SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. SAN DIEGO (KGTV) - A recently transformed motel in the Egger Highlands community is now housing homeless families during the pandemic.The city started plans to transform a former Super 8 motel into transitional housing to help people in a drug and alcohol diversion program, called S.M.A.R.T.However, the city officials say the pandemic created a more significant need to house homeless families. The Convention Center was turned into a temporary shelter during the pandemic, housing individuals from the city's bridge shelters. However, the environment was not appropriate for families, said Ashley Bailey, press secretary for Mayor Kevin Faulconer."The transitional housing facility here on Palm Avenue was finishing construction in May, so we identified it as a potential area to expand and offer more space for families," Bailey said. "Having this facility gives families and children a place to come in, be safe, be sanitary, and get connected to services so they can get on to a better life."Erikssa Martinez recently moved into the facility with her husband and three kids."It's set up like a big hotel room, its really nice, my kids are happy to be here," she said.Martinez says the Alpha Project helped get into the facility. They had been homeless since December and had been staying with relatives, or in motels. She says she and her husband have slept in their cars on some nights, after dropping off their kids with family members."We've been looking forward to is having some kind of stability, where we're not stuck in our car for hours waiting where we're going to have to a place to stay at," Martinez said.They also have access to more services, and Martinez hopes that her will be able to get into permanent housing soon.The city plans to still use the transformed motel as transitional housing for S.M.A.R.T. when the property is no longer needed to shelter homeless families during the pandemic. 1924

In terms of coronavirus, Villa Rancho Bernardo care center is among the hardest-hit senior care facilities in the county.In early May, Lani says her sister, Irene Branch, a longtime nursing assistant there, told her about all the sick calls, and repeated her insistence to keep working."She always has a big heart. If they are short, she always go to work," said Lani.Around the same time, Branch started to feel sick."Coughing a little bit, no appetite and a short fever," said Lani.Her symptoms quickly got worse and a few days later, Lani got a frightening call from her sister. "She had shortness of breath, so I told her to call 911," said Lani.She did, and a day later in the ICU, Branch was on a ventilator. She received donated plasma containing COVID-19 antibodies, but her condition has deteriorated. Kidney failure has led to ongoing dialysis."I pray. Our family is praying a lot. Every one is praying for her," said Lani.Lani says doctors recently removed her from a medically induced coma, but she remains comatose. "She can't wake up. That's the problem. She's not waking up ... It's hard. I can't accept it right now," said Lani.Unable to visit her sister because of COVID-19 restrictions, Lani recently talked to Branch via Facetime while a hospital worker held up a phone."Telling her we are here to support her. Letting her know we are not abandoning her ... I am very hopeful. I will not give up," said Lani.
