The victim was unlocking his vehicle when an unknown Hispanic male walked up behind him and placed a "cold, metal object" against the back of his head.The suspect demanded the keys to the vehicle in Spanish and the victim complied. People all across San Diego are breaking the law to ease parking problems in congested neighborhoods. They're either painting over red curbs to add spaces, or they're adding red paint to the curbs near their driveways to keep people from blocking them in.Either way, it's illegal and the city deals with hundreds of complaints each year on its Get it Done website and app. City officials say it's most common in neighborhoods like Hillcrest, Pacific Beach and North Park, where the population is dense, and parking spots are at a premium.San Diego Municipal Code 82.14 says "No person shall paint or otherwise mark any curb, sidewalk or street surface without first complying with the requirements of this code." Although city officials say it's tough to enforce because it's hard to prove who painted the curb. The San Diego Police Department wasn't able to provide 10News with details on what the penalties could be.An SDPD Spokesman did say anyone who gets a ticket for parking in a red zone that may be illegal can appeal the citation here.In 2017, the city dealt with 222 reports of illegally painted curbs on the Get it Done website. They try to respond to all of them. Already in 2018, there have been more than a dozen. (KGTV) - A Pine Valley restaurant owner is defying San Diego County orders to move his restaurant outside, saying he will continue to ignore the purple tier rules to keep his business afloat.When it was announced that San Diego County would move into the more restrictive purple tier, Major’s Diner owner Larry McNamer told ABC 10News he had plans to stay open inside, even though all restaurants are required to move outside completely. He stayed true to his word, operating indoors, saying he still follows social distancing practices, but needs the inside space because his restaurant is only open for breakfast and lunch, and the winter months bring temperatures in the 30s for the mountain community.“They’re saying they wanted us back outside and we said no absolutely not, not going to do it,” said McNamer.RELATED: "We are over it." (KGTV) — San Diego Sheriff's deputies are searching for an 81-year-old at-risk man who disappeared Sunday.SDSO said Kenneth Zimmerman was last seen leaving his Descanso-area home to get the newspaper but did not return. Zimmerman suffers from Alzheimer's disease and high blood pressure.He reportedly did not take his blood pressure medication Sunday morning and is not believed to have the medicine with him. He also doesn't own a cell phone.Zimmerman as last seen driving towards Highway 79 from Viejas Boulevard at about 12:30 p.m. Sunday. He was driving a gold 2006 Toyota Tundra single cab with the CA license plate 8E41946. The truck has a black toolbox in the bed.He is described as a white male, 6-feet 2-inches tall, 190 pounds, and has white hair and blue eyes.
