SAN DIEGO (CNS) - More than 28,000 defaulted bills were sent out to San Diego County taxpayers this week, but the county's treasurer announced Tuesday that his office is offering penalty relief."We know many of the late bills are due to COVID-19, and we want our taxpayers to know there could be relief," Treasurer-Tax Collector Dan McAllister said. "They may qualify to have their penalties waived if they file for a COVID-19 cancellation request. Our customers must provide documentation as evidence to show how the pandemic impacted their ability to pay their second installment by April 10."The 28,623 defaulted bills McAllister's office sent out went to property taxpayers who failed to pay all their 2019-20 property taxes."We're sending 6,195 more defaulted bills than we sent last year," he said. "We expected to see an increase in tax defaults due to COVID-19's impact on the San Diego economy and workforce."The defaulted bills total over 7 million; last year, million in defaulted taxes was due.The deadline to pay the 2019-20 annual tax bill was June 30. Beginning July 1, late bills will incur a 1.5% penalty each month -- 18% each year -- until they are paid. That is on top of the 10% penalty added for each late installment.Taxpayers who have submitted a COVID-19 penalty cancellation request and have not heard back from the Treasurer-Tax Collector yet will receive a response in the mail. SAN DIEGO (CNS) - County supervisors Wednesday approved a master plan update for the McClellan-Palomar Airport in Carlsbad, which includes extending the runway 800 feet.The 4-0 vote also approved environmental reports associated with the upgrade.Board Chairwoman Kristin Gaspar abstained, saying her family's company owns property near the airport.According to a county presentation, the Carlsbad-based airport accommodates commercial, corporate and private flights.However, the airport is not able to accommodate Boeing 737 planes. The runway extension ranges between 370 and 800 feet.By 2030, it will support 4,600 jobs and generate over 0 million in business-related revenue, million in taxes, the report said.The total upgrade would cost 2 million, with the county paying million; while the federal government would take care of the rest, according to the county. SAN DIEGO (CNS) - As his trial entered its eighth week, a man who shot at officers from his ex-girlfriend's condominium in Bankers Hill pleaded guilty to four counts of assault with a firearm on a peace officer and agreed to a 20-year prison sentence, it was confirmed Thursday.Titus Colbert, 36, faces formal sentencing May 18 before Judge Louis Hanoian.Deputy District Attorney Michael Runyon was about to wrap up his case when Colbert decided to plead guilty Monday afternoon.Charges of premeditated attempted murder of a peace officer and assault with a semiautomatic weapon were dismissed.RELATED: Suspect in Bankers Hill standoff that shut down Lindbergh Field in courtRunyon said in his opening statement that Colbert took two rifles and a revolver belonging to his roommate in Las Vegas and showed up at his former girlfriend's condo in Bankers Hill a few days before his Nov. 4, 2015, arrest.According to Runyon, the morning of the shooting, Colbert's ex- girlfriend Ashley Davies realized that he'd had broken into her complex and sent him a text saying: "You're trespassing! You're going to jail!"Colbert responded by texting, "(Expletive), I'm going to be a star. (Expletive) you for putting my life in danger," the prosecutor said.When officers responded to Davies' sixth-floor condo near the roof of the complex, a shot rang out from behind her door and an officer returned fire, according to Runyon.The prosecutor said officers retreated and more shots were fired at them and members of a SWAT team.Hours later, police observed a rifle, revolver and a magazine for a rifle being thrown out of the window where Colbert was holed up, Runyon said.After Colbert's arrest, officers found 17 expended casings and another rifle under a pile of clothes in the room, the prosecutor said.Even though traces of cocaine and methamphetamine were found in Colbert's system, and even though he had a history of mental health issues, the defendant knew what he was doing that day, Runyon said.Defense attorney Melissa Tralla told the jury that Colbert had a psychotic break and was paranoid and delusional. She said that days before, Colbert had called Davies at least 50 times and was not acting right.Colbert was rambling, saying he had special powers and was part of the New World Order, Tralla said.The attorney said Colbert was showing signs of mental illness by age 6, and was diagnosed with schizophrenia by age 15. SAN DIEGO (CNS) - A man accused of opening fire inside a Poway synagogue, killing a woman and injuring three other people, pleaded not guilty today to more than 100 federal hate crime charges alleging he acted out of hatred toward the Jewish and Muslim communities.John T. Earnest, 19, is accused not only of the synagogue shooting but also of an earlier arson fire at an Escondido mosque. He is being charged by both federal and state prosecutors and faces a possible death sentence in both cases. Neither office has made a decision regarding whether they will pursue the death penalty.Earnest, of Rancho Penasquitos, is accused of carrying out the shooting at Chabad of Poway on April 27 -- the last day of Passover -- killing Lori Gilbert Kaye, 60, who was shot twice in the synagogue's foyer and died at a hospital.The congregation's rabbi, Yisroel Goldstein, 57, lost an index finger in the shooting. Two other people -- Almog Peretz, 34, and his 8-year-old niece, Noya Dahan -- were also injured.Earnest is also accused of setting a March 24 fire at an Escondido mosque -- a crime to which Earnest allegedly confessed in an online manifesto he posted prior to the synagogue shooting.Following his initial appearance Tuesday afternoon, he's slated to return to court May 28 for a preliminary hearing. He remains held without bail.He was charged last Thursday with 109 federal hate crimes: -- 54 counts of obstruction of free exercise of religious beliefs using a dangerous weapon, resulting in death, bodily injury and attempts to kill; -- 54 counts of hate crimes stemming from the synagogue shooting in violation of the Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act; and -- one count of damage to religious property by use of fire.Each of the 54 hate crime and obstruction of free exercise of religious beliefs counts apply to a person who was inside the synagogue during the shooting, Brewer said. Among those people, 12 of the congregants present were children, he said.Earnest is due back in federal court May 28.Earnest is also charged in state court with murder, attempted murder and arson. His next court hearing in the state's case is a readiness conference set for May 30.Kaye, a longtime member of Chabad of Poway, was at the temple with her physician husband and daughter the day of the shooting to honor her mother, who recently died. The rabbi, Goldstein, lost his right index finger in the shooting. Peretz was shot in a leg while shepherding children to safety. His niece was struck by shrapnel in her face and leg.An off-duty Border Patrol agent working as a security guard was inside the temple when the shooting began, and he opened fire as the suspect fled, San Diego County Sheriff Bill Gore said. The agent did not strike Earnest, but did hit the suspect's car, authorities said.Police said Earnest called 911 at around 11:30 a.m. and said he had been involved in the shooting and was armed.According to the federal complaint, Earnest told a dispatcher, ``I just shot up a synagogue. I'm just trying to defend my nation from the Jewish people ... They're destroying our people ... I opened fire at a synagogue. I think I killed some people.'' He allegedly added that he shot up the synagogue ``because the Jewish people are destroying the white race.''A San Diego police officer who had been en route to the synagogue spotted the suspect's vehicle and pulled him over at 17051 W. Bernardo Drive, less than two miles west of the synagogue, Deputy District Attorney Leonard Trinh said.Earnest got out of his vehicle with his hands up and was taken into custody without further incident, according to police.In the ``open letter'' that authorities say Earnest posted online shortly before the shooting, the author espouses flagrant anti-Semitic sentiments and a need to protect the ``European race.'' He wrote that he spent four weeks planning the attack, citing his ``disgust'' for Jews and a desire to kill them, and expressed admiration for the Australian white nationalist who attacked two mosques in Christchurch, New Zealand, in March, killing 50 people.The writer also claims responsibility for the March 24 fire set at the Dar-ul-Arqam Mosque, also known as Islamic Center of Escondido. The 3:15 a.m. fire was quickly extinguished by people inside the mosque. Graffiti left on the building made reference to the mosques attacks in Christchurch.Surveillance footage allegedly captured a suspect arriving at the mosque in the same type of vehicle in which Earnest was captured on the day of the synagogue shooting. 4568
