BEIJING, Dec. 7 (Xinhua) -- A Tibetan postwoman walking over 200,000 kilometers in ten years to send mails for mountain villagers, a Beijing Olympic champion and a rocket engineer have been selected as Chinese youth's role models in 2008, it was announced on Sunday.      Others honored as the top ten Outstanding Chinese Youth of the Year included two journalists, a worker at a joint venture auto company and a soldier soprano, the All-China Youth Federation, organizer of the annual activity, said in a brief statement.     Although the federation published little information of the ten winners on Sunday, their inspiring stories had been intensively reported through the media.     All of their stories are about selfless devotion to career, remarkable contribution to the well-being of fellow country people, and great inspiration.     Nyima Lamo, a 32-year-old Tibetan woman, has been working as a mailwoman for almost ten years for mountain-locked villages in Deqin County, southwest China's Yunnan Province, according to a report on the website of the China Central Television (CCTV).     Because poor road conditions made transportation impossible, Nyima Lamo has to walk on foot across deep valleys and snow-capped mountains, often risking her life, in order to send mails to villagers.     She would not take pregnancy leave even when she was nine months pregnant because she did not want to delay letters, the report said, adding that the total length of roads Nyima Lamo had walked was more than 200,000 km.     Zhao Haiqing's story touched millions of Chinese after his hometown in Beichuan County of Sichuan Province was deadly struck by an 8.0-magnitude earthquake on May 12.     The 36-year-old village official, also injured in the quake, led fellow villagers to rescue 67 people trapped under debris and transport over 2,100 injured people to hospitals. However, he lost six family members including his son and parents in the earthquake, said a CCTV report.     Defending champion Liu Chunhong broke all the world records in the women's 69 kilogram weightlifting category of the Beijing Olympic Games on Aug. 13, making herself a household name overnight.     Song Zhengyu, a 38-year-old rocket expert, also won nationwide respect for his great contribution to the development of the Long March family of rockets, which successfully sent the manned Shenzhou-7 spacecraft on September 25.     The ten people were selected out of 30 candidates throughout the nation. SHANGHAI, Nov. 13 (Xinhua) -- China's first local financial tribunal opened on Thursday in the People's Court of Shanghai Pudong New Area.     The tribunal, with three judges, will accept both individual and institutional civil cases, with no limit on claims, said a judicial official.     Lin Xiaojun, vice chief judge of the tribunal, said the global financial crisis has triggered an increase in financial disputes.     Financial innovation and opening-up had also seen a wider variety of cases, including finance product and company stock ownership disputes, said Lin.     Ding Shouxing, president of the People's Court of Shanghai Pudong New Area said the tribunal would also provide legal services for financial institutions, release case analyses for market information, and make proposals to prevent and resolve financial risks.     The tribunal would hire financial experts as assessors, and setup a consultative team to guarantee just, efficient, professional and clean hearings.     The Ministry of Justice has announced no plans to extend the tribunals to the other parts of the country.     Since 2006, the People's Court of Pudong New Area has heard 5,603 financial cases, including those relating to bank loans, credit cards, securities and assurance, involving more than 1.6 billion yuan (242 million U.S. dollars).     The Chinese government approved Pudong New Area, situated in eastern Shanghai, as a trial base for opening-up in 1990. Since then, 530 domestic and foreign financial institutions have been established there.

BEIJING, Jan. 29 (Xinhua) -- China has set a frugal tone for its once-for-a-decade dress parade on Oct. 1 amid an economic downturn, promising that the military could strike a balance between morale-boosting spectacle and financial prudence.     Colonel Cai Huailie with the headquarters of the general staff of the People's Liberation Army (PLA) confirmed a rumor that the parade showcasing China's latest military achievement will be conducted in an economical way.     "Chinese military forces have a tradition of fulfilling large causes by spending less money," Senior Colonel Chen Zhou, an expert with the PLA's Military Science Academy, said in an online communication with netizens on eve of China's Spring Festival.     "We could see that the parade on National Day would be solemn and cost-effective," said Chen who has participated in drafting China's national defense white paper six times.     A number of netizens also questioned whether China would shrink its defense spending since the financial crisis has already cut the budgets of numerous enterprises and directly impacts the country's export-oriented companies.     Colonel Wen Bing, a researcher with the academy, said although China has raised it defense spending thanks to annual growing revenue, it has never gone beyond endurable economy.     Wen also revealed that the defense budget has been made according to China's laws and it will be submitted for approval to the annual session of National People's Congress, the top legislature, in March.     The third of its kind since China adopted the reform and opening-up policy three decades ago, the dress parade of the Chinese armed forces under the command of President and Chairman of the Central Military Commission Hu Jintao will display home-grown on-duty weapon systems of all the services.     In the last two parades, in 1984 and 1999, late leader Deng Xiaoping and former President Jiang Zemin reviewed troops representing millions of service people.     Such parades were frequent before 1984, with 11 parades in the 11 years after the PRC was founded on Oct. 1, 1949. It was suspended after 1959 until 1984 when Deng decided to resume the pageantry to rouse the nation on the track toward a liberalized economy.     The last parade on Oct. 1, 1999 involved more than 11,000 military staff, 400 combat vehicles and 132 aircraft. The servicemen trained for the synchronized marches and hailing slogans for about 10 months.     It is reported that the total cost of that parade will be kept at less than 300 million yuan (44.1 million U.S. dollars) and overseas rumors said it could be as many as 16 billion yuan.     The PLA's Navy has made impressive progress since its foundation in 1949. It has just sent three warships to the Gulf of Aden for an escort mission against piracy.     Although the Defense Ministry has not confirmed whether the dress parade will include a naval performance in China's waters, Colonel Cai said that there will be new weapons and equipment that have not been unveiled to the public since 1999.     Before the official announcement of the parade, an online debate on www.huanqiu.com about whether the government should hold a magnificent parade to celebrate the 60th anniversary of founding of the People's Republic of China had shown that more than 85 percent of the netizens voted yes. But it has not yet muted voices suggesting the authorities reconsider the parade.     "China has many fields that need capital investment after the major earthquake in Wenchuan. The government should use the taxpayers' money in more important and practical undertakings rather than parade," a netizen named "tomato boy" said.     "Military parades are an outcome of the cold war. Our weapons are modern and powerful, but we are not in any cold war," a netizen "a common man" said.     But those who overwhelmingly support the parade agree that the parade will bring encouragement to overcome difficulties amid economic downturn.     Dong Hongda, a senior online poster on www.xinhua.org, has worked out proposals on how to make the parade more cost-effective.     First, the government should control the parade in a proper scale by cutting the number of marching soldiers to a number that represents the quality of the PLA's elite.     Second, take out the female militia procession, since they are garish and dispensable part for the parade.     Third, reduce the duration of the training for the parade, since a large proportion of the parade expense will be spent in selecting the soldiers and training them, Dong said.

BEIJING, Jan. 5 (Xinhua) -- Chinese exporters face an increased risk of not being paid for their goods as foreign banks run out of cash and some overseas importers evade paying debts, China's Ministry of Commerce (MOC) warned Monday.     "The cases of malicious debt evasion and breach of contracts by importers in certain countries or regions are on the rise," said the ministry in a notice. It attributed the phenomenon to the impact of the deepening global financial crisis.     The MOC urged local governments, guilds and overseas Chinese businesses to more closely monitor the credit of foreign importers.     Priority should be placed on tracking the credit ratings of foreign lenders, it said.     The ministry also called on local governments to support the development of export credit insurance and encourage exporters to carry such insurance by reducing premiums.     From January to November last year, China Export & Credit Insurance Corporation (SINOSURE) provided 56.5 billion U.S. dollars of guarantee for exporters against credit risks such as payment default. That is 63.6 percent higher than the same period a year earlier. The reason for the increase is that more exporters sought insurance, company figures show.     SINOSURE is China's only policy insurance company undertaking export credit insurance.     In that period, SINOSURE paid 210 million U.S. dollars of indemnities, up 174.5 percent from the same period of 2007.     In December, the insurer reduced credit ratings for a record 48countries, including the United States. A total of 191 countries were reappraised in December.
