SAN DIEGO (KGTV) -- California Highway Patrol has identified the man who died after slamming into a tree on the Sea World Drive on-ramp Saturday. CHP says 26-year-old Jacob Eugene Arnell was killed when the Cadillac Escalade he was driving at a high rate of speed overturned and hit a tree. The crash happened around 9 a.m. Saturday on the right shoulder of Sea World Drive. Arnell was pronounced dead at the scene. At this time, it’s unknown if drugs or alcohol were involved. The medical examiner’s toxicology report in pending, CHP says. Arnell was the only one inside the vehicle at the time of the crash. 618

SAN DIEGO (KGTV) -- Attorney General Jeff Sessions visited the U.S.-Mexico border Monday for a news conference. During the conference, Sessions announced that he would be referring all illegal border crossings to the Department of Justice. Sessions said he will be implementing a "zero tolerance" policy and that any people crossing the border illegally will be prosecuted. RELATED: President Trump visits border wall prototypes?"The American people are right and just and decent to ask for this. SAN DIEGO (KGTV) - California's stay at home order may be in effect, but you can still hear the sounds of heavy machinery and hammers banging across San Diego County.Construction was deemed essential, allowing builders to continue working."Not only have we been able to pull permits, but we can call our inspections," said Gregg Cantor with Murray Lampert Design, Build, Remodel.Companies like Cantor's business have changed, but it keeps moving.He said employees who can are working from home, client calls are happening remotely, and inspections are taking place at a distance or in some cases through videos and pictures."We're conscious of social distancing as well as making sure we don't have more than five or six people at any given time on the job site," Cantor said.Local companies aren't the only ones changing how they operate.The City of San Diego's Development Services Department (DSD) laid out a series of changes to protect city staff and customers."The city is taking necessary preventative safety measures while being responsive to the business needs of our customers," said DSD Director Elyse W. Lowe. "DSD employees will continue to work with customers to limit delays to project approvals and keep the city moving forward. We are quickly leveraging available technology to increase our options and continuously implementing new safety measures in response to this unprecedented global pandemic."Changes include revamping the residential inspection process by now allowing for photos to be submitted instead of in-person physical inspections for qualified residential project, granting all qualifying building permit applications and issued building permits an automatic 180-day extension, and establishing an unstaffed document drop-off area for customers to submit project files and documents in the first floor of the Development Services Center."We're still very grateful that we are able to send our crews out every day," said Borre Winckel, president and chief executive officer of the Building Industry Association of San Diego County.Winckel said there were some early hiccups with building inspections across the county, but things have smoothed out."We were promised they would send the inspectors out as long as the conditions were safe," he said. "So it was very important for us since we're an outdoor activity that we created this safe and healthy environment for our workforce and the inspectors."Winckel said right now building is a business and plans are getting reviewed, but he pointed to New York and Washington where some construction is either blocked or building is only approved for projects deemed essential.Winckel said in California some have asked the governor to stop in office reviewing of plans."If we don't go beyond current construction and can't be processing plans anymore, that would just create a disaster for us and housing in the future," he said. "So there's a bit of tension there."For now, the show goes on."Most of the people want to keep moving forward," Cantor said. "There are some people that just want to pause for a second, but they are not canceling out on doing the work." 3152

  

SAN DIEGO (KGTV) – Californians voted to pass Proposition 22 – reclassifying rideshare drivers as independent contractors. But, companies like Uber and Lyft are still battling lawsuits from the state claiming billions in wage theft.The legal battle over rideshare drivers did not end with the passing of Prop 22. The California Labor Commissioner is still suing gig companies for not following current law which classifies drivers as employees instead of independent contractors.The Labor Commissioner’s Office is seeking billions for unpaid minimum wage, overtime, sick leave, and business expenses.Nicole Moore with Rideshare Drivers United led the fight against Prop 22. She says since the new law is not retroactive those lawsuits still stand.“This is about back pay that under the law as it was over the last three years, those drivers are still owed that money,” said Moore. “It was .3 billion that were owed to those drivers. Half of that is damages but the other half is just straight pay that under labor law.”Some drivers had to file for unemployment when the pandemic hit, including those with pre-existing conditions hoping to limit exposure to the virus. Others are unable to drive since they have to stay home with kids now out of school for distance learning.Moore says those unemployment protections won’t last once the new law takes over.“If you don’t have unemployment that’s when people become homeless, that’s when kids go hungry. We need that safety net as workers,” said Moore.As San Diego moves into the state’s purple tier, Tonje Ettesvoll says she’ll have to limit hours to reduce her risk of exposure. She says the move for her own safety may prevent her from qualifying for benefits under Prop 22.“I will not be doing my 60 hours a week. I’ll be doing maybe 30 so I may be one of those people who don’t qualify and will have to be on Medi-Cal,” said Ettesvoll. “And that is an expense that’s not Uber’s and Lyft’s. That is an expense that’s the taxpayer’s and I think that’s very unfair.”Uber and Lyft both declined to respond to our inquiry on the pending lawsuits. Uber did send us this statement: 2136
