NANNING, April 3 (Xinhua) -- The government of south China's Guangxi Zhuang Autonomous Region issued a fire ban Saturday ahead of the upcoming Tomb-sweeping Day, in a bid to prevent forest fires against the backdrop of a prolonged drought.According to the ban, tomb-goers are forbidden to burn paper money or incenses and to set off fireworks in forest zones from April 3 to 17.They are also banned from burning straws, leaves, charcoal and others in forest zones.Violators will be fined or even detained and prosecuted, according to the ban.As of Wednesday, the drought, which began in southwestern China last year, has left 19.4 million people with water shortages and affected 6.48 million hectares of farmland in Yunnan, Guizhou, Sichuan, Guangxi and Chongqing, according to the State Flood Control and Drought Relief Headquarters.It is a tradition for Chinese to visit family graves during the Qingming or Tomb-sweeping Day, which falls on April 5 this year. BEIJING, April 7 (Xinhua) -- Chinese Vice Premier Li Keqiang urged the boosting of efforts to prevent and control the hand-foot-mouth disease (HFMD) nationwide as the illness re-emerges in parts of the country."Spring and summer is a peak period for infectious diseases. Currently, preventing and controlling various infectious diseases such as the hand-foot-mouth disease is a key task," Li said Wednesday at a meeting on a nationwide health campaign.At least five children died of HFMD and another 9,863 cases have been reported in central China's Henan Province as of March 23. The local government has asked kindergartens and schools across the province to step up health checks of children.Li urged the acceleration of research into vaccines and drugs for the disease and a focus on prevention and control work in rural areas for the most vulnerable groups.HFMD is a common illness mainly affecting children under the age of 10. It usually starts with a slight fever which is followed by blisters and ulcers in the mouth and rashes on the hands and feet. GENEVA, April 20 (Xinhua) -- China on Tuesday asked the World Trade Organization to set up an expert panel to rule whether the European Union's antidumping duties on Chinese-made footwear violates global trade regulations.At a meeting of the WTO's Dispute Settlement Body, the Chinese delegation reiterated that the EU's antidumping measure was inconsistent with related WTO agreements and it impaired China's benefits."China requests the DSB to establish a panel to ensure the protection of China's legitimate rights and benefits under the WTO agreements," the delegation said in a statement.The delegation said that it was taking the action after the latest consultations with the EU on March 31 failed to resolve China's concerns and "no mutually satisfactory solution could be reached."The delegation's statement also urged the 27-nation bloc to bring its legislation in line with WTO agrements and "to terminate the measure on Chinese footwear on account of their inconsistency with WTO rules."The EU said it regretted the step take by China and blocked the panel request. But according to the WTO's dispute settlement procedures, a panel request can be blocked only once, which means the panel would be established automatically if China makes a second request at a DSB meeting scheduled for next month.China first brought the dispute to the WTO on Feb. 4, which initiated a 60-day consultation period between the two sides.A panel request is the second step in the WTO's dispute settlement procedure following unsuccesful consultations in finding a resolution.
