BEIJING, Dec. 4 (Xinhua) -- Chinese President Hu Jintao sent a message to Venezuelan President Hugo Chavez and Chilean President Sebastian Pinera on Friday to congratulate the founding of the Community of Latin American and Caribbean States (CELAC).In his message, Hu said that the establishment of CELAC is a major milestone in regional integration and that China appreciates the positive role of Latin American and Caribbean countries in international and regional affairs.China believes that the establishment of the community will make important contributions to unity and coordination in the region as well as joint efforts to counter global challenges, Hu said.China and Latin America are geographically apart, but their peoples enjoy traditional friendship, Hu said.In the 21st century, relations between China and Latin America have seen all-round and fast development with the expansion of mutually beneficial cooperation, Hu said.China has always treated its relations with Latin America from a strategic perspective and China is willing to work with CELAC and other countries in the region to build and develop a comprehensive cooperative partnership of mutual benefit and common development through the strengthening of dialogue, communication and cooperation, said Hu.The idea of CELAC was initiated in February 2010 at a regional summit in the Mexican resort of Cancun. TAIYUAN, Jan. 9 (Xinhua) -- China successfully launched the Ziyuan III satellite Monday from the Taiyuan Satellite Launch Center in northern Shanxi province.The satellite, a high-resolution remote-sensing satellite for civilian use, was launched at 11:17 a.m. aboard a Long March 4B rocket, according to a statement from the center.The satellite, weighing 2650 kg, entered an orbit of 500 km above the Earth about 12 minutes after it was launched. It has a designed life expectancy of five years.According to the center, the satellite is tasked with offering services to aid the country's land-resources surveys, natural-disaster prevention, agriculture development, water-resources management, and urban planning.The rocket also carried a satellite from Luxemburg, according to the launch center.The orbiter was developed and produced by the China Academy of Space Technology, a subsidiary of China Aerospace Science and Technology Corporation (CASC).The Long March 4B rocket is developed by Shanghai Academy of Spaceflight Technology, another CASC subsidiary. Monday's mission marked the 156th flight of China's Long March series of carrier rockets.

CHANGCHUN, Nov. 13 (Xinhua) -- An infrared camera set up by the World Wildlife Fund (WWF) and forestry authorities in northeast China's Jilin province has captured images of a wild Siberian tiger in the Wanda Mountains.Zhu Jiang, head of the WWF Northeast China Program Office, said Saturday that the photos, taken earlier this month, are the first images of a wild Siberian tiger taken in the mountainous area.He said the evidence consolidates the mountains' role as an important habitat for the endangered species, and reinforces the need for local authorities to tighten protection measures, especially clearing animal traps and improving animal rescue efforts.The agency estimates that there are fewer than 20 wild Siberian tigers remaining in China. They live in mountains in the northeastern Heilongjiang and Jilin provinces.Zhu said animal traps still pose a major threat to the safety of wild Siberian tigers and their prey.A wild Siberian tiger was found dead with a trap around its neck in the city of Mishan, Heilongjiang, in October.A WWF survey found an average of 1.6 traps for every 10 km of distance covered in the Siberian tiger nature reserves in Heilongjiang and Jilin last winter."The WWF hopes to cooperate with local governments to protect Siberian tigers and restore their habitats," Zhu told Xinhua. "We aim to help double the population of wild Siberian tigers in China by 2022, the next Year of the Tiger," he said.

BEIJING, Dec. 17 (Xinhua) -- Senior Communist Party of China (CPC) official Zhou Yongkang has called for efforts to promote a police campaign aimed at better addressing public complaints.Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks in a written instruction on the campaign launched by the Ministry of Public Security on Friday.During the six-month campaign, police will be sent to more households to settle disputes and complaints or help solve public problems. Even so, a property tax is unlikely to be put into effect for Beijing, they said.This year, the average price of commercial housing units stopped rising in July and so far has been lowered by 6.3 percent below what it had been in the same period last year. Of all of those who bought property in the 11 months of the year, 90 percent were first-time buyers, said an announcement released by the Beijing Municipal Commission of Housing and Urban-Rural Development."The restrictions worked well this year," said Wang Rongwu, with the commission, at a news conference on Friday morning. "But keeping the property market sound will require prolonged restrictions. Our specific goals for the purchase limits next year are still under discussion."Chen Baocun, deputy secretary-general of the National Real Estate Manager Alliance, said property developers will be able to cope with an extension of the limits."Developers didn't expect a sudden drop of the purchase restrictions next year," he said. "They are prepared to accept the policies for a longer time."In an attempt at tamping down property prices, the central government took time at the country's central economic work conference on Wednesday to encourage more cities to adopt a property tax. Such a tax is already being tried out in Shanghai and Chongqing.Beijing, though, is not likely to look seriously at adopting one, "unless it is otherwise required to by the central government", Wang said.
