SAN DIEGO (KGTV) - San Diego Police Chief David Nisleit gave an order for an internal investigation Thursday into a program email that reports to reward officers for making more narcotics arrests.Team 10 investigative reporter Jennifer Kastner spoke to a San Diego Police officer who blew the whistle on what he called an “unethical” program email sent out last Friday.“It’s a reward system. SAN DIEGO (KGTV) -- San Diego Police need help finding a man accused of burglarizing a boat and leaving behind a meth pipe and his own feces. The owner of the boat, Donnie Vachon, is still trying to pick up the pieces since it happened. He's out thousands of dollars due to damage and stolen property."Put it in perspective, it's just a boat, but it's our boat, it's our family's boat, it's my grand-babies boat," said Vachon.The theft happened in September and since then Vachon has heard of two more boat burglaries.He says the same off-brand soda can was left on both his boat and one of the others burglarized."It's kind of a heartbreaker, you wake up and go to work every day and here it sits," said Vachon, looking at the boat parked in the driveway.Detectives have not yet confirmed whether the burglaries are connected but are looking into it.If you have any information, contact Crime Stoppers. SAN DIEGO (KGTV) -- Residents in Sherman Heights are worried about a new homeless storage facility expected to open up in their neighborhood. The facility would reportedly go up on the corner of 20th and Commerical streets. It would have up to 1,000 individual storage bins. People in Sherman Heights say they don't want the facility to be an eyesore and were never consulted by the city. The facility would be similar to one that already exists on 16th Street. That facility provides lockers and storage bins for approximately 400 people. The facility is city-funded but run by the non-profit organization Think Dignity. The city is hosting a community forum about the storage facility on Friday from 6 p.m. to 7:30 p.m. at the Sherman Heights Community Center.  811

SAN DIEGO (KGTV) -- San Diego County needs to stay off the state watch list for two weeks straight for most schools to reopen in-person. But, some schools won’t have to wait that long.As of Friday afternoon, 56 elementary schools applied for a waiver through the county health department. If approved, it would allow them to bring students back on campus regardless of our status on the state watch list.The waiver is only open to schools serving K-6 students. Once applications are reviewed by the county they’ll be sent to Sacramento.“The state can give input or guidance,” said Supervisor Nathan Fletcher. “If we don’t hear back in three days then those will be approved.”Mt. Helix Academy in La Mesa submitted their application this week.“I’m hoping to hear back from the state and the county by next week.” Said Director, Mike Collins. “Our plan is to welcome students back on campus on Monday August 31st when we’re ready for those kids.”The school has been open for summer programs where they implemented new safety measures like masks, frequent cleaning, and social distancing.“I saw all the students had their masks on and I made a big deal, ‘Everyone has their masks on! We’re so happy!’” said Collins. “We really try to encourage our students.”For the wavier to get approved the county reviews each applicant’s proposed safety plan. SAN DIEGO (KGTV) — San Diegans could be in store to begin receiving checks from the federal government in April, according to a proposal released Wednesday. The proposal, from Treasury Secretary Steve Mnuchin, is part of a plan to stimulate the economy as the coronavirus outbreak continues to lead the nation toward a recession. The checks, which could be upwards of ,000 or more, could come in April and May. The money could help San Diego workers who are seeing their hours reduced or jobs eliminated get by while efforts continue to flatten the curve.
