Three Denver police officers have been suspended after three separate incidents this year of arrestees being forgotten in temporary holding cells overnight. Policy requires desk officers to check on people detained in holding cells every 30 minutes and to notify a supervisor if someone has been held there for more than an hour. "I was looking in the camera, I was [saying] 'Can anybody help me?' And then, nobody."The desk officer who was supposed to check on Ugalde admitted he failed to notice she was there because he was wrapped up in reading a book, titled "Emotional Intelligence 2.0."He served a three-day suspension and is back on the job.The seemingly strange scenario played out twice more this year, and the police department is weighing policy changes to prevent it from happening again. "It should not have occurred," said Jess Vigil, deputy director of the Denver Department of Safety. "It doesn’t sit well with me and it doesn’t sit well with the department.”"I cried a lot"Victoria Ugalde had her driver's license revoked after a DUI arrest in 2003. She said she quit drinking after that arrest. In 2013, a police officer caught her driving with her license still revoked and cited her. "But no matter how much you like something, consuming something different ... increases the enjoyment of what you consumed before."Chernev says it's a neat marketing ploy: Although a specialty item may be exciting on its own, it can also remind consumers how much they like the basics.Seasonal offerings can also give brands a chance to test a new product. When Starbucks announced the return of the Pumpkin Spice Latte this year, it also unveiled the Teavana Pumpkin Spice Chai Tea Latte.And Chernev pointed out that seasonal menu items mean brands have something new to talk about every quarter.Starbucks says that's part of the rationale behind its seasonal drinks"We strive to provide our customers with unique, seasonal offerings to celebrate each season, and customer response has been extremely positive to that," a company spokesman said.Related: Hey, latte fans: Maple is having a moment this fallThere are some basic supply-and-demand economics behind limited-time releases too: Scarcity can build hype."It's a way to create excitement for the menu," said R.J. Hottovy, a consumer strategist for Morningstar.Items that might be popular for a few months probably wouldn't generate enough year-round demand.For example, when the McRib debuted in 1981, it was a dud. McDonald's pulled it from its menu four years later. Though it never achieved nationwide success, there were parts of the country where the McRib generated a solid enough fan base to bring it back every now and then."There's a lot of mystery around why the McRib comes and goes, but to be honest it's a local option based on consumer demand," a McDonald's spokesman said.The McRib works very well in the Midwest, but doesn't necessarily work as well in the coastal areas, Hottovy noted. That's why it makes sense to restrict the amount of McRibs that go on sale.Hottovy explained that sales typically rise for a short time when companies unveil seasonal items. But after a few weeks, that demand drops off after the core fans of the limited time product are satisfied.So enjoy your Pumpkin Spice Latte while it lasts. Tourism spending in Oceanside set a record in 2017, with visitors shelling out 1 million last year.The new numbers, from a study by Dean Runyon Associates, were announced at the city's 8th annual Tourist Summit."It’s an exciting time in Oceanside," says Visit Oceanside CEO Leslee Gaul. "We’re really going through renaissance here."The city has had seven straight years of growth in tourist spending. The numbers in 2017 were 10.1% higher than 2016. Employment in the industry is also growing steadily. Tourism supports more than 3,300 jobs in Oceanside, and jobs in that sector have had averaged a 5.1% increase since 2010.Tourists spent 0 million on hotel rooms in 2017. That's up 11% from the year before, and it's twice the amount they spent in 2010. That gave the city  million in Transient Occupancy Taxes, money that goes directly into the city's general fund to pay for city services, infrastructure, parks and more.Gaul thinks more people are coming to Oceanside because the city offers a more laid-back version of the Southern California lifestyle."We’re still one of the classics, Southern California beach communities," she says. "We really have what appeals to visitors today. They’re looking for that local, authentic experience and I think being slow to grow over the past few years has really been a benefit to our community."Local business owners say the increase in tourists is helping them expand as well. Arthur Escobar owns Oceanside Boat Rentals. He says business is so good, he's already bought two new boats for this summer season. He expects to buy two more by the end of the summer. He's also hiring 7 or 8 more employees for the season."This is a nice, friendly town," says Escobar. "There's no hustle and bustle, The beach here is incredible, three miles of big sandy beaches, you don’t get that most places."The study also showed a significant increase in spending at local restaurants. Gaul thinks that's part of what's fueling the city's renaissance. "There have been dozens of new restaurants opening in the last few years, and we have more on the horizon," she says.There are also more hotels planned, including a pair of new properties near the iconic Oceanside Pier. One will be a resort-style hotel with 226 rooms. The other is a boutique-style hotel that will have 160 rooms and incorporate a renovation of the Top Gun house.  2410
