BEIJING, Oct. 19 (Xinhua) -- An Economic Cooperation Framework Agreement (ECFA) could make the Chinese mainland and Taiwan complement each other and achieve the best win-win results, Yao Jian, spokesman of the Ministry of Commerce (MOC), said here Monday.     "The ECFA could enhance the well-being of the people across the Taiwan Straits," Yao said in a statement on the ministry's website.     He added that with increasingly strengthened cross-Straits economic cooperation, the signing of the ECFA should be in line with the development of the cross-Straits relationship and the characteristics of the mainland-Taiwan economic and trade cooperation.     The ECFA would help reduce trade barriers gradually and bring positive effects to the economies, trade and most industries across the Straits, according to a latest research report completed by the academy of international trade and economic cooperation under the MOC.     Official figures revealed that the combined cross-Straits trade volume stood at 129.22 billion U.S. dollars in 2008.

BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. URUMQI, Dec. 6 (Xinhua) -- A railway became operational Sunday in west China's Xinjiang Autonomous Region, which is expected to boost the transportation from China to central Asia and Europe, said local railway authorities.     The railway, called Second Urumqi-Jinghe Line, runs 381.5 km and links the region's capital Urumqi and Jinghe county. It has a designed transportation capacity of 67.1 million tonnes, which is expected to grow up to 91.7 million tonnes in the future. With a designed speed of 120 km per hour, the railway cost 2.77 billion yuan, according to a statement from Xinjiang Railway Bureau.     Jinghe is linked to Horgos and Alataw Pass, ports on the China-Kazakhstan border, by two other railways. One starts from Jinghe and ends at Horgos. The other runs from Urumqi through Jinghe to Alataw Pass.     The launch of the new railway would greatly enhance China's transportation capacity to Kazakhstan and further into other countries in central Asia and Europe, the statement said.
