RAMONA, Calif. (KGTV) - A Ramona family is grieving the loss of a 14-year-old boy, killed Tuesday night while riding a skateboard on a residential street."He was really happy and so charismatic. He loved his family, loved to skateboard," said Amber Krapf, Logan Krapf's mother.Logan was on his skateboard, just before 7:30 p.m that night in a neighborhood in the San Diego Country Estates. He was on Barona Mesa Road near a streetlight with two friends, one on a skateboard, another on a bike.His friends say they were wearing helmets in the streets, and going from right to left in the road, headed toward a golf course, when the headlights on a pickup appeared around a curve.Two of the boys managed to get to the roadside, but Logan did not, as the truck struck him. His mother Amber got the call and raced to the scene."Everyone around me was crying. I was number and just in shock that this could happen," said Amber.By the time she arrived, her son had passed."I kissed him. Told him that I loved him. Told him goodbye, that it was okay," said a tearful Amber.CHP investigators say the driver, a 20-year-old man, did stop and performed CPR. Drugs and alcohol are not believed to be a factor, but Amber believes speed was. The speed limit is 25."An officer said he admitted on scene that he was going at least 45 ... My son’s friends say ... it was closer to 55," said Amber.Days later, flowers and candles stand where a young life was cut short, weeks before his birthday and first-ever football practice at Ramona High."He loved football. He was supposed to be the starting nose guard for football season, and so excited to play his first season," said Amber.Instead, a grieving family must now plan a funeral."It hurts to take every breath. I don’t know how I’m going to do this for a lifetime," said Amber.Amber says she hopes no other families will have to feel the pain she's feeling."The speed in a known problem. President Donald Trump’s plans to kick off Independence Day with a showy display at Mount Rushmore are drawing sharp criticism from Native Americans who view the monument as a desecration of land violently stolen from them. Several groups led by Native American activists are planning protests for Trump’s July 3 visit, part of his “comeback” campaign for a nation reeling from sickness, unemployment and social unrest. But it comes amid a national reckoning over racism and a reconsideration of the symbolism of monuments around the globe. Many Native American activists say the Rushmore memorial is as reprehensible as the many Confederate monuments being toppled around the nation.The president's plans are also raising questions about fireworks safety. A fire expert says a fireworks display planned at the Mount Rushmore National Memorial is “ill advised” given the abnormally dry conditions and risk of summer wildfires. The July 3 event could attract 7,500 people. Bill Gabbert is the former fire management officer for Mount Rushmore and six other national parks in the region. Earlier this month, he said shooting fireworks over the extremely flammable ponderosa pine forest should not be done. The fireworks display at Mount Rushmore to celebrate Independence Day has not happened since 2009, when it was ended because of fire danger after a pine beetle infestation. President Donald Trump signed an executive order aimed at changing policing practices as weeks-long protests against police brutality continue to take place across the country.Trump signed the order Tuesday afternoon at an event at the White House Rose Garden.WHAT IS IN IT?Trump's encouraged police departments to update their training and enact higher standards. He is also encouraging departments to implement accreditation policies for officers.According to senior White House officials, who briefed reporters Monday by phone, the President will also recommend departments call upon social workers to team up with officers when they respond to a non-violent 911 call.Trump is also expected to encourage the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them.Advisers to the President said Monday the administration would enforce the order by prioritizing departments who adopt the President's recommendations when they apply for federal grants.WHAT IS NOT IN IT?Trump said Tuesday that his order would ban police chokeholds — but stopped short of banning them completely. He said chokeholds would still be permitted if an officer's life is in danger.The order also does not address no-knock warrants or the legal doctrine of "qualified immunity" which currently prohibits officers from being sued in civil court.CONGRESS TAKES ACTION NEXTCongress is expected to debate more consequential pieces of legislation in the coming weeks.While Trump has denounced the officers involved in the arrest and death of George Floyd, he's consistently backed efforts supportive of law enforcement, often declaring himself the president of "law and order." 1751

(KGTV) - The San Diego County Sheriff’s sex crimes task force is investigating reports of a Ramona family who offered free train rides to families at their home, despite the presence of a registered sex offender.The Green family’s miniature railroad was years in the making. Recently, the family invited the Ramona community to visit the property.However, the Megan’s Law website reports 45-year-old Christopher Green, who lives at the home with his parents, is a registered sex offender. His convictions include lewd acts with a child under 14, the Megan’s Law site indicates.10News went to the Greens’ home to ask why the family didn’t let the public know about their son’s background. Green’s father would not go on camera but said his son has paid his dues, the incident was in the past, and the family is moving on. He added there would be plenty of supervision at the holiday train rides and said there’s more to his son’s conviction than meets the eye. Green’s father also said his son has a learning disability.The Sheriff’s Department issued a statement which reads in part, “The sexual assault felony enforcement task force was made aware of the event and has opened an investigation. We will be taking measures to keep the community in Ramona safe for this event.” 1298

RANDALLSTOWN, Md. -- A 5-month-old boy was sent to an intensive care unit at The John Hopkins Hospital after enduring the kind of attack that many grown adults have not.The attack on Garrison Bailey Borkoski happened just after 1 a.m. Saturday as he and his mother slept in a house on Chapman Road in Randallstown, Maryland.“That adult, at some point and time, got up and went to the bathroom and that’s when the 5-month-old was bitten by a dog in the house, a pit bull,” said Det. Robert Reason of the Baltimore County Police Department. “There were actually several pit bulls in the home at the time this occurred.”There were four pit bulls in the home, which the owner would later tell police have no cages and typically have their roam of the interior of the house.Both mother and child had only moved in a week or two earlier.“There are no charges pending right now,” said Reason. “Based on the investigation, there is no indication that anybody had any intent to cause harm to the child at all, so there are no charges pending right now.”In the aftermath of the attack, paramedics found the baby covered in blood and motionless, but still breathing.It was later determined that Garrison had suffered a large laceration to the top of his head and lacerations to his neck, as well as puncture wounds to the rest of his body, but miraculously, just fours days after the attack, doctors released him from the hospital.“Right now, fortunately, the 5-month-old is home and recovering and doing well, so we’re very, very happy about that,” said Reason.According to the Baltimore County Department of Health, the owners surrendered the four pit bulls, allowing them to be euthanized, but it was later determined only two of the dogs had actually attacked the child.The other two were returned to the owners.This story was originally published by Jeff Hager at WMAR. 1871
