SAN DIEGO (KGTV) - A two-year-old girl found strapped to the chest of an immigrant teenager is in the custody of Immigrations and Customs Enforcement officials, the U.S. Border Patrol said Monday.The girl was part of a group of six undocumented immigrants found traveling near Campo Nov. 27, officials said.The 17-year-old boy who was carrying the girl said she had been with her mother the previous night, but the mother became tired and asked the teen to hold her daughter. When the group separated, he could not locate the mother, he told Border Patrol officials.Authorities are trying to reunite the girl with her mother.The U.S. Border Patrol said it maintains a high level of vigilance in border zones to prevent the smuggling of humans, drugs, and other contraband. 780

SAN DIEGO (KGTV) - After seven years of demanding that their death and disability benefits be restored, San Diego City Firefighters finally had their voices heard after the City Council voted unanimously to bring the benefits back.The council made the decision less than five minutes after the firefighters arrived at City Hall and was met with a standing ovation.The benefits were eliminated after the passing of Proposition B, so all firefighters hired after 2012, about 350, never received them."All other firefighters across the state and most across the country have a defined death-and-disability if killed or permanently disabled in the line of duty, they have a pension, and they have pay parity," said Jesse Connor, president of the firefighters union.The benefits provide city employees injured in the line of duty and unable to continue work 50 percent of their base salary until death. For those killed in the line of duty, the money would go to their spouse.After lengthy back and forth talks between the city's firefighters union and the city's labor negotiators, an agreement was made.But, in that time, the union says it had trouble with recruitment and retention, leading to countless hours of overtime as firefighters continued to serve the community every day and hour of the week.Now, they say they are feeling thankful that all firefighters will have equal benefits."It's amazing," said 17-year veteran of the city's fire department, Tony Tosca. "The word 'unity' comes to mind. We're all equally happy for the same benefits, and moving forward it's a great thing to know that everyone coming on we're all gonna have that same equal benefit." 1671

SAN DIEGO (KGTV) — A Sorrento Valley company is working to create an implant that will help people kick their addiction to both opioids and alcohol.BioCorRx, based in Orange County, is developing the implant. They chose San Diego-based Irisys Therapeutics to help them build it."It’s not going to fix the opioid crisis," says BioCorRx CEO Brady Granier. "But it’s going to be another tool in a tool chest of those people looking for another solution and one that will help them get through the cravings."The implant uses Naltrexone, a drug already approved by the FDA as an every-day pill or a once-per-month shot. Naltrexone blocks receptors in the brain so that opioids or alcohol won't have any effect on people who use them. It also helps curb cravings."As long as it’s blocking the receptor, the opioids come in, and they can’t engage with that receptor to give you the euphoria or the respiratory depression that leads to overdose," says Granier. "It’s protecting you."Granier says creating an implant that lasts three months will make it more likely that people will be able to beat their addition. The implant, named BICX102, would be implanted into a person's stomach fat and dissolve slowly over three months."The goal is to give someone a longer period of time to address those issues without the intrusive cravings coming in," he says. "A lot of behavioral changes can take place in 90 days that you can’t do in 30."Granier's company just received a .7 million grant from the National Institute on Drug Abuse. It will last two years, which Granier says will fund the research through the development of the implant and some early testing.He's hoping to start human testing by 2020.Granier says implants like the one he is hoping to create are already available in other countries. But the FDA has yet to approve one in the US, where standards are more strict."The first pellet you make needs to be exactly the same as the 10,000th," he says. "It has to be a precise process."It's personal for Granier, who has family members with addiction in their past. He also worked as a nurse before starting his company. SAN DIEGO (KGTV) — Ahead of the Halloween weekend, San Diego State University is issuing a stay-at-home advisory for all students.The college said following the CDC's discouragement from participating in Halloween or social events where physical distancing cannot be done, as well as San Diego County's recommendation to avoid similar gatherings, a temporary advisory for students will go into effect from Friday, Oct. 23, at 6 p.m. through Monday, Nov. 2, at 6 a.m.Under the advisory, students are encouraged to stay home unless for an essential need.The university says it will continue to enforce the campus' COVID-19 policies against large gatherings off-campus, including recent reports of social events in the College Area that have drawn dozens of students together without physical distancing or mask wearing. Since Aug. 24, nearly 900 notices of alleged violations of the campus' COVID-19 policy have been issued."It takes only one person, even one who is asymptomatic, to create a public health risk. SAN DIEGO (KGTV) — After the polls close on Election Night, ABC News and the other major networks will start projecting winners and “calling” races, in some cases well before the official vote counts are finalized.They’ll do it by relying on data from a New Jersey-based company called Edison Research.Edison provides exit polls, survey data, and vote counts for ABC, NBC, CBS and CNN. The company has provided data for this group of networks, known as the National Election Pool, since 2004.“We know what we're doing is really, really important,” said the company’s president Larry Rosin.In certain races, networks will project a winner shortly after the polls close, sometimes before state election officials report any official vote totals. Such a projection is nicknamed an “insta-call” in the news business.Networks only make insta-calls in races where Edison’s exit polls and telephone surveys in the days leading up to the election show a decisive winner, Rosin said.ABC News only issues a projection when statistical models overseen by a team of mathematicians and elections experts show a winner with 99.5 percent confidence.Each network has its own team of experts that crunch Edison’s numbers. Fox News makes projections based on data provided by the Associated Press.When a race is close, the network decision teams turn to more complicated math.“It’s a matter of looking at that historical vote all the way down to the precinct or county level and comparing how the vote is coming in, in that state up to that point,” said Rosin.On Election Night, Edison has thousands of employees fanned out in virtually every county across the nation, monitoring the vote count as it comes in and manually reporting the totals when necessary. There are other employees whose job is to check the numbers for accuracy.Edison’s data helps networks understand how preliminary vote totals compare to the way regions voted in the past, which is an important metric in an election forecast.“If every precinct was just a little bit more Republican than it had been four years ago, you have a good sense that all the other precincts that are similar will likely be a little more Republican, and the Republican will do a little better than four years ago,” Rosin said as an example.Using those kinds of trends, the networks then forecast how many ballots are still left to be counted, and what kind of ballots those are -- either in-person early votes, in-person votes on Election Day, or mail-in votes.At that point it comes down to a formula, comparing the known reported votes to the outstanding votes a candidate is likely to gain.“It’s a very high pressure project, but I’m proud to say that no network has made an incorrect call since the 2004 cycle,” which was Edison’s first year providing election data to the networks, Rosin said.The company started doing this after the debacle in 2000, when networks incorrectly called the race in Florida between George W. Bush and Al Gore. Rosin said a lot of things have changed since then.“The pressure to make calls correctly really superseded the pressure to call quickly,” he said.This year could be a challenging one to forecast, Rosin said, with so many more mail-in ballots because of the pandemic. Mail-in ballots take longer to process because election workers have to compare the signature on the mail-in ballot against the signature a voter has on file.For that reason, Rosin said it may take a while for the networks to call races in certain key battleground states that start their counting process late, like Pennsylvania and Michigan. 3594
