RANCHO BERNARDO (KGTV)- A coyote with piping trapped around her neck is still suffering, much to the chagrin of neighbors and animal rescue organizations.Katie Ryan first noticed the mother coyote was in trouble April 15th. She has an outdoor camera that captures her side yard in the overnight hours and, prior to this, she's seen lots of animals travel through."We moved in a little over 3 1/2 years ago, and we had no idea that we were moving onto a pathway for all types of wildlife. We've had a raccoon on a nightly basis recently, one of my neighbors had deer, we've seen roadrunners," she said.Katie's worked tirelessly, monitoring the coyote from her window and calling organizations to get help. "[I'm] making sure she's safe and that no one's out trying to injure her more than she already is," she said.The Fund for Wildlife Animal Center, based in Ramona, brought out a large trap, filled it with bait, but the raccoons got to it before they could trap the coyote.Katie had them remove the trap last weekend after a week of no luck. Her hope is another rescue group will be able to trap the coyote Monday night."I want it humane, I don't want, I did talk with some people who... I was not happy with their trapping ideas because she's already in such bad condition," she said.Katie has grown so invested in the animal, she and her husband came up with a name for her, "because of the tubing around her neck, my husband and I were just joking around about it and we just said it reminds us, she looks like a turtle. So we called her Myrtle the Turtle."As time goes on, the situation becomes more desperate. Katie's pictures show how thin Myrtle's become over the past month and she's worried about Myrtle's pups."She's very cut up and could be septic at this point and I noticed she's starting to have problems with her hind legs and her hips," Katie said. "Just watching her try to move from A to B, is painful, it really actually gives me physical and mental pain to see her in that kind of distress."PETA has gotten involved, saying they want to help. The Fund for Wildlife Animal Center says they have room and experts ready to help once Myrtle's caught.If you find a wild animal, you are advised to not approach it, touch it or feed it, contact animal rescue personnel. 2343

RANCHO CORDOVA, Calif. (AP) — Gov. Gavin Newsom says he wants a Southern California county to reimpose stay-home orders amid a surge in positive coronavirus tests there and through much of the state. Imperial County, with a population of 175,000 people on the state’s border with Mexico, has been the slowest in the state to reopen. "Some counties, like Imperial, haven't been able to move into that attestation process, because they can't meet that criteria," Newsom said of the county's struggle to reopen. "We reserve the right to toggle back if we don't see movement at the local level."Newsom said the state is working with the county to send additional resources to help local officials address coronavirus cases. Despite this, the governor said interventions are not making enough of an impact, leading to reinstituting the stay-at-home order.The county's positivity rate has averaged 23% in the last week, compared with 5.7 % percent statewide. Newsom said there is also a need to decompress the county's hospital system, which other counties have helped do by accepting patients."I just sent 76 ventilators down to Imperial County. We are in the midst of the first wave of this pandemic. We are not out of the first wave. This disease does not take a summer vacation," Newsom said. (AP) — A Kentucky couple who refused to sign a self-isolation order when one tested positive for the coronavirus said they were placed under house arrest.Elizabeth Linscott of Radcliff told news outlets she was tested July 11 for COVID-19 because she wanted to visit her grandparents and received a positive result the next day. Linscott said the health department emailed her a form to sign that said she would check in daily, self isolate and let officials know if she has to be treated at the hospital.The form said the isolation order is to “prevent the introduction, transmission and spread of the 2019 novel coronavirus in this state.”Linscott said she declined to sign because of one sentence: “I will not travel by any public, commercial or health care conveyance such as ambulance, bus, taxi, airplane, train or boat without the prior approval of the Department of Public Health.”“I could not comply to having to call the public health department prior if I had an emergency or I had to go pick something up for my child or myself as a necessity and could not wait,” Linscott said.When she declined to sign the form she said she was told the case would be escalated and on July 16, Linscott said she and her husband were placed under house arrest with ankle monitors.Hardin County Sheriff John Ward said his office was on hand to execute court documents from a Hardin County Circuit Court judge.
