,” she said. Little Luis inspired her to finished high school through homeschool, and enroll in Junior College. The next step was Cal State San Marcos. Statistics show that only 2 percent of teen mothers finish college by the age of 30. But Alfaro pushed forward. “At first I thought I was being unrealistic, but I just started to keep going,” she said. But in 2012, Alfaro got a diagnosis that changed her life once again. “My son was diagnosed with cerebral palsy,” she said. The depression overcame her, and she dropped out of college. But again, she remembered that day at the tomato fields. “I had so many excuses to give up. But giving up was never an option,” Alfaro said. Five years later, she earned her bachelor's degree at CSU San Marcos. On Sunday, as if she has not accomplished enough, Alfaro will receive a Masters in Education from San Diego State University. She hopes to inspire students and her now 13-year-old son, to never give up. “My son represents a new generation,” Alfaro said. “He will have a better future. He will have more opportunities, and I will be there to tell him that it is possible. That he belongs. All those things I never heard myself.” 2454

SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198
