(KGTV) — La Mesa Police are looking into a harassment claims after a disturbing video captured outside a local business circulated online.Police said they were aware of reports regarding Peter's Men Apparel, a local men's clothing retailer on La Mesa Blvd. Police told 10News they've received at least two crime reports — one for battery and one for lewd act in public — in regards to separate incidents at the store on Saturday, Jan. 18.The video that sparked outrage appeared to show a man sitting outside the store with his hands up a woman's shirt, according to the original post's caption. 618

LA JOLLA, Calif. (KGTV) — La Jolla's Children's Pool has closed for the season to make way for seal pupping season on the beach's shore.The annual closure went into effect Sunday and will extend until May 15, 2020. During the closure, visitors will not be permitted to use the sheltered beach and, much like the rest of the year, be discouraged from getting too close to the seals.The closure is meant to give harbor seals a safe area to birth and wean their young for the season. Park rangers and lifeguards will monitor the beach to make sure both the public and seals are kept safe.RELATED:Coastal Commission approves permit to protect seals during pupping seasonChildren's Pool sea wall could be deteriorating faster, historical architect saysCity officials began closing the beach for pupping season in 2014, after environmental activists voiced concerns over the safety of young seals born and cared for at the Children's Pool. For years afterward, the city was tied up in litigation over the beach and ability to close it to the public. Critics argued the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June 2018, a state appeals court ruled in favor of the city and the ability to close the beach for the season. A year later, the California Coastal Commission renewed a 10-year permit to close the Children's Pool to human access during pupping season.Critics have threatened to take the matter to the state Supreme Court, but the matter hasn't moved that far as of yet.The Children's Pool was opened in 1932 as a space for inexperienced swimmers to enjoy the water safely behind a seawall. Seals started convening on the beach in the 1990s and have since used it for pupping season.The California Coastal Commission has said they believe the water is unsafe due to bacteria levels from the seals and their excrement and encourage visitors to find somewhere else to swim.Officials have also been forced to post signs warning visitors to keep their distance from seals year-round, as the animals could feel threatened if humans come to close to them or their young. 2122

LAKESIDE, Calif. (KGTV) - Scientists are using an autonomous underwater vehicle to help get purified wastewater to your faucets.  The remote-controlled sub operated by the Scripps Institution of Oceanography helps measure how the purified water mixes with the Lake Jennings reservoir water.It’s one of the state-required steps water officials need to take before purified wastewater from the Padre Dam Water District’s Advanced Water Purification System is introduced to homes through Helix Water District’s Lake Jennings and water treatment facility.“There’s that factor that it’s coming from a waste facility originally.  So, what happens if there’s some sort of failure that didn’t get caught? Well, now there’s a buffer. There’s a buffer. It will sit in the reservoir,” said Helix’s Director of Water Quality Brian Olney.If all goes as planned, Padre Dam will need to expand its Advanced Water Purification System and build a pipeline to deliver that water to Lake Jennings.  Olney said that could happen by 2023. 1045

(KGTV) - Eleven months of waiting and one month of planning led to the moment that brought everyone in the Mount Vernon Preschool classroom to tears.Private First Class in the Army National Guard Brian Salazar served his first deployment in Qatar. He's a combat engineer based out of National City. His wife Krystal painstakingly planned a reunion in their 4-year-old daughter's classroom, to surprise her. Brian's parents, among other family were inside too.His mother, Maria Salazar, said in Spanish she thought of him every time she went to sleep, every time she ate and wondered if he ate or not, if he was suffering or not, these thoughts constantly ran through her mind."I did have those moments where I really missed him and I'd cry myself to sleep knowing that he wasn't there," Krystal said.Brian was focused on his little girl Annabel, "hopefully she's as excited to see me as I am her," he said minutes before walking through the door. His mom saw him first, letting out a joyful laugh and bursting to tears. It took Annabel a few seconds to realize what was happening, soon as she realized the man in the camouflage uniform was her dad, she ran and jumped over classmates to get to him. They collapsed into a group hug and sobbed with joy.The embrace lasting minutes as they held firmly to him, affirming to themselves he's truly home. The first words came from Annabel. He asked if she missed him and she squeaked out a quiet response echoing his words.The emotion bringing everyone in the classroom to applaud.Annabel showed her dad she made an art project of a soldier who mirrored him. LAKESIDE, Calif. (KGTV) -- A deputy was uninjured following a crash involving a patrol car in Lakeside Thursday night. According to the San Diego County Sheriff’s Department, the crash happened on Mapleview Street near State Route 67. Two vehicles were involved in the crash, but authorities say the deputy was uninjured. The condition of the other driver and the circumstances surrounding the crash are unclear. 421
