SANTEE, Calif. (KGTV) – Two teenaged girls had a frightening encounter with a stranger the parking lot Sportsplex USA Santee Thursday night.“He’s lucky I didn't walk out to minutes earlier,” Beau Branton said. His 14-year-old daughter was one of the girls involved.Branton plays in an adult softball league. Their game finished around 11 p.m. His daughter and her 13-year-old friend were there. After the game, they went to the pickup truck to get warm, while Branton finished up on the field.That’s when a man came over to the teens sitting in the car.“They saw him coming over and when they saw him coming over, they freaked out and locked it," Branton said. "He started yanking on the handle to get in.  When he realized he couldn't get in, he just stood there and didn't say anything, just a blank stare.”After a few seconds, the man seemed to give up and leave.“(My daughter) got out to come get me,” Branton said. “She came out from the truck, and towards the Sportsplex, that’s when (the stranger) came from behind a car and started chasing her.”His daughter got back into the truck in time to watch the man drive away.“He had a hoodie on, backpack,” he said, “cleanly shaven, he had two shaven notches on his eyebrows.  They watched him get into a red minivan and drive away.”San Diego Sheriff's Department said the suspect is described as a Hispanic man in his early 30s, about 5-feet 9-inches tall, and weighing about 170 pounds. He reportedly has short brown hair.He also had two shaved lines through his right eyebrow.The suspect reportedly fled in an early 2000's model, dark, red minivan with faded paint and a sticker on the back window.Deputies are working with the girls to create a sketch of the suspect and are asking any other witnesses to come forward.Lt. Chris Steffen says they are not yet sure of the man's intentions and that he might not have known the girls were in the car. (CNS) - Orange County supervisors Tuesday voted to declare Aug. 24 as Kobe Bryant Day.Bryant was born on Aug. 23 and wore the number 24 in his playing days, said Orange County Board Chairwoman Michelle Steel, explaining why she settled on Aug. 24 as the date to honor the former Lakers great who died Jan. 26 in a helicopter crash that also killed his daughter and seven others.Bryant also wore the number 8 during his first several seasons in the NBA.Steel said Bryant, who lived in Newport Beach, was a "treasured member of our community," who "inspired so many men and women to pursue their dreams and never give up."Supervisor Don Wagner, in an apparent reference to Bryant's 2003 sexual assault civil case in Colorado, which Bryant ultimately settled, said the former NBA star had his ups and downs in his lifetime."Kobe Bryant's life, like each one of us who ever lived, presents moments to celebrate and to condemn," Wagner said. SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. (AP) — An active-duty U.S. Air Force sergeant accused of killing a Northern California sheriff’s deputy in an ambush-style attack was a leader for a military base’s elite security force. Officials said Monday that Staff Sgt. Steven Carrillo was a team leader for the Phoenix Ravens that protects airfields at Travis Air Force Base. Carrillo has been arrested on suspicion of fatally shooting Santa Cruz sheriff’s sergeant Damon Gutzwiller on Saturday afternoon in Ben Lomond, an unincorporated area near Santa Cruz.
