The calendar is about to flip from April to May, and normally storm chasers are flooding Tornado Alley to get a glimpse at the power of Mother Nature. But so far in 2018, there has not been much to chase. According to the National Weather Service, the state of Oklahoma, which is in the heart of Tornado Alley, has gone the entire year so far without a single confirmed tornado touchdown. Not since before 1950 has Oklahoma gone the first four months without a single tornado touchdown. By the end of April, the state would have averaged 17 tornado touchdowns. Last year, 13 tornadoes had touched down by the end of April. In 2016, there were 27 touchdowns in the month of April alone. In 2012, there were 54 confirmed touchdowns in April. The state of Kansas has also gone the entire year without a tornado. According to National Weather Service data, the state averages 12 tornadoes in the month of April alone. "On the whole, across the United States, we have seen around half the number of eyewitnessed tornado reports that we would normally expect by this time of year," Dr. Patrick Marsh, a meteorologist at the Storm Prediction Center, told CNN. Meteorologists are blaming, or crediting, a jet stream pattern that has sent big snow storms into the Upper Midwest for the decreased number of tornadoes. The pattern has prevented warm moist air from setting up in the Plains, which has cut off any fuel for potential tornadoes. According to the Storm Prediction Center, the upcoming weekend appears to void of any major severe weather outbreaks. The next potential for severe storms could setup in the Plains on Tuesday and Wednesday.  1692

The confirmation hearing for Supreme Court Nominee Amy Coney Barrett are officially scheduled to begin October 12 at 9 a.m.The head of the Senate Judiciary Committee, Senator Lindsey Graham, announced this start date in the days following Barrett’s confirmation. However, there were questions after three Republicans on the committee reported they tested positive for the coronavirus in the last few days.They are Senators Ron Johnson of Wisconsin, Thom Tillis of North Carolina and Mike Lee of Utah.After a day of opening statements from committee members and Barrett herself, questioning of the nominee will begin October 13. The Hill is reporting Barrett is expected to testify in person at the hearing.The committee vote on moving Barrett’s nomination to the full senate could be as early as October 22.Senate Minority Leader Chuck Schumer said if the hearings go forward, Graham should require coronavirus testing for senators and their staffs. He suggested mandatory testing every day of the hearing.Senate Majority Leader Mitch McConnell over the weekend announced the full senate will not return until October 19, mentioning that hearings already this year have included lawmakers participating remotely.No word from Graham if there will be increased safety protocols for the committee or if any of the senators will participate remotely.Also, Senator Graham tweeted Monday morning he had spoken with President Donald Trump. “He sounds terrific -- very engaged and ready to get back to work! The former Louisville Metro Police Officer charged with wanton endangerment for firing his gun into Breonna Taylor's apartment pleaded not guilty during a Monday arraignment. Brett Hankison and his lawyer participated in the arraignment remotely. The former officer pleaded not guilty to the charges he faces. The judge made two stipulations during Monday's arraignment: Hankison has to attend every court hearing, even if it is remotely, and second, Hankison cannot have any firearms. His attorney pushed back, arguing Hankison might need a weapon to protect himself after recent threats. The judge declined the objection. Hankison was charged by a grand jury with three counts of wanton endangerment last week. Of the three officers who fired their weapons that night in March when Taylor was killed, Hankison was the only one charged as a result of the grand jury investigation. Officers were at Taylor's apartment in the early morning hours of March 13 to serve a narcotics warrant in connection with an investigation into an ex-boyfriend. Taylor's current boyfriend, Kenneth Walker, says he did not hear police announce themselves, and says he fired a "warning shot" toward the front door as police broke down the door. Police returned fire. Taylor was shot several times and later died. An autopsy recently released reveals more details about the deadly shot. Hankison is charged with firing several rounds into the building following the initial shootout, allegedly putting Taylor's neighbors in danger. Hankison faces a maximum of 5 years in prison if found guilty. He was fired from the police department in June. In a press conference following the grand jury's announcement, Kentucky Attorney General Daniel Cameron said two other officers, Jonathan Mattingly and Myles Cosgrove, were "justified" in using lethal force because they had been fired upon first. The two officers and Hankison are also facing an internal police investigation into the shooting. Mattingly and Cosgrove remain on administrative duty.The decision not charge officers with Taylor's homicide has prompted protests in Louisville and throughout the country. 2148

The Daily Mail released leaked footage of the fatal Memorial Day arrest of George Floyd, who died while in the custody of Minneapolis Police.The Daily Mail did not indicate how it received the leaked body worn camera videos of the arrest. Prosecutors told CNN they are working to find the source of the leak. Several media outlets have sued prosecutors in order to gain access to the body-worn camera footage from the officers."The prosecution team is not the source of the leak. We will continue to take the strictest precautions to ensure a fair trial," Minnesota Attorney General Keith Ellison said.The Daily Mail said the footage was taken from the body cameras of Thomas Lane and Alex Kueng. Lane and Kueng along with Derek Chauvin and Tou Thao were fired as officers and criminally charged for Floyd’s death. Chauvin is facing the most serious charges, which include second-degree murder. The other three former officers are being charged with aiding and abetting a second degree murder. Chauvin was the officer that held a knee to Floyd’s neck for several minutes, leading to his death.The footage shows officers pointing weapons at Floyd in order to get him to exit his vehicle and put up his hands. The video then shows Floyd pleading with officers not to shoot him.“I'm not going to shoot you,” Lane says.The footage showed Floyd in an apparent struggle with officers as officers repeatedly asked Floyd to sit.As Chauvin laid on Floyd’s neck, Floyd could be heard telling officers, “Tell my kids I love them. The Florida Senate race is headed to a hand recount after a machine review of the initial vote kept Democratic Sen. Bill Nelson narrowly behind his challenger, Republican Gov. Rick Scott.But even though a recount will keep Nelson in the fight for at least another few days, his odds of winning might have been further narrowed on Thursday, when the machine recount — which ended at the 3 p.m. deadline — yielded a few dozen more votes for Scott, whose lead now stands at more than 12,600, or 0.15%.The race for governor remained outside the 0.25% margin required for a hand recount, meaning Republican former Rep. Ron DeSantis will likely be the state's next chief executive over Democrat Andrew Gillum. The Tallahassee mayor, who picked up a single vote in the recount, revoked his concession last weekend and said on Thursday he would continue to push for all votes to be counted.Election boards across the state have been using voting machines to recount ballots this week, with some of the larger counties working all day and through the night. When Thursday's deadline hit, three statewide races -- the contests between Nelson and Scott for Senate; Gillum and DeSantis for governor; and Republican Matt Caldwell and Democrat Nikki Fried for agriculture commissioner -- were within the .5% margin required for a statewide machine recount.Both the Senate and agricultural commissioner races are now headed to hand review of overvotes and undervotes, a more narrowly circumscribed but also potentially volatile pool of votes. "We're trying to meet a deadline that really reasonably shouldn't be there."But the court disagreed and a spokeswoman for the Florida Department of State told CNN on Sunday that Florida law does not give the secretary of state the authority to grant extensions.Palm Beach County GOP Chairman Michael Barnett told CNN on that afternoon that a blown deadline would be "good news for Republicans, because our candidates (for Senate and governor) are ahead.""If they're not able to meet the deadline, the secretary of state of Florida may go ahead and certify the elections for our candidates," Barnett said. "In that case, you can bet your butt there will be lawsuits filed everywhere."The wager would have been a wise one. Democratic attorney Marc Elias announced new legal action on Twitter less than 90 minutes after the deadline passed."We have sued Palm Beach County and the Florida Sec of State to require a hand count of all ballots in the county due to systematic machine failure during the machine recount," Nelson's top recount lawyer said.Barnett, who was inside the facility along with Democrats early on in the recount, was critical of the infrastructure there from the start."It's an outdated process," he said. "The machinery is old. They don't have enough updated machinery to go through all the ballots to run one election, let alone all three statewide races."As of 4 p.m. Wednesday, at least 48 of Florida's 67 counties had finished their recounts. Every one of them reached by CNN, with the exception of Palm Beach, expressed confidence they would get in under the wire — and they mostly did. Hillsborough County said it did a full machine recount but chose to report its initial numbers, which were higher in aggregate, because the figures were so similar.Meanwhile, a federal judge Thursday denied a request by lawyers for Nelson and other Democrats who has asked him to compel Florida's secretary of state to release the names of people whose ballots had not been counted because their signatures did not match ones on file.Judge Mark Walker took a dim view of how the Democrats and Republicans might put the information to work."I am not going to be used by either party," Walker told the lawyers.
