SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. In fact, home prices in some major cities such as Beijing have more than doubled over the past two years.

BEIJING, May 19 (Xinhuanet) -- Google on Wednesday began fixing a security hole in some 97 percent of Android phones that could let hackers snatch important credentials at public WiFi hotspots.The fix, which addresses a hole allowing hackers to access the contacts, calendars and photos on an Android phone connected to an open WiFi network, will take a few days to cover every phone, a Google spokesman said.Unlike a traditional software update, the problem exists on Google's servers, so Android users won't need to manually take action.The newest versions of Android, including the new wave of tablets running its Honeycomb software, are not affected by the bug, according to the researchers at Germany's University of Ulm who initially reported the issue.The vulnerability could also cause devices synchronizing with Google Picasa web albums to transmit sensitive data through unencrypted channels, the researchers added.The Google spokesman said the company's security team is still investigating those claims.

SAN FRANCISCO, March 23 (Xinhua) -- Yahoo Inc. on Wednesday introduced a new feature to its search engine, which the company said can deliver answers and direct access to websites before users complete their query or hit the search button.The new feature, called Search Direct, predicts search results as fast as a person types and presents those results dynamically, Yahoo said."With today's launch, direct answers -- not the search results page -- is the primary focus. We are redefining the search process and prominently displaying direct answers where search decisions are being made," Shashi Seth, Yahoo's senior vice president of search and marketplaces, said in a statement."Search Direct is evidence of Yahoo continuing to lead innovation in search, enabling people to take action faster, find what is most important, and sample what is possible with the next stage of search technology," he added.Yahoo announced that Search Direct is rolling out in a public test version to its users across the United States Wednesday, and will be available in other Yahoo products and markets later this year.

  

SHANGHAI, Jan. 29 (Xinhua) -- Three Carrefour stores were fined 500,000 yuan (75,988 U.S. dollars) each on Saturday for overcharging customers in east China's metropolitan Shanghai, said municipal price regulators.The fine is the highest for such wrongdoing, with the tickets being issued Saturday morning.The three stores were also ordered to correct their illegal pricing and refund overcharged customers, said the regulators.A hearing will be held to decide the final amount of the fine. Carrefour representatives will be able to respond to the charges at the hearing, according to regulators.China's price regulator announced last week that it had found several retailers cheating customers, which included 11 of Carrefour's China stores.Carrefour China promised customers Saturday that it would provide refunds of five times the difference between advertised prices and incorrect prices charged at registers, after it was blacklisted by Chinese authorities due to deceptive pricing.Chen Bo, spokesperson with Carrefour China, apologized to Chinese customers during an exclusive interview with Xinhua.Chen said the company has started to work on this pricing issue.Carrefour China has established both short-term and long-term measures to resolve the issue, Chen added."We will have our special control group conduct internal price inspections, with wide coverage and high frequency," Chen said.Chen said the refund policy would be permanently implemented at Carrefour's 182 outlets in China, with non-implementation of the policy being regarded as a violation of company rules.The National Development and Reform Commission, China's top economic planner, also urged authorities to step up price checks ahead of the Spring Festival, which falls on Feb. 3 this year.The Spring Festival holiday is usually the busiest shopping season, as the public makes large purchases of food and gifts for families and friends.

  

WASHINGTON, May 4 (Xinhua) -- The U.S. National Aeronautics and Space Administration (NASA) announced Wednesday that its Gravity Probe B (GP-B) mission has confirmed two key predictions derived from Albert Einstein's general theory of relativity, which the spacecraft was designed to test.The experiment, launched in 2004, used four ultra-precise gyroscopes to measure the hypothesized geodetic effect, the warping of space and time around a gravitational body, and frame- dragging, the amount a spinning object pulls space and time with it as it rotates.GP-B determined both effects with unprecedented precision by pointing at a single star, IM Pegasi, while in a polar orbit around Earth. If gravity did not affect space and time, GP-B's gyroscopes would point in the same direction forever while in orbit. But in confirmation of Einstein's theories, the gyroscopes experienced measurable, minute changes in the direction of their spin, while Earth's gravity pulled at them.The findings are available online in the journal Physical Review Letters."Imagine the Earth as if it were immersed in honey. As the planet rotates, the honey around it would swirl, and it's the same with space and time," said Francis Everitt, GP-B principal investigator at Stanford University. "GP-B confirmed two of the most profound predictions of Einstein's universe, having far- reaching implications across astrophysics research."GP-B is one of the longest running projects in NASA history, with agency involvement starting in the fall of 1963 with initial funding to develop a relativity gyroscope experiment. Subsequent decades of development led to groundbreaking technologies to control environmental disturbances on spacecraft, such as aerodynamic drag, magnetic fields and thermal variations. The mission's star tracker and gyroscopes were the most precise ever designed and produced.GP-B completed its data collection operations and was decommissioned in December 2010."The mission results will have a long-term impact on the work of theoretical physicists," said Bill Danchi, senior astrophysicist and program scientist at NASA Headquarters in Washington. "Every future challenge to Einstein's theories of general relativity will have to seek more precise measurements than the remarkable work GP-B accomplished."
