SAN DIEGO (KGTV) -- On Tuesday, county leaders, along with first responders and behavioral health experts, launched a new program named after a CAL Fire captain who died by suicide in 2017.The Fire Captain Ryan J. Mitchell First Responders Behavioral Health Support Program provides a confidential 24-7 helpline for any local first responder. The helpline is staffed by former and current first responders. The program also connects first responders to local behavioral health resources and substance abuse services.CAL Fire Captain Ryan Mitchell died by suicide on November 7, 2017, at the Interstate 8 Pine Valley bridge.“He loved the acts of fighting fires,” said his widow Denelle Mitchell, in an interview with ABC 10News in October 2019.She also spoke about the difficult days. “What comes with that is a lot of hard work, a lot of hours away from your home and your family and your friends,” she said.Ryan’s father, William Mitchell, became a fire chaplain after his son’s death. While he’s heartbroken his son is no longer with them, he is proud of the legacy he is leaving behind.“Heartbreak and pride are strange bedfellows,” William Mitchell said. “It's hard to process that sometimes. We were always and will continue to be very proud of our son.”Supervisor Nathan Fletcher introduced the policy to create and fund the program in September 2019. He told ABC 10News it cost roughly 0,000 to launch with subsequent costs as the program continues.Fletcher spoke about the trauma that first responders face on the job. “At a time where it feels like no one will sacrifice for anyone, we have a group of individuals who are willing to sacrifice their own safety. They’re willing to sacrifice their own life in an effort to protect us," he said.William Mitchell is one of three Advisory Committee members for the new program. He knows the need is there and encourages all first responders to utilize the new helpline.“The need hit our family like a storm that’s never going to relent,” he said.According to Blue H.E.L.P., 228 current and former law enforcement officers died by suicide in 2019, which is higher than the previous year. The Firefighter Behavioral Health Alliance said 82 firefighters, 24 EMS personnel, and one dispatcher have died by suicide so far this year. SAN DIEGO (KGTV) -- More than a dozen men were arrested after Border Patrol says they tried to enter the US illegally by boat Monday morning. According to Border patrol, the first incident began around 12:30 a.m. Monday when the US Coast Guard spotted a 23-foot-long vessel with four men onboard roughly six miles off the coast of Mission Bay. All the men, who were determined to be Mexican nationals, were taken into custody for entering the US illegally. Around 3:30 a.m. Monday, the Coast Guard found a small panga-style boat off the Imperial Beach pier with nine men onboard. The nine people aboard the boat admitted to being Mexican nationals and were all taken into custody, according to the agency. 714

SAN DIEGO (KGTV) — Neighbors woke up to find disturbing graffiti in their Hillcrest neighborhood.For Lauren Matley, it was hard to hold back tears, as she scraped away the red paint on her car window. This was just one of many vehicles that were painted on along 6th Avenue in Hillcrest. Someone also painted on the side of houses and on a garage.Doctor Barry Kaplan was walking his dog when he noticed the graffiti and he called police. "Several of my grandparents died in the Holocaust. So, for me to see this, this reminds me of Nazi Germany. It’s very offensive," Kaplan said.Though Matley doesn’t know if this was a random act or meant to be antisemitic, she says it hits too close to home being a member of the Jewish community."You wake up and this is what you look forward to? The black community would look forward to? The Jewish community would look forward to? The Muslim community looks forward to?" Matley said.Police say after the reports are written this case will be handed to an investigator. SAN DIEGO (KGTV) - Police have confirmed that the 19-year-old woman shot near Sunset Cliffs Thursday morning was targeted. Police told 10News they received a call at about 7:10 a.m. from a person who spotted a bleeding woman lying on a staircase next to the beach off Ladera Street, near Sunset Cliffs Boulevard.Responding officers arrived and found the woman with multiple gunshot wounds.The 19-year-old was taken to UC San Diego Medical Center. Police said Thursday afternoon that the woman is in stable condition and was able to tell police she had no idea what happened.Police said they do not have any information on a suspected shooter at this time.Police told 10News they have not been able to find anyone who heard gunshots or saw what might have happened. 792

SAN DIEGO (KGTV) - Nearly 300 goats are munching away at brush on and around Cuyamaca College.The college contracted with Environmental Land Management and its goats to help with fire mitigation.A preserve surrounds the 165-acre campus. The goats and ELM staff and machinery will clear about 50 acres of brush in six to eight weeks. The goats are estimated to do 65 percent of the clearing work.Julianna Barnes, the President of Cuyamaca College, says the goats are a way to be pro-active during the fire season.“Usually we bring out an all-human crew with heavy machinery,” Barnes said, “but it’s actually 20 percent the cost of bringing in an all-human crew. And it’s more environmentally sound.”The goats will eat 7- to 10-percent of their body weight. Also, goats do not re-seed plant life in their excrement, according to the college.“We have a lot of non-native plants, and they’re highly flammable,” Barnes said, “(The goats) love to eat, and they love these non- native plants.” 994
