The Pennsylvania Supreme Court released new congressional district lines Monday, replacing the old Republican-drawn maps in time for the state's May primary.House Republican and Democratic operatives said Monday afternoon they are still analyzing the partisan makeup of the new districts.But in a swing state where Republicans hold 13 House seats to Democrats' five, the balance appears all but certain to tip in Democrats' direction.The biggest changes come in the Philadelphia suburbs, where three Republican-held seats -- Reps. The Kern County, California District Attorney's Office has decided not to file charges against a man who was on death row for more than two decades, setting him free.Lisa Green made the announcement on Tuesday, saying the case would be nearly impossible to retry in court. She said it would be very difficult to convince a jury beyond a reasonable doubt of Benavides' guilt.According to a decision released by the California Supreme Court last month, the convictions of Vicente Benavides in 1993 "were based on false evidence and that he received ineffective assistance of counsel."The decision also says that "false evidence was introduced at trial and that petitioner's convictions of substantive sexual offenses, special-circumstance findings, and judgment of death must be vacated."Benavides was convicted in 1993 of first-degree murder, rape and other charges. He was sentenced to life. He was serving his term on death row in San Quentin. It was asked that his murder conviction be reduced to second-degree murder. That was also thrown out. The judgment has been vacated entirely. The California Supreme Court cited multiple doctors who evaluated 21-month-old Consuelo Verdugo in November 1991 when she died. The baby was taken from the Delano Regional Medical Center to Kern Medical Center then eventually the UCLA Medical Center where she died November 25, 1991.Multiple reports were made by doctors who said based off the inability to insert a catheter, bruising found near Consuelo's genitalia and other factors, they believed she had been sexually assaulted.In the report put out by the California Supreme Court, many of those doctors then admitted later they were wrong in their initial assumptions and those issues "can instead be attributed to medical intervention," like multiple attempts at inserting a catheter.Speaking on behalf of Benavides’s post-conviction legal team after the conviction was lifted, the Habeas Corpus Resource Center’s Interim Executive Director, Michael J. Hersek said he and his team were pleased with today's decision. 2113

The lawyer for one of the women suing President Donald Trump for defamation is seeking recordings of "The Apprentice" from Metro-Goldwyn-Mayer.Former "Apprentice" contestant Summer Zervos filed a lawsuit against Trump in January 2017, in which she alleged that Trump defamed her in 2016 after she said he sexually assaulted her in 2007.Her lawyer, Mariann Wang, is also seeking hotel records from the Beverly Hills Hotel."We are gathering evidence that will prove that (the) defendant lied when he falsely denigrated Ms. Zervos and denied sexually assaulting her," Wang said.MGM owns the archives of "The Apprentice" and Wang wants the company to hand over all documents, video or audio that feature Zervos or Trump talking about Zervos and any recording in which Trump speaks of women in a sexual or inappropriate manner.Zervos' attorney also wants to depose an MGM representative to inquire about how recordings of "The Apprentice" are stored and maintained, who has access to them, and when if ever they were transferred or destroyed.The subpoena asks for "(a)ll video and audio recordings that include Donald J. Trump talking or commenting on the female candidates or female potential candidates of any season of The Apprentice in any sexual or inappropriate manner, including without limitation any statements or comments by Donald J. The pandemic has resulted in a major increase in donated items, so the selection at stores like Goodwill is better than ever before.Families that are trying to make ends meet are benefiting a lot from this surge in donations."It’s not just a little bit. It’s carloads of donations," said Goodwill store manager Sarah Guthrie. "It’s just been crazy. Donation after donation. The first weekend I was here, we did over 1,000 donations between Saturday and Sunday. It's about a car for every 12 seconds."Guthrie has been store manager at the Castle Rock, Colorado, Goodwill location for about a month and a half. She's seen the same thing just about every day since."Right now, our donation center starts at 10 a.m., but starting around 9:15 or so, we start getting cars in our line and a lot of times it’ll wrap all the way around the building and into the street," said Guthrie.They see car after car of people dropping off bags of things they no longer need."Spring cleaning has taken on a whole new meaning this year," said Goodwill Industries International CEO Steve Preston.He says this isn’t just unique to this one store. Donations are up across the country where stores are open, which means now is the time to go shopping for a bargain."That is the logical connection. So, when we get a lot of great donations coming in, it is a super time to hit the store because our category is called “Treasure Hunting”, category in retail, and there are just a ton of treasures in there because so many people have been bringing in those donations," said Preston.Some stores are seeing an increase of up to 50% in donations, and they’re having a hard time storing it in their stores."Many of our local stores are renting additional warehouse space. The man suspected of killing and wounding multiple people at Strasbourg's famed Christmas market was killed by French police, following a shoot-out not far from the scene of Tuesday's attack.Authorities announced Friday a fourth person had died as a result of being shot by the suspect, and 12 others are wounded.Cherif Chekatt, the 29-year old suspect, was shot dead on Thursday evening, two days after he first disappeared sparking a massive manhunt involving hundreds of police officers, soldiers and anti-terror specialists from three European countries.French Interior Minister Christophe Castaner said police recognized a man who looked like Chekatt walking on the street in Strasbourg's Neudorf district on Thursday night and approached him. He opened fire on officers when they tried to question him, he said.Police returned fire, killing the suspect, Castaner said."As I am speaking to you, I am thinking about the victims and the wounded. I am thinking of those close to them. I am thinking of Strasbourg and France that was hit by this terrible attack," Castaner said.On Thursday, Strasbourg police said the death toll from the attack had risen to three, after one person succumbed to their injuries. Another was declared dead Friday.Four people remain in serious condition with eight others suffering light injuries.The hunt prompted a curfew in the eastern French city near the German border and forced the country to raise its national security threat level to its highest status: "emergency terror attack."French prosecutors said the suspect shouted the Arabic phrase "Allahu Akbar," meaning "God is greatest," at the time of the attack."It's relief for the people of Strasbourg to know that the attacker has been killed," Strasbourg Mayor Roland Ries said, adding that the Christmas market would reopen on Friday.The French National Police thanked the public for their assistance in finding Chekatt."Thank you for your alerts which allowed us to find the wanted individual," the National Police said on Twitter.Earlier on Thursday, Paris prosecutor's office said that a fifth person was taken into custody in relation to the attack. "At this stage there are five people in custody," a spokesperson said.Authorities said Chekatt entered the perimeter of the market, one of the oldest in Europe, by the city's Corbeau Bridge and started shooting and stabbing passers-by on the Rue des Orfevres around 8 p.m., when many were in the middle of their Christmas shopping.Anti-terror police flooded the market and tried to arrest the suspected gunman. He exchanged fire with security forces, suffering an injury to his arm. The suspected gunman then jumped into a taxi and fled the scene, Heitz said.On Thursday, French police evacuated buildings and cordoned off the area close to where Chekatt had fled. The gunman's father, mother and two brothers were also questioned by police, a source close to the investigation told CNN.Checkatt was already known to security services as a possible threat, police said. He has an extensive criminal background that includes 27 convictions in France, Germany and Switzerland, mostly for acts of robbery and violence.A spokeswoman for the Swiss Federal Police, Cathy Maret, said Chekatt was well known to authorities there, having been arrested and convicted several times in Switzerland for crimes such as break-ins, theft and violence. He was not on their radar as a radical Islamist or for narcotics violations, she said.In 2017, he was deported from Germany to France after the Interior Ministry in the German state of Baden-Wuerttemberg confirmed he had been convicted of break-ins and serious theft in 2016 and spent time in a German prison. The German Federal Criminal Office said the suspect was not known in Germany as a radical Islamist.However, Chekatt was known to French prison officials for being radicalized and for his proselytizing behavior in detention in 2015, Paris prosecutor Heitz said, adding that he had been incarcerated multiple times.He was also on a French watch list called a "Fiche S" surveillance file. The "Fiche S" is a French terror and radicalization watch list that includes thousands of people, some of whom are under active surveillance, meaning they are on law enforcement's radar.Hours before the attack, French gendarmes tried to bring Chekatt in for questioning but found he wasn't home, a spokesperson for France's National Police told CNN earlier this week, without providing further details.Chekatt was born in Strasbourg, according to CNN affiliate BFM. 4554
