PETERSBURG, Florida — Back in 2016, a dog owner received a note saying, "Shut your dog up or we will."Days later, Annabelle, a three-year-old brindle pitbull terrier mix, nearly died from kidney failure.The owner says the kidney failure was caused by wet dog food laced with Acetaminophen, known best as Tylenol, which is extremely toxic to dogs. Rob McCahan says he believes the contaminated food was tossed into his yard from the alley behind his home on 44th Avenue North in St. Pete.The dog found and ate the contaminated food before the owner realized there was a bag there at all.It happened again in March 2018, and this time, Annabelle died."She was the most lovable dog in the world," says McCahan, whose cell phone is filled with photos of his beloved dog, who he rescued from a local shelter.She died after several days in the animal hospital."These people are sick. I'm just kind of confused right now. Trying to figure out who did it," adds McCahan.The second poisoning coincided with a second note left on his door that read in part: "Shut him up. Your neighbors are tired of it."McCahan says Annabelle didn't bark too much and certainly didn't bark any more than his neighbors' dogs.Just a few houses down from McCahan's, on the 700 block of 44th Avenue NE in the North East Park community of St. Pete, another dog apparently died in the exact same manner.A brown bag with poisoned food was thrown into another yard, killing an otherwise perfectly-healthy 8-year-old golden retriever, according to the pet's owner.This pet owner shared her devastating experience on social media online with her neighbors, saying their dog died this past Monday, and wanted to warn others that someone was doing this."I'm afraid for animals," she writes, adding, "My family was devastated and are still recovering. Please be aware. We're upgrading security."St. Pete Police were out in the neighborhood again Friday trying to confirm this second report of a dog's death, but have not yet been able to.Another neighbor on the same 700 block of 44th Avenue NE tells ABC Action News that his cat was found hanged about 8 months ago.  A woman who lives on nearby 43rd Avenue NE tells St. Pete Police that she has received similarly-threatening letters recently, but her pets are doing okay. Something rare happened today in Washington. A bipartisan bill was signed into law. The Great American Outdoors Act is the culmination of years of environmental and conservation negotiations. WHAT IT DOESThe first thing this legislation does is create a funding stream to improve National Parks in this country. While visitors have increased 50 percent since 1980, funding has not and it has created a maintenance backlog. Currently, there are around billion dollars worth of repairs needed in America's National Parks. The Great American Outdoors Act sends around billion over the next five years to improve maintenance. PROJECTS EXPECTEDIn Colorado, it means Rocky Mountain National Park will get improved sewage systems; in Montana, Glacier National Park will upgrade their camp grounds; in Arizona, the Grand Canyon will get drinking water pipelines fixed; in the Everglades of Florida, storm-damaged buildings can be repaired; and at Shenandoah National Park in Virginia, 100-year-old trail heads will be updated with better parking lots and easier entrances. LAND AND WATER CONSERVATION FUNDApart from improving the maintenance in America's National Parks, the legislation also, for the first, permanently funds the Land and Water Conservation Fund. Some of the things you buy on eBay or Amazon could be going up in price, but President Donald Trump argues it will be better for American business.President Trump plans to withdraw from an old postal agreement that has allowed Chinese companies to ship small packages to the United States at a discounted price, often cheaper than what it costs for Americans to send things.“Products coming in from China, for instance, can come all the way from Shanghai to L.A. and have to pay a lower cost than if you or I wanted to ship a product across the street,” says Linda Dempsey, the VP of international economic affairs at the National Association of Manufacturers.The National Association of Manufacturers says the move will only impact smaller items, say for example, yoga pants on eBay. This particular example only costs a dollar, plus there’s no charge for shipping, although they’re coming from China. But, while you might not pay for shipping on this particular order, you’re paying for it in other ways you might not know about.“We might not see it in that package, say of yoga pants that's being shipped, but we're paying the subsidy through taxpayer dollars,” explains Dempsey. “We're paying for it as consumers when we go to the postal service and send a small package. We're paying higher rates for that because the postal service is being forced to subsidize these foreign shippers into the United States.”Critics also argue the cheaper rates hurt American businesses, and the president's proposal could help keep or create jobs in the United States.“It gives manufactures a fair chance at competing in the U.S. systems,” says Dempsey.While prices might go up for some products, there could be an upside for consumers.“We'll see how much those packages go up in terms of the foreign packages coming in,” Dempsey says. “We'll also be looking to see if the package prices for U.S. shipments will be going down.” 1925
